By August 2021 determine the value of collecting data on specific traffic types (vehicle, bike, pedes trian) that pass through the piloted intersections. Project Deliverables: Preliminary Field Investigation: Trafficware staff will determine inadequacies of existing infrastructure (traffic signal and communications systems). City of Cupertino (COC) staff will perform field corrections. Define baselines for: •Volume of traffic that pass through each piloted intersection. •Arrivals on Green (Probability of hitting a green light) for each piloted intersection. •Approach Delay (Delay experienced sitting at a red light) for each piloted intersection. System Programming: Trafficware will program SynchroGreen and GRIDSMART systems. This consists of programming databases for SynchroGreen and configuring GRIDSMART equipment for optimal operations with SynchroGreen, as well as for multimodal counting. Trafficware engineers will adjust SynchroGreen settings in a lab environment based on known traffic conditions and programming necessary for compatibility with existing traffic controllers and cabinets. All settings will be programmed prior to field installation and will serve as baselines that may be adjusted once activated in the field. Field Installation: Trafficware field engineers will install all SynchroGreen and GRIDSMART systems, specifically, installing SynchroGreen software on the City’s existing ATMS server, as well a s the programmed database settings. During this time, Trafficware will enable the TidalWave system within the City’s existing ATMS server and will ensure data is flowing to the designated endpoints. Additionally, Trafficware will license SynchroGreen within the City’s existing traffic controllers that operate V.76 Local Controller Software and will enable all SynchroGreen settings. Trafficware’s engineers will also physically install all GRIDSMART GS2 processors within the traffic signal cabinets and will ensure proper connectivity to the traffic controller. The Trafficware engineer will program detection zones and will ensure accurate detection of various modes of transportation. Note all camera installation will be performed by COC staff for any cameras provided for this project. COC staff will physically install these detection units and pull any cables necessary to connect to the traffic signal cabinet. System Activation and Adjustments: Once all hardware and software are installed and configured, Traf ficware will activate the SynchroGreen system and will begin analyzing data. Trafficware’s team will make adjustments to the system based on collected data and will observe operations on a system for approximately one week. During this time, the team generates reports that demonstrate system performance. Additionally, the team will Exhibit A - Scope of Work Project Charter Project Charter Smart Cities IoT Pilot: Adaptive Signaling & Multimodal Traffic Count generate reports that show traffic counts from the GRIDSMART system and will verify these traffic counts for the various modes against observations in the field. Training: Trafficware will provide training on all systems, including SynchroGreen, GRIDSMART and TidalWave. Training for these systems is expected to last up to four (4) days. All training courses are led by experienced Traffic Engineers and Technicians and consists of both online classroom and field instruction. Compare Results: •Volume and type of traffic that pass through each piloted intersection. •Arrivals on Green (Probability of hitting a green light) for each piloted intersection. •Approach Delay (Delay experienced sitting at a red light at an intersection) for each piloted intersection. Business Reasons: The goal of the adaptive traffic signaling project is to improve traffic flow, provide faster responses to traffic conditions, reduce cost (fuel consumption), and reduce smog emissions. Poor traffic signal timing contributes to traffic congestion and delay. Currently, Cupertino traffic signal systems use pre-programmed, daily signal timing schedules. Adaptive signal control technology adjusts the timing of red, yellow, and green lights to accommodate changing traffic patterns and ease traffic congestion. The main benefits of adaptive signal control technology over conventional signal systems are that it can: •Continuously distribute green light time equitably for all traffic movements. •Improve travel time reliability by progressively moving vehicles through green lights. •Reduce congestion by creating smoother flow. •Prolong the effectiveness of traffic signal timing. Multimodal traffic count provides detailed information on the type of traffic over a specific area. This information is utilized to measure impact of traffic mitigation measures as well as future planning. Customer: City of Cupertino residents & guests Customer Benefits: Reduced time in traffic resulting in enhanced commute, reduced costs, and reduced smog emissions. Success Criteria: Success criteria includes: •Accurate measure of volume of traffic that pass through each piloted intersection. •Greater probability of Arrivals on Green (Probability of hitting a green light) for each piloted intersection. •Reduced Approach Delay (Delay experienced sitting at a red light at an intersection) for each piloted intersection.
