COMPLAINTCit,q of Cuperti"o
TO: Robert W. Quinlan, City Manager
FROM: John Busto, Chief Building Inspector DATE: July 29, 1976
SUBJECT: Complaint from Mr. Jerry Stern
Mr. Jerry Stern sold a home"located at 10128 Colby Ave. and the loan is going
through VA. VA has requested that Mr. Stern, obtain a certification from.the
Building Department that the house and addition was constructed to code.
The reason for the $5.00 charge is we had to go down to the basement storage
area to locate the original building permit or any other pertinent data. We
spent approximately an hour trying to locate this permit. The record is not
available, but I told Mr. Steri that I would draft a letter for him regarding
the residence, stating that I assume that the building is to code, since the
permit was issued and the structure is within the City.
I felt the $5.00 charge was justified because of the time we had to spend to
satisfy his request. These requests are quite common now and our time has to
be satisfied in some way. Instead of writing the letter, we could make an.
inspection of the dwelling for which there is a $25.00 charge, so I feel the
$5.00 charge is more in line.
City of Saratoga is now considering charging $40.00 for this type of inspection
and document, certifying the construction of homes when it is requested by a
lender.
When considerable time is spent for this type of service, we should be compensated.
