ACC 7-28-2025 MinutesMINUTES CUPERTINO ARTS AND CULTURE COMMISSION Monday, July 28, 2025 At 6:33 p.m. Vice Chair David Wang called the Regular Arts and Culture Commission meeting to order at the Quinlin Conference Room, 10185 North Stelling Road. ROLL CALL Present: Chair Kiran Rohra (arrived as the meeting at 6:36 p.m.) Vice Chair David Wang, and Commissioners Susan Chen, Gurmeet S Lamba, and Archana Panda. Absent: None. APPROVAL OF MINUTES 1.Subject: Approval of the May 19, 2025 Arts and Culture Commission Minutes Recommended Action: Approve the May 19, 2025 Arts and Culture Commission Minutes MOTION: Lamba moved and Panda seconded to approve the May 19, 2025 Arts and Culture Commission Minutes. The motion passed with the following vote: Ayes: Lamba, Panda, Wang, Chen. Noes: None. Abstain: None. Absent: Rohra. Chair Rohra arrived at the meeting at 6:36 p.m. POSTPONEMENTS – None ORAL COMMUNICATIONS The following members of the public spoke: Lisa Warren spoke about the art installation on the Westport development and how she found it attractive. WRITTEN COMMUNICATIONS – None CONSENT CALENDAR- None OLD BUSINESS 2.Subject: Finalize recommendations to the Municipal Code standards for Art in Public and private development, including the standards in the Municipal Code and developing an Art-in-lieu fee policy. Recommended Action: Receive a presentation and provide feedback for Staff. Arts and Culture Commission July 28, 2025 Commissioners asked questions and made comments, which staff responded to. Commissioner Wang noted the word “for” should be included in the Public Art Fund Section. Chair Rohra opened the floor to public comment, and seeing no one, closed the public comment period. MOTION: Panda moved and Lamba seconded to add the word “for” to the Public Art Section of the Municipal Code standards for Art in Public and Private Development. The motion passed with the following vote: Ayes: Lamba, Panda, Wang, Chen, Rohra. Noes: None. Abstain: None. Absent: None. NEW BUSINESS 3. Subject: Presentation by Photographer and Cupertino resident Jean Zuo. Recommended Action: Receive a Presentation Senior Planner Martire introduced Cupertino resident Jean Zuo, who gave a presentation. Commissioners made comments and asked questions, which the presenter responded to. Chair Rohra opened the public comment period and the following people spoke: •Lisa Warren Chair Rohra closed the public comment period. 4. Subject: 2025 Artist Awards Program and Theme Selection. Recommended Action: 1. Receive a presentation on the 2025 Artist Awards Program. 2. Discuss and select a theme for the 2025 Artist Awards Program. Senior Planner Martire introduced Administrative Assistant Suntay, who gave a presentation. Commissioners asked questions and made comments, which staff responded to. Commissioners voted to select a theme. Chair Rohra opened the public comment period, and seeing no one, closed the public comment period. MOTION: Panda moved and Wang seconded to select Threads that Bind Us as the theme for the 2025 Artists Award Program. The motion passed with the following vote: Ayes: Arts and Culture Commission July 28, 2025 Lamba, Panda, Wang, Chen, Rohra. Noes: None. Abstain: None. Absent: None. STAFF AND COMMISSION REPORTS – Senior Planner Martire stated that the article about the Arts and Culture Commission will be published in the Scene. The article will focus on the history of the Commission, the Jollyman Art Piece and the Westport art piece. He also stated that he inquired about the art tour application with the GIS team, and determined they did not currently have the funding to maintain the application. He also reported that they will be taking the in-lieu fee recommendations to Planning Commission for their recommendations by fall and then taking the recommendation to City Council after reviewing it at the Planning Commission. Chair Rohra summarized the mayor’s report, bringing up the Commissioner’s Handbook and Rosenberg’s Rules of Order, also discussing Commissioner homework and how to establish a sub-committee, as well as changes in city positions. Senior Planner Martire introduced Administrative Assistant Nelson. Commissioner Panda discussed her work with a local organization. FUTURE AGENDA SETTING – Commissioner Lamba led the Commission in discussing the field trip date and time, for the Commission’s visit to the Palo Alto Arts Center. Chair Rohra moved and Commissioner Panda seconded to place an item on the September agenda to consider establishing a subcommittee. Chair Rohra announced that there will be Commissioner nametags.
