SPECIAL MEETING
At 9:01 a.m., Mayor Hung Wei called the Special City Council Meeting to order in the Quinlan
Community Center Social Room, 10185 North Stelling Road.
ROLL CALL
Present: Mayor Hung Wei, Vice Mayor Sheila Mohan, and Councilmembers J.R. Fruen and Kitty
Moore. Absent: Councilmember Liang Chao.
COUNCIL ORIENTATION AND TRAINING
1. Subject: Council Orientation and Training
Recommended Action: Conduct Council Orientation and Training
Written communications for this item included a staff presentation.
Mayor Wei opened the public comment period, and seeing no one, closed the public
comment period.
Parks and Recreation Director Rachelle Sander provided an overview of the Parks and
Recreation Department.
Councilmembers asked questions and made comments.
Council recessed from 9:32 a.m. – 9:36 a.m.
The following City staff provided an overview of the divisions within the Public Works
Department:
• Matt Morley, Acting Assistant City Manager/Public Works Director
• Susan Michael, Capital Improvement Program (CIP) Program Manager
• Chad Mosely, Assistant Director/City Engineer

• David Stillman, Transportation Manager
• Ursula Syrova, Environmental Programs Manager
• Jimmy Tan, Assistant Director of Public Works – Operations
Councilmembers asked questions and made comments.
Mayor Wei reopened public comment period to allow for questions and comments from
the public.
Council recessed from 10:53 a.m. – 10:58 a.m.
The following City staff provided an overview of the divisions within the Community
Development Department:
• Luke Connelly, Acting Community Development Department Director
• Piu Ghosh, Planning Manager
• Sean Hatch, Deputy Building Official
• Kerri Heusler, Housing Manager
• Monica Diaz, Senior Code Enforcement Officer
Councilmembers asked questions and made comments.
Council recessed for lunch from 11:58 p.m. – 1:01 p.m.
The following City staff provided an overview of the divisions within the City Manager’s
Office:

• Meredith Gerhardt, Management Analyst
