RMRA SB1_Supplemental Report CITY COUNCIL STAFF REPORT SUPPLEMENTAL 1 Meeting: May 20, 2025 Agenda Item #15 Subject Fiscal Year (FY) 2025/2026 projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by Senate Bill (SB) 1. Recommended Action Adopt Resolution No. 25-033 (Attachment A) establishing a list of projects proposed to be funded by $1,583,075 of SB 1 revenues, estimated to be received in FY 2025/2026 Background: Staff’s responses to questions received from councilmembers are shown in italics. Q1: The staff report states "The recommended list of projects for FY 2025-26 is as follows: 1. FY 25-26 Pavement Maintenance Phase 1 Project 2. FY 25-26 Pavement Maintenance Phase 2 Project" What are these two projects? Where do I find the description? They are not in the current CIP list. Would they be added to the FY 25-26 CIP list? Staff response: These projects have not been finalized. However, Phase 1 typically is an asphalt overlay project for streets that are identified in the City’s asphalt condition software, StreetSaver. Phase 2 typically is a slurry seal/surface treatment project that provides preventative maintenance. Pavement Maintenance Projects have historically been part of the Street Pavement Maintenance budget (270-85-821), not in the CIP. This budget information can be found in the FY25-26 Proposed Budget. Q2: The staff report states "The City of Cupertino will receive an estimated amount of $1,583,075 of RMRA revenues in FY 25-26". What are the estimated costs for the two proposed projects? Staff response: The Annual Asphalt program for FY25-26 is estimated at $3,588,940, which is offset by revenues from SB1, Measure B, vehicle registration fees (total = $3,174,460). Q3: How much was the SB 1 funding for the past few years and what projects they eventually are used to fund? Staff response: FY 22-23: Estimated SB1 Funding of $1,337,044 The following list of newly proposed projects will be funded in-part or solely with FY 2022-23 Road Maintenance and Rehabilitation Account revenues: Project Title: 2022 Pavement Maintenance Phase 2 Project Description: 2022 Pavement Preservation including rubberized cape seal and crack sealing Project Location: Cupertino/Various Collector Streets Estimated Project Schedule: FY 23-24: Estimated SB1 Funding of $1,496,963 The following list of newly proposed projects will be funded in-part or solely with FY 2023-24 Road Maintenance and Rehabilitation Account revenues. Project Title: 2024 Pavement Maintenance Phase 1 Project Description: Pavement Rehabilitation include asphalt overlay and patch repairs. Project Location: City of Cupertino / Various Streets Project Title: 2024 Pavement Maintenance Phase 2 Project Description: Pavement Preservation including crack seal, slurry seal and fog seal. Project location: City of Cupertino / Various Streets Project Title: McClellan Road Separated Bike Corridor: Phase 3 Intersection Improvements Project Description: Improves bicycle and pedestrian safety by realigning the intersection and reconfiguring the vehicle movements. Project Location. McClellan Rd at De Anza Blvd FY 24-25: Estimated SB1 Funding of $1,549,796 The following list of newly proposed projects will be funded in-part or solely with FY 2024-25 Road Maintenance and Rehabilitation Account revenues. Project Title: 2024 Pavement Maintenance Phase 1 Project Description: Pavement Rehabilitation including asphalt overlay and patch repairs. Project Location: City of Cupertino - Grenola Dr., Flora Vista Ave., Garden Gate Dr., Rae Ln., Larry Way, Randy Ln., Bette Ave., and portions of Bandley Dr., Rodrigues Ave., Farallone Dr., and Tilson Ave. Project Title: Stevens Creek Boulevard Class IV Bikeways Project Description: Improves bicycle and pedestrian safety by installing physical barrier between bicycles and motorists. Project Location. Stevens Creek Blvd., Cupertino Q4: The recommended project for SB 1 funding was "2024 Pavement Maintenance Phase 1 Project" and "Stevens Creek Boulevard Class IV Bikeways". What is the 2024 Pavement Maintenance Phase 2 Project? (Since there is Phase 1, I suppose there must be a Phase 2 project). Was that completed? How much is the cost and how much was covered by grant funding? Staff response: Phase 2 is the 2025 Slurry Seal/Fog Seal Project that was awarded to Doolittle Construction, LLC on 3/18/2025 in the amount of $859,000. This project is currently underway with construction anticipated in July 2025. Approximately $86,000 is covered by external funding.
