Because so many fire deaths occur when occupants of residential buildings are asleep at the time of a fire, the
International Residential Code' (IRC) requires that:
• basements with habitable space and
• every sleeping room below the fourth story
shall have at least one operable.window or exterior door opening approved for emergency escape and rescue. IRC
Section R310.1.4 requires rescue openings to be operational from the inside of the room without the use of keys or
tools, and Section R303.5 requires that glazed openings open directly onto a street or public alley, or a yard or court
located on the same lot as the building.
• The net clear openable area shall be no less than 5.7 square feet (see exceptions for grade floor
openings and window wells).
• In addition to the above requirement, the net clear openable height dimension shall be a minimum of
24 inches. The net clear openable width dimension shall be a minimum of 20 inches. (Note: using both
minimum figures will not obtain the required 5.7 square feet.)
• The finished sill height shall not be more than 44 Inches above the floor.

310.10 Fire Alarm Systems. Group R, Division 1 Occupancies
shall be provided with a manual and automatic fire alarm system
in apartment houses three or more stories in height or containing
16 or more dwelling units, in hotels three or more stories in height
or containing 20 or more guest rooms and in congregate resi-
dences three or more stories in height or having an occupant load
of 20 or more ffor SFMJ in accordance with Chapter 35 and the
California Fire Code. A fire alarm and communication system
shall be provided in Group R, Division l Occupancies located in a
high-rise building.
EXCEPTIONS: 1. A manual fire alarm system need not be pro-
vided in buildings not over two stories in height when all individual
dwelling units and contiguous anic and crawl spaces are separated
from each other and public or common area by at least one-hour
fin -resistive occupancy separations and each individual dwelling unit
or guest room has an exit directly to a public way, exit court or yard.
2. A separate fire alarm system need not be provided in buildings
that arc protected throughout by an approved supervised fire sprinkler
system having a local alarm to notify all occupants.
2a. [For SFMJ A separate manual and automatic fire alarm sys-
tem need not be provided in buildings that am protected throughout by
an approved supervised fue sprinkler system having a local alarm sys.
tem forthe notificationofalloccupams. Occupant notifcadonshall re-
sult from actuation ofany flowofwaterorthe operation of anymanual
station.
The alarm signal shall be a distinctive sound that is not used for
any other purpose other than the fire alarm. Alarm -signaling de-
vices shall produce a sound that exceeds the prevailing equivalent
sound level in the room or space by 15 decibels minimum, or ex-
ceeds any maximum sound level with a duration of 30 seconds
minimum by 5 decibels minimum, whichever is louder. Sound
levels for alarm signals shall be 120 decibels maximum.
For the purposes of this section, area separation walls shall not
define separate buildings.
310.10.1 [For SFMJ Group R, Divisions 2.1 or 2.3 Occupan-
cies. Buildings containing Group R, Division 2.1 Occupancy
shall be provided with an approved manual and automatic fire
alarm system in accordance with Chapters 3,-9 and 35 and the
California Fire Code.
EXCEPTTON: Buildings housing nonambulatory clients on the
first story only, and which oreprotected throughout by the following:
1. Anapprovedandsupervisedautomoticsprudrlersystem,asspe-
cified in Chapter 9, which upon activation will initiate the fin alarm
system to notify all occupants.
2. A manual fire alarm system in accordance with Chapters 9 and
35.
3. Smoke alarms required by Section 310.9.1.
310.10.2 [For SFMJ Group R, Divisions 1.1.1,1.2.1 and 1.3.1
Occupancies. In addition tosmoke detectors required bySection
310.9, Group R, Divisions 2.1.1, 2.2.1 and 2.3.1 Occupancies
shall be provided with at least one manual pull station at a loca-
tion approved by the authority having jurisdiction Such pull sta-
tion shall actuate a distinctive fire alarm signal which shall be
audible throughout the facility. These devices need not be inter-
connected to any other firealarm device, electrically supervised
orprovided with emergency power. '
310.10.3 [For SFMJ Group R, Division 2.2 Occupancies. In
addition to smoke alarms required by Section 310.9, buildings
containing Group R, Division 2.2 Occupancies shall be provided _
with a manual fire alarm system in accordance with Chapter 35
and the California Fire Code.

The storage, use and handling of flammable and combustible

In Division I Occupancies, doors leading into rooms in which
Class I flammable liquids are stored or used shall be protected by
a fire assembly having a one-hour fire -protection rating. Such fire
assembly shall be self-closing and shall be posted with a sign on
each side of the door in 1 -inch (25.4 mm) block letters stating:
FIRE DOOR—KEEP CLOSED.
[For SFMJ Every unenclosed gas-fired water heater or fur-
nace which is within the area used for child care in a large family
day-care home shall be protected in such a way as to prevent chil-
dren from making contact with those appliances.
EXCEPTION: This does not apply to kitchen stoves or ovens.
310.13 Access to Buildings and Facilities.

310.14.1 [For HCD 11 Limited -density owner -built rural
dwellings. The provisions regulating the erection and construc-
tion of dwellings and appurtenant structures shall not apply to
existing structures as to which construction is commenced or
approvedprior to the effective date of these regulations. Require-
ments relating to use, maintenance and occupancy shall apply to
all dwellings and appurtenant structures approved for construc-
tion or. constructed before or after the effective date of this
chapter. - -
310.14.2 [For SFMJ Number of exits. Every apartment and
every other sleeping room shall have access to nor less than two
exits—when the occupant load is JO or more (exits need not be
directly from the apartment or sleeping room). A fire escape as
specified herein may be used as one required exit.
Subject to approval of the authority having jurisdiction, a
ladder device as specified herein may be used in lieu of a fire es -

310.7 [For HCD ]]Efficiency Dwelling Units. An efficiency
dwelling unit shall conform to the requirements of the code ex-
cept as herein provided or as provided in Health and Safety Code
Section 17958.1.:
1. The unit shall have a living room of not less than 220 square
feet (20.4 m2) of superficial floor area. An additional 100 square
feet (9.3 m2) of superficial floor area shall be provided for each
occupant of such unit in excess of two.
2. The unit shall be provided with a separate closet.
3. The unit shall be provided with a kitchen sink, cooking
appliance and refrigeration facilities, each having a clear working
space of not less than 30 inches (762 mm) in front. Light and ven-
tilation conforming to this code shall be provided.
4. The unit shall be provided with a separate bathroom contain-
ing a water closet, lavatory and bathtub or shower.

