De Anza Boulevard Cupertino, CA Acumen Project TPG 2410 Dear Beth: The purpose of this report is to discuss the findings of an asbestos investigation we conducted at the above referenced site on December 6, 2004. The main objective of this investigation was to identify regulated asbestos containing materials (RACMs), defined by Bay Area Air Quality Management District (BAAQMD). RACMs need to be removed if they are to be impacted by building renovation and before the building can be demolished. The secondary objective was to identify other asbestos containing materials that would require compliance with Cal -OSHA asbestos regulations. Mr. Larry Cowles, Site EHS Manager for Apple, provided site access. 1.0 Summary of Investigation This inspection consisted of a review of an inspection of the building to identify and sample suspect asbestos containing materials (ACMs). We collected one or more bulk sample of each type of suspect ACM noted for a total of 18 samples of ACMs during this inspection. Except for actual sample collection, this investigation did not involve destructive testing. The main roof was not sampled so as not to void any existing roof warrantees. Approximately 11 % of samples contained detectable amounts of asbestos. All samples collected during the investigation were submitted to Micro Analytical Laboratories (Emeryville, CA). This laboratory is accredited by the National institute of Standards and Technology, National Voluntary Laboratory Accreditation Program (NVLAP) for selected test methods for asbestos. This laboratory also holds certification from the American Industrial Hygiene Association (AiHA). The laboratory reports are shown in Appendix A. The asbestos samples collected were analyzed by polarized light microscopy (PLM). This method identifies the type(s) of asbestos present in the sample and its corresponding percent concentration(s). The reliable limit of quantification of this method is 1% asbestos. 2.0 Findings and Discussion The building inspected is a three-story 62,000 square feet office structure built in 1983. It is currently undergoing extensive remodeling. Exterior walls consist of either concrete or aluminum framed windows. The interior of the building is wood framed. interior build out consists of gypsum wallboard that was not considered suspect because of the Consumer Products Safety Commission Ban 1978 ban on asbestos containing joint compound. There were baseboard adhesive residues that do not contain asbestos (Samples TPG 2410-01, TPG 2401-03, TPG 2410-15) in various locations. Floors were generally bare because of the renovation in progress. Some floor areas contain floor -leveling compound that does not contain asbestos (Samples TPG 2410-05, TPG 2410-11). There is 12x12" floor tile seen in the computer room, utility rooms, and sheet flooring in coffee alcoves and cafeteria. These materials also do not contain asbestos (Samples TPG 2410-06, TPG 2410-07, TPG 2410-08, TPG 2410-09, TPG 2410-10, TPG 2410-12, TPG 2410-13, TPG 2410-14). Bathroom floors consist of ceramic floor tile. Heating is provided from roof -mounted units. These units are concealed form public view by cement panels that do not contain asbestos (Sample TPG 2410-21). Conditioned air is delivered to occupied spaces via fiberglass -insulated ducts. Hot water is supplied from electric heaters via un-insulated lines. The roof consists of asphaltic sheeting and tar. It was not sampled to avoid invalidating existing roof warrantees. Technically, it should be assumed to contain asbestos, although the age of the building is such that it is unlikely that it contains asbestos. Two samples of grey roof sealant contained 3% asbestos (Samples TPG 2410-22 and TPG 2410-24). This is not an unusual finding as asbestos roof sealing compounds are still commercially available. 3.0 Summary of Asbestos Related Findings Table l shows a summary of materials sampled and found to contain asbestos. Quantities were not estimated for roof patching compounds. 3.1 Friable Asbestos Containing Materials No friable asbestos containing materials were found during this investigation. 3.2 Non -Friable Asbestos Containing Materials The only non -friable asbestos containing material found in the building consists of asphalt encapsulated asbestos roof sealants. 3.3 Regulated Asbestos Containing Materials Currently Bay Area Air Quality Management District Regulations require that regulated asbestos containing materials (RACMs) be removed from buildings before demolition. RACMs are defined as materials that contain more than 1 % asbestos and that are either friable or could be so rendered during demolition. Although the roof patching compound contains asbestos, and the main roof field may also, neither is generally considered regulated ACM, based on a 1994 EPA clarification on this issue (Federal Register 59, 31157 et seq.). This presumes that the roofs are either removed or demolished in such a manner that they are not rendered friable during this process. 4.0 Recommendations The findings of this investigation warrant the following actions: Notify future building occupants and employees of the presence of ACM as required by Cal -OSHA regulations. Essentially, the only known ACM is on the roof. It is in good condition, and is unlikely to pose a significant health hazard at this time. It is also advisable to notify any contractors or other appropriate personnel who may disturb roofing materials that improper handling may result in exposure to asbestos, and that any work on these materials is subject to Cal -OSHA rules. These notifications should be made in writing. If the roof is to be repaired or replaced, it would be prudent to sample it to verify that it does not contain asbestos 5.0 Conclusions This investigation did not find asbestos containing materials inside the building. However, roof patching compounds contain asbestos. It is also possible that the main roof could contain asbestos. This could not be determined without damage to the roof. These materials can be safely managed in place at this time. Contractors required to work on the roof should be notified of the presence of asbestos, and of the need to comply with applicable Cal -OSHA regulations should they have occasion to disturb roofing materials.
