SPECIAL MEETING
At 5:00 p.m., Mayor Darcy Paul called the Special City Council Meeting to order in the
Cupertino Community Hall Council Chamber, 10350 Torre Avenue and via teleconference.
ROLL CALL
Present: Mayor Darcy Paul, Vice Mayor Liang Chao, and Councilmembers Kitty Moore , Hung
Wei, and Jon Robert Willey. Absent: None. Vice Mayor Chao and Councilmember Kitty Moore
attended via teleconference.
POSTPONEMENTS AND ORDERS OF THE DAY – None
ORDINANCES AND ACTION ITEMS
1. Subject: Consider the appointment of two City of Cupertino representatives to the
Santa Clara County Unhoused Task Force
Recommended Action: Appoint two City of Cupertino representatives to the Santa
Clara County Unhoused Task Force
Mayor Paul opened the public comment period and seeing no one, closed the public
comment period.
Councilmembers asked questions and made comments.
Wei moved and Willey seconded to Appoint Mayor Paul and Councilmember Moore
as City of Cupertino representatives to the Santa Clara County Unhoused Task
Force. The motion carried unanimously.
2. Subject: Discuss Priority Housing Sites for the 2023-2031 Housing Element update
(Continued from August 16, 2022)

Recommended Action: That the City Council receive the report and presentation,
provide input on the proposed housing inventory sites, and consider approval of the
sites on the “Recommended Sites Inventory Table” (Attachment D) as the 6th Cycle
Housing Element sites inventory
Presenter: Luke Connolly, Senior Planner, Community Development Department
Written communications for this item included a staff presentation, Attachment F -
Pipeline, Tier 1 and Tier 2 Projects Map printout, and to emails to Council.
Senior Planner Luke Connolly gave a presentation.
Mayor Paul opened the public comment period and the following people spoke.
Jennifer Griffin opposed a proposed Tier 1 property on the Vallco site and HCD’s
(Department of Housing and Community Development) review of San Francisco’s
housing policies, and supported neighborhood noticing.
Kalisha Webster, representing Housing Choices, supported reducing reliance on
pipeline projects and directing staff to find additional backup sites for projects.
Anusha Manova, representing West Valley Community Services, supported hearing
from those experiencing housing insecurity for clarity on housing issues.
Michael Strahs, representing Kimco Realty and Cupertino Village, supported preserving
retail as a core use at Cupertino Village and future enhancements for more residential.
Joshua Pringle supported modifications to the affordable housing application screening
criteria.
Housing Commissioner Govind Tatachari (representing self) read an email on behalf of
Peggy Griffin supporting equitable site distribution, preserving commercial centers, and
considering SB 35 eligibility.
Kylie Clark, representing West Valley Community Services, supported extra weight for
the testimonies of those who are impacted by the housing crisis.
Mair Dundan supported affordable housing sites and awareness of the needs for people
with disabilities and seniors.
Rhoda Fry supported preserving community values including diversity, owner-
occupied housing, and retail; and protecting sales and property tax revenues.

Jennifer Griffin supported preserving trees and adding setbacks at Vallco and Cupertino
Village and more public input.
Guari Chawla supported preemptively reducing pipeline projects and a cohesive
housing plan and was concerned about completion by the deadline.
Scott Connelly was concerned about the review process being rushed and supported
more public comment opportunities, especially for property owners.
Lisa Warren was concerned about the review process for site selection and supported
adjustments.
Mayor Paul closed the public comment period.

Lisa Warren supported corrections to target density and target heights on the maps,
looking at San Jose’s big sites, and studying underutilized sites.
Scott Connelly asked about affordability restrictions on future development potential of

non-pipeline sites on the recommended sites inventory.
City Manager Pamela Wu provided a summary of staff follow-up based on Council’s
input.
- Provide additional information on the Former Outback Steakhouse site and Bubb
Road office building site to include in the inventory
- add the acreage to each of the maps to clarify size of sites and correct typo in
embedded table to clarify the maximum height by the density, to 45 feet height for
projects at 30 dwelling unit per acre
- consolidate Councilmember comments for response and/or clarification and identify
potential actionable items
- staff to provide feedback and follow-up on August 30 or consider a continued
meeting, as necessary
Council unanimously consented to continue this item for the purposes of continued
hearing, consideration, deliberation, and decisions to a Special Meeting on Tuesday,
August 30, 2022 beginning at 5:00 p.m.
ADJOURNMENT
At 11:29 p.m., Mayor Paul adjourned the Special City Council Meeting to the Special City
Council meeting on Tuesday, August 30, 2022 at 5:00 p.m., 10350 Torre Avenue, Cupertino, CA
95014 and via teleconference.