Section 17958.1. Subject to Sections 17922, 17958 and
17958.5, a city or county may, by ordinance, permit efficiency
units for occupancy by no more than two persons which have a
minimum floor area of 150 square feet and which may also have
partial kitchen or bathroom facilities, as specified by the ordi-
nance. In all other respects, these efficiency units shall conform
to minimum standards far those occupancies otherwise made ap-
plicable pursuant to this part.
"Efficiency uni4 "as used in this section, has the samemeaning
specified in the Uniform Building Code of the International Con-
ference of Building Officials, as incorporated by reference in
Chapter 2-12 of Part 2 of Title 24 of the California Code ofRegu-
lotions.
310.8 Shaft and Exit Enclosures. Exits shall be enclosed as
specified in Chapter 10.
Elevator shafts, vent shafts, dumbwaiter shafts, clothes chutes
and other vertical openings shall be enclosed and the enclosure
shall be as specified in Section 711.
In nonsprinklered Group R, Division 1 Occupancies, corridors
serving an occupant load of 10 or more shall be separated from
corridors and other areas on adjacent floors by not less than ap-
proved fixed wired glass set in steel frames or by 20 -minute
smoke- and draft -control assemblies, which are automatic clos-
ing by smoke detection.
A310.9 Smoke Alarms and Sprinkler Systems.

310.9.1.1 General. Dwelling units, congregate residences and

310.9.1.2 Additions, alterations or repairs to Group R Occu-
pancies. When the valuation of an addition, alteration or repair
to a Group R Occupancy exceeds $1,000 and a permit is required,
or when one or more sleeping rooms are added or created in exist -

cordance with Sections 310.9.1.3, 310.9.1.4 and 310.9.1.5 of this
section.
EXCEPTION: Repairs to the exterior surfaces of a Group R Occu-
pancy arc exempt from the requirements of this section.
310.9.1.3 Power source. In new construction, required smoke
alarms shall receive their primary power from the building wiring
when such wiring is served from acommercial source and shall be
equipped with a battery backup. The smoke alarm shall emit a sig-
nal when the batteries are low. Wiring shall be permanent and
without a disconnecting switch other than those required for over -
current protection. Smoke alarms may be solely battery operated
when installed in existing buildings; or in buildings without com-
mercial power; or in buildings which undergo alterations, repairs
or additions regulated by Section 310.9.1.2.
310.9.1.4 Location within dwelling units. In dwelling units, a
smoke alarm shall be installed in each sleeping room and at a
point centrally located in the corridor or area giving access to each
separate sleeping area. When the dwelling unit has more than one
story and in dwellings with basements, asmoke alarm shall be in-
stalled on each story and in the basement. In dwelling units where
a story or basement is split into two or more levels, the smoke
alarm shall be installed on the upper level, except that when the
lower level contains a sleeping area, a smoke alarm shall be in-
stalled on each level. When sleeping rooms are on an upper level,
the smoke alarms shall be placed at the ceiling of the upper level
in close proximity to the stairway. In dwelling units where the
ceiling height of a room open to the hallway serving the bedrooms
exceeds that of the hallway by 24 inches (610 mm) or more,
smoke alarms shall be installed in the hallway and in the adjacent
room. Smoke alarms shall sound an alarm audible in all sleeping
areas of the dwelling unit in which they are located.
310.9.1.5 Location in efficiency dwelling units, congregate
residences and hotels. In efficiency dwelling units, hotel suites
and in hotel (for SFMJ motel or lodging house and congregate
residence and residential care and group care facility sleeping
rooms, smoke alarms shall be located on the ceiling or wall of the
main room or each sleeping room. When sleeping rooms within
an efficiency dwelling unit or hotel suite are on an upper level, the
smoke alarms shall be placed at the ceiling of the upper level in
close proximity to the stairway. When actuated, the smoke alarms
shall sound an alarm audible within the sleeping area of the dwell-
ing unit or congregate residence, hotel suite, or sleeping room in
which it is located.
3109.1.6. Single-andmultiple-station smoke alarms andsmoke
detectors installed within dwelling units, congregate residences
and hotel rooms shall not be connected to the building fire alarm
system.
EXCEPTION: Connection of such devices for annunciation only.
Buildings containing Roup R, Division 2.1 Occupancies shall
be provided with an approved manual and automatic fire alarm
system in accordance with Chapters 3, 9 and 35 and the Califor-
nia Fire Code.
EXCEPTION: Buildings housing nonambulatory clients on the
first story only, and which are protected throughout by the following:
1. Anapprovedandsupemisedautomaticsprintlersystem,asspe-
cified in Chapter 9, which upon activation will initiate the fire alarm
system to notify all occupants.
2. A manual fire alarm system in accordance with Chapters 9
and 35.
3. Smoke alarms required by Section 310.9.1.
310.9.2 Sprinkler and standpipe systems. When required by
Section 904.2.1 or other provisions of this code, automatic sprin-
