ERC 06-25-2015 Community Development Department Cupertino, CA 95014 (408) 777-3308 APPROVED MINUTES OF THE SPECIAL MEETING OF THE ENVIRONMENTAL REVIEW COMMITTEE HELD ON June 25,2015 Committee Members: Timm Borden Gary Chao Margaret Gong Barry Chang David Brandt Committee Members absent: Aarti Shrivastava Winne Lee Staff present: Katy Jensen APPROVAL OF MINUTES: May 7, 2015 The minutes of May 7,2015 were approved as written ORAL COMMUNICATIONS (Reserved for persons wishing to address the Committee on issues that are not already included in the regular Order of Business) A resident,Kathy Helgerson,read a statement about the fairness of the bidding process for contracts for work in the City. She wanted to remind the Committee that the Civic Center project,under the rules, should go out for a public bid. NEW ITEMS: 1. Application No.(s) Civic Center Master Plan Applicant: City of Cupertino Location: 10300 Torre Ave Review of the Notice of Intent for the proposed Civic Center Master Plan The proposal is for the demolition of the existing City Hall building and construction of a new larger City Hall building,underground and expanded parking and a modest library expansion ❑ Geologic/Soils o As this is a flat lot there are no impacts regarding slope erosion or landslides ❑ Trees/Landscaping o There are 412 trees on site, 80 trees are scheduled to be removed as they fall within the construction envelope o All trees removed, will be replaced and/or replanted in accordance with the City's Tree Ordinance o Plumbing methods will be employed to allow the use of grey water for landscaping irrigation o Storm water runoff will be managed in accordance with C3 permitting requirements and with the use of permeable surfaces,bio retention measures and green roofs o Preconstruction investigations were performed to determine the nesting species in the surrounding trees and other vegetation. These investigations determined that no endangered species would be affected by construction ❑ Archeological/Cultural o There will be a Stop Work Order in the construction documents should any artifacts be discovered on site o Archeologists will be available to handle any such finds ❑ Hazardous Materials o Any demolition materials containing hazardous materials (asbestos,lead paint etc) will be handled according to industry standards for safe removal and disposal ❑ Noise A Noise Coordinator will be on site to make sure any complaints are handled promptly and that all construction noise levels fall within the tolerances of the City's noise ordinance ❑ Air Quality o Best management practices will be used to meet BAAQMD requirements for dust and diesel emissions during construction ❑ Traffic/Parking o There will be 118 underground parking stalls o VTA reviewed the proposal and had no comments o 68 parking spaces would be added where the current field is next to the library o There will be new electric vehicle charging stations according to the current commercial building code requirements ❑ Additional Discussion o The new building will meet LEED Silver standards o Construction will incorporate green building elements at both City Hall and the library o The construction and new facilities will adhere to the City's Climate Action Plan o Comments have been received from residents -mostly regarding design and proposed uses of the space and not about environmental concerns o This Master Plan is conceptual, no design has been approved and there is no timeline for construction ACTION: Recommendation for approval of a Mitigated Negative Declaration MOTION: David Brandt SECOND: Gary Chao NOES: Barry Chang VOTE: 4-1 OLD BUSINESS None Respectfully submitted, Beth Ebben Administrative Clerk
