SPECIAL MEETING
At 5:00 p.m. Mayor Darcy Paul called the Special City Council Meeting to order. This was a
teleconference meeting with no physical location.
ROLL CALL
Present: Mayor Darcy Paul, Vice Mayor Liang Chao, and Councilmembers Kitty Moore, Hung
Wei, and Jon Robert Willey. Absent: None. All Councilmembers teleconferenced for the
meeting.
COMMISSION INTERVIEWS
1. Subject: Continue consideration of applicants interviewed for expiring commission
terms on the Fine Arts Commission, Parks & Recreation Commission, Public Safety
Commission, and Sustainability Commission
Recommended Action: Further consider appointments to the Fine Arts Commission,
Housing Commission, Parks & Recreation Commission, Public Safety Commission, and
Sustainability Commission; and further consider appointments for any alternates
Mayor Paul opened the public comment period and, seeing no one, closed the public
comment period.
Council further considered appointments to the Fine Arts Commission, Housing
Commission, Parks & Recreation Commission, Public Safety Commission, and
Sustainability Commission; and further considered appointments for any alternates.
Moore moved and Wei seconded to rescind Council’s motion of January 24, 2022
appointing Zenglian Xu as Primary to the Fine Arts Commission for a full term ending
1/30/26; and to appoint Carol Maa as Primary to the Fine Arts Commission for a full
term ending 1/30/26 and to appoint Priscilla Grille as Alternate. The motion carried
unanimously.

At 5:18 p.m., Mayor Paul adjourned the Special City Council Meeting.
