SPECIAL MEETING
At 6:30 p.m. Mayor Darcy Paul called the Special City Council meeting to order. This was a
teleconference meeting with no physical location.
ROLL CALL
Present: Mayor Darcy Paul, Vice Mayor Liang Chao, and Councilmembers Kitty Moore, Hung
Wei, and Jon Robert Willey. Absent: None. All Councilmembers teleconferenced for the
meeting.
ORDINANCES AND ACTION ITEMS
1. Subject: Consider proposed Fiscal Year 2021‐2022 City Work Program items
Recommended Action: Consider proposed FY 2021‐2022 City Work Program items,
and provide any input. If appropriate, adopt FY 2021‐2022 City Work Program.
Written Communications for this item included a staff presentation, Mayor Paul’s
Cupertino PREP (Pandemic Re‐Emergence Program) proposal, and emails to Council.
Assistant to the City Manager Katy Nomura gave a presentation.
Councilmembers asked questions and made comments. Staff provided clarifications as
requested, including a clarification that the domestic violence item proposed by
Councilmember Moore would be included in operations.
Mayor Paul opened the public comment period and the following people spoke.
Jennifer Griffin supported the discussion on City Work Program items and returning to
in person meetings.

Housing Commissioner Connie Cunningham (representing self) supported housing for
extremely low income people with disabilities and moderate income and homelessness.
Mayor Paul closed the public comment period.
Moore moved and Willey seconded to approve the Fiscal Year (FY) 2021‐2022 City Work
Program items per Attachment B. (Council did not conduct a vote for this motion).
Paul moved and Chao seconded a substitute motion to direct staff to add modifications
to the proposed FY 2021‐2022 City Work Program Attachment B items and bring back a
recommendation for Council at a future meeting, incorporating Paul’s additions of a
Cupertino store at the Chamber of Commerce’s building with the Mayor’s Cup Initiative
and a Cupertino PREP (Pandemic Re‐Emergence Program) item, and Chao and Wei’s
additions regarding an omnibus (combined) committees and commissions item.
Paul’s Cupertino PREP (Pandemic Re‐Emergence Program):
Description: As Cupertino’s residents begin to re‐engage with our community and
the larger community, City Council will consider and support efforts to do so
safely and successfully. To that end, an allocation of funding for the event with the
greatest annual participation and turnout, the 4th of July celebration, is
re‐envisioned in a safer context, instead of using fireworks, with modern drone
technology. In addition, through public outreach with Cupertino’s ten volunteer
resident Commissions, the Commissions will consider and support
community‐based re‐emergence efforts. Estimated allocations: $200,000 for drone
show. $50,000 for Council allocations. $25,000 for each Commission (ten
Commissions). Staff time: 20 hours for City Council. 10 hours for each
Commission.
Budget Allocation: $500,000.00
Staff‐time Allocation: 120h
Moore added a friendly amendment for staff to come back with an informational update
on the status of the Stocklmeir House. (Paul and Willey accepted the friendly
amendment). A status update was provided during the meeting.
Paul amended his motion to include Chao’s Amendments to Items 15 and 26. (Willey
accepted the amendment).
Chao’s Amendments: (based on item numbers from Attachment A)
Item 15. Revamping Block Leader and Neighborhood Watch Program
=> Revamping Block Leader, Neighborhood Watch Program and consider
neighborhood councils
o Neighborhood council members could be block leaders or they could be
appointed separately.

o Consider term limits and the appointment/election process of block
neighborhood watch leaders.
Item 26. Encouraging Dark Sky Compliance: Encourage compliance by existing
commercial properties and organizations” => add “including school sites”
=> Encourage compliance by existing residential and commercial properties and
organizations, including school sites.
Paul amended his motion to remove Traffic Garden from the proposed City Work
Program. (Willey accepted the amendment).
Chao made a friendly amendment to add the use and layout of 10455 Torre Avenue to
the proposed City Work Program. (Paul and Willey accepted the friendly amendment).
Moore moved and Paul seconded to call the question. The motion failed with Chao and
Paul voting no.
The substitute motion carried unanimously.
Final motion summary:
