At that time, the Council decides whether or not - the applicant may submit an application for a General Plan amendment. Authorization does not guarantee approval of the projects. This process includes the preparation of an Environmental Impact Report (EIR) to study the environmental effects of the General Plan Amendments and Housing Element updates being considered.
