04-16-2025 BPC Minutes_DS_Signed DRAFT MINUTES MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION April 16, 2025 C U P E RT I N O Final Minutes The meeting was called to order at 7:00 p.m. ROLL CALL: Present: Gerhard Eschelbeck (VC), Ilango Ganga (C), Herve Marcy, Munisekaran Madhdhipatla, Joel Wolf Absent: Staff: David Stillman, Staff Liaison Others Present: Matthew Schroeder, Transit and Transportation Planner, Susan Michael, Capital Improvement Programs Manager APPROVAL OF MINUTES 1. March 19, 2025 Bicycle Pedestrian Commission Minutes MOTION: Vice Chair Eschelbeck moved, seconded by Commissioner Wolf to approve the minutes as presented. MOTION PASSED: 5-0 POSTPONEMENTS No Postponements ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS None OLD BUSINESS NEW BUSINESS 2. Capital Improvement Programs Fiscal Year 2025-2026- and Five-Year Plan (Michael) NO ACTIONS TAKEN 3. Stevens Creek Boulevard Corridor Vision Study (Schroeder) MOTION: Commissioner Wolf moved, seconded by Commissioner Madhdhipatla to recognize Cupertino current progress toward improving Stevens Creek Blvd and recommend to the City Council to accept the Stevens Creek Boulevard Corridor Vision Study and Steering Committee Action with these qualifications: • The City maintains final decision-making authority regarding any projects or recommendations contained within the Vision Study. • The BPC reaffirms the City's commitment to the provisions contained within Resolution 19-089. • All projects within the City Cupertino, including any intersection modifications, will conform to the City's standard processes, plans and procedures relating to public outreach and approval. MOTION PASSED: 5-0 STAFF AND COMMISSION REPORTS 4. Staff Update and Commissioner Activity Report (All) • Confirm which day Walk to Wherever Day Event should occur (May 15-17) • Remind Commissioners of the Bike Energizer Station (sign up, location, date, and time). • Commissioner Gerhard Eschelbeck confirmed there was nothing to report at the last Safe Routes to School meeting. o Suggest Safe Route Team to attend commission meetings periodically to provide suggestions and updates. FUTURE AGENDA SETTING • Cupertino Active Transportation Plan (July & November) • Discuss how the city can gather Use Data for recent infrastructure projects • Informational item regarding the Bike Rack Locations ( May) • Vision Zero next steps • Safe routes to school update Grants • Know/Understand Fed Grant Funding with Caltrans on updated bike-ped planning • Understand/Educate on what funding standards are (Fed/State) Studies/Plans • Kennewick Drive/Homestead Road Study o Stop Gap Measures/Temporary Solutions • Study on McClellan Ave bike lanes in front of Monte Vista High School (October maybe) • Staff update -Stevens Creek Corridor Vision Study • Examine Pedestrian Walkways for Safety • Install Bollards at existing buffered bike lanes (Public Request) • Path between Lincoln Elem and Monta Vista HS • Regnart Creek Trail Crossing at Blaney Avenue • Speed Limits Studies (Spring/Summer 2025) • Bollinger Road Corridor Projects • Staff update -Stevens Creek Boulevard, Phases 2B • Staff update -Safe Routes to School (SR2S) • Carmen Road Bridge • I-280 Wolfe Interchange • Vision Zero Next Steps (Ganga) • Staff update on CIP Project updates (6 mo.)
