2.2.3 Reinforcement: As referenced in Tables land2ofthis

(101.7 g/m2) stitchbonded polyester.
2.2.4 Foam Plastic Insulation: Polyurethane foam plastic
insulation is as specified in Tables 1 and 2. The foam plastic
has a flame -spread rating of 75 or less when tested in accor-
dance with UBC Standard 8-1, and must comply with ASTM
C 1029,
2.3 Preparation of Substrates:
2.3.1 General: The substrates to be covered must be free of
all grease, oil, loose particles, moisture, and other foreign ma-
terials. All parapet surfaces, valleys, etc., must be flashed and
counterflashed as required by the code. Areas not receiving

Foam plastic is applied in minimum 1/2 -inch -thick (12.7 mm)

The total finished thickness must be achieved within the same
day. Flash passes of less than 1/4 Inch (6.4 mm) thickness are
not acceptable In the top layer. The finished surface of the
foam must be smooth and free of voids, pinholes and crev-
ices, with a maximum allowable roughness defined as coarse
orange peel.
2.5 Application of AcryShield Systems:
AcryShield coatings described in Table 1 are normally applied
using spray equipment designed for use with high -viscosity
coatings. When the coatings are applied over existing built-up
roofs, application by rolleris acceptable; thecoatings must be
spray -applied overfoam plastic. The coating must be applied

As you requested, I visited the subject building yesterday with MOCEier(hi's I S&r of Central Coating
and examined the roof and surrounding conditions.
I understand that Central Coating is scheduled to install new foam roofing over the existing roofing
on the ten buildings at the site, and that the Building Inspectors from the City of Cupertino requested
an examination of the conditions by a Structural Engineer and a statement indicating compliance
with CBC Sections 1515 and 1516 in Appendix Chapter 15.
The buildings vary in size from approximately 450 sq. ft and 625 sq. ft. for the modular buildings, up
to 14,000 sq. ft. for the largest storage building. For all but the small modular he roof is
typically supported by ''/z" plywood on 2x6 No. 2 joists @ 24" f mi b ring walls
and beams at 10 feet on center. Some of the buildings havil a el three feet
high on some sides. I understand that the new foam will ext t t of t e parapets and be
sealed at the parapet cap flashing. The existing roofing is reportedly less than seven years old, but
is experiencing leaking and localized ponding in a few locations.
As you indicated, the City is requiring demonstration of compliance with Sections 1515.1.1 through
1515.1.6. My observations reaardina each of these cpctinna are listpri hpinw-
1515.1.1: Roof structure sufficient to sustain weight of added roofing
I observed the roofs of all buildings from above the buildings and from below in several areas,
from inside the storage rooms. There is no roof insulation and the framing is exposed in the
storage rooms. There are no signs of excessive deflection, overstress or other distress, and the
roof structure seemed to be quite firm. As you indicated, only one layer of roofing (built-up roof
with cap sheet — no gravel) exists throughout. Analysis of the joists shows that they are more
than sufficient to support the existing roofing plus the proposed foam roof, with the required live
load of 20 psf. Based on the framing's capacity, its apparent good condition, and the fact that
the installed weight of the foam roofing is less than one pound per square foot, (1.0 psf), the
existing framing could readily sustain the added weight imposed by a new foam roof.
1515.1.2: Roof deck structurally sound
During my examination I walked over the entire roof area, including those near the roof drains
and overflows. No "soft" areas were observed. Based on the framing as specified in the item
above, and the apparent firmness of the roof in general, the deck appears to be quite sound.

1515.1.3: Roof drains and drainage sufficient
The roof slope appears to be sufficient in all but a few localized areas. I understand that the new
• foam roofing will be sloped to eliminate these low spots. The size of the roof drains and overflow
appear to be consistent with Code requirements based on the respective areas served, although
calculations for this were not performed. I understand that the gutters and downspouts will be
reworked as part of the re -roofing, including examination for possible decay in the surrounding
framing.

1515.1.4: Existing roof secured to deck
The existing roof appears to be sufficiently adhered to the deck._; Noaareas,of) blistering were

1515.1.5: Existing insulation is not water soaked
There is no insulation in any of the storage buildings, and the insulation in the apartment and
office portions of Building F is not soaked or moist.
1515.1.6: Fire -retardant requirements maintained
The installation of the foam roofing will not affect any of the building's fire -retardant properties.
Also, Section 1516.2.2 allows the installation of one roofing overlay over a cap -sheet surface, which
is what currently exists on these buildings. The weight of another built-up roof would be at least
three times that of the proposed foam roof. Fa
�In addition to the conditions noted above with regard to the s cti a e other
observations. These are as follows:
1. There appears to be no rooftop HVAC equipment on any of the buildings, so no flashing
around sleepers and duct penetrations will be required.
2. There is at least one area where the metal cap flashing atop the parapet wall is missing. I
understand that the cap flashing will be replaced and/or repaired as necessary throughout.
In general, I observed no conditions that would preclude or should prevent the application of a new
foam roof on these buildings. Please feel free to forward this document to the appropriate Building
Department personnel for their review, and contact us if you have any questions.

1. Prior to permit issuance, you must agree to comply with 1997 UBC Standards
and manufacturers specifications on re -roofing.
2. New roof coverings shall not be applied without first obtaining all inspection
and written approval from the building inspector. A final inspection and
approval shall be obtained from the building inspector when the re -roofing
is completed.
3. All roofs shall be inspected prior to any roofing installation.
4. To receive a final sign off from the City, the following steps are
required:
1) Pre -inspection and/or tear off approval.
2) In -progress inspection approval.

5. If plywood is installed, a plywood nail inspection is required.
6. Any roofing which is applied without first obtaining an inspection,
