CONTINUED SPECIAL MEETING FROM MARCH 30
At 6:30 p.m. Mayor Darcy Paul called the Special City Council meeting to order. This was a
teleconference meeting with no physical location.
ROLL CALL
Present: Mayor Darcy Paul, Vice Mayor Liang Chao, and Councilmembers Kitty Moore, Hung
Wei, and Jon Robert Willey. Absent: None. All Councilmembers teleconferenced for the
meeting.

2. Subject: Review Council goals and prioritize potential Fiscal Year 2021‐2022 City Work

Written communications for this item included a Reformatted Attachment A ‐ FY 2021‐

City Work Program Prioritization List with Councilmember Additions, Mayor Paul’s
meeting schedule, and emails to Council.
Mayor Paul provided a summary of what was discussed at the last meeting and a
meeting schedule.
Councilmembers discussed the following proposed additions to the potential Fiscal Year
2021‐2022 City Work Program items.

Paul: Written charter for Economic Development Committees (EDC)/Fiscal Strategic
Committee (FSC); Sustainability Mayor’s Cup Single‐Use Plastic Event.
Moore: Locate/purchase home shelter for victims of domestic violence; historical
preservation of Stocklmeir House.
Chao: Revamp Neighborhood Block Leader/Neighborhood Watch programs with the
possibility of including neighborhood councils; look at streetlight reduction/parking
lights for light pollution including encouragement of Dark Sky/Bird‐Safe compliance
from various agencies; Include Lehigh and Stevens Creek Quarry.
Wei: Establish a mental health support center.
Willey: Expand staff support for council engagement activities to include scheduling,
sending notifications, webinar support, and events on Saturdays and evenings; Expand
options to develop ELI housing units to include Outback Steakhouse location; enhance
Pilot ‐ Noise Measurement and Pilot ‐ Pollution Monitoring to include Lehigh/Stevens
Creek Quarry; Expand 5G to track all resident input; Homeless Jobs Program; Memorial
Park Improvements.
Council recessed from 7:26 p.m. – 7:45 p.m. while staff consolidated the Reformatted
Attachment A ‐ FY 2021‐2022 City Work Program Prioritization List with Councilmember
Additions with the Councilmember suggested additions to the Prioritization List.
Council reviewed the updated Prioritization List.
Council recessed from 7:50 p.m. – 8:15 p.m. while Councilmembers prioritized the Work
Program items.
Councilmembers discussed their top five priorities. (Items in bold were prioritized by
two or more Councilmembers):

Paul moved and Moore seconded for Councilmember’s to submit their ratings of
prioritization spreadsheets by 9:30 p.m. to be compiled by City staff to develop a
prioritized list to draft a proposed FY 21‐22 City Work Program for Council’s
consideration at a future meeting, as noted in the staff report. The motion carried
unanimously. Note: The Council ratings and prioritization spreadsheets will be posted
on the City’s website.

At 9:00 p.m., Mayor Paul adjourned the meeting.
