Application No.: U- 2011 -04, ASA- 2011 -05, EXC- 2011 -05 (EA- 2011 -04) Applicant: Karl Shultz, Lili Zhu and Louis Tseng (Sunflower Learning Center) Location: 18900 Stevens creek Blvd Use Permit to allow a child care facility with a pre- school and an after - school learning program to operate at an existing 8,862 square foot commercial office building. The application also includes a new outdoor play area in the rear parking lot; Architectural and Site approval for minor facade, landscaping and parking lot modifications at an existing commercial office building; Exception to the Heart of the City Specific Plan to allow non - commercial uses (a child care facility) to exceed 25% of the total building frontage along Si :evens Creek Boulevard ❑ Noise o Playground will be located close to the street in an effort to reduce noise to the residential neighbors o An acoustical study was done and determined that the playground would be subjected to a decibel level of 64, which is below normal tolerances o The sound wall will be increased from 6' to 8' to help reduce the noise levels ❑ Traffic o The intersection of Stern and Stevens Creek Boulevard is currently operating at a service level of F o A median would need to be installed to prevent drivers from turning left from Stern Avenue onto Steven Creek Blvd o There is a shortage of 3 parking spaces, so the applicant's company vans will need to be parked off site, or the number of students will need to be reduced if the other business location at 19220 Stevens Creek Boulevard closes or moves ❑ Trees/ Landscaping o Landscaping will be added to soften the look of the exterior walls o No existing trees on site will be removed o Landscaping plan will include drought tolerant plants ❑ Additional Discussion o City of Sunnyvale provides sanitary services and is reviewing the plans o Play area fencing should be decorative, not solid board fencing o Masonry wall between site project and the neighbors will be attractively sided and have a cap on top ACTION: Recommendation for approval of a Mitigated Negative Declaration MOTION: Aarti Shrivastava SECOND: Timm Borden NOES: none VOTE: 3 -0 OLD BUSINESS None Respectfully submitted, /,oak C6%y Beth Ebben Administrative Clerk G/ planning /erc/actionminu tes040711
