apartment complex to help students facing sky-high
housing costs. Current residents said they have been
blindsided, as they need to find a new place to live.

Why?
Only 10 units available now in Cupertino that are

-The deal should be immediately stopped for lack of
fairness, transparency , public safety and alternate be
discussed ahead.
-Implement explicit zoning and land use policies
governing the conversion of existing multifamily
housing into college student housing. This will allow
the City to exercise clear and enforceable regulatory
oversight to prevent inappropriate or incompatible
land use changes near family-oriented communities
and schools.

I am writing to urge the Cupertino City Council to urgently prioritize the creation of a municipal
code enhancement aimed at protecting the city’s existing rental housing stock. Specifically, I ask that
the Council adopt regulations that prevent the conversion of these valuable housing units into non-
residential uses, including student housing.
As Cupertino faces an increasing demand for both affordable housing and student housing, it is
essential that we safeguard our existing rental units that serve young families with school kids,
seniors, and others in need of affordable housing options. The potential conversion of multifamily
rental properties into student housing units or other uses can displace residents and exacerbate the
city’s affordability crisis.
Cities like San Francisco, Berkeley, and Santa Clara have taken steps to protect their rental housing
stock from similar conversions by implementing regulations that require specific zoning and permits
before allowing such changes. San Francisco municipal code Section 317 is one such example.
These policies have been instrumental in maintaining neighborhood stability while balancing the
need for new housing options.
Cupertino’s rental housing units are essential for maintaining the diversity and vibrancy of our
community. Given the rapid changes in housing demand and the growing importance of maintaining
affordable housing options, we need a proactive approach that will protect these units from being
lost to other uses. This action will not only help preserve affordable housing but will also ensure that
our community remains accessible to residents from all walks of life.
I respectfully request that the Council move forward with drafting and adopting a similar ordinance
that will protect Cupertino’s existing rental housing stock from conversion to non-residential uses
like student housing. This issue is urgent, and time is of the essence to prevent the loss of essential
rental housing such as McClellan Terrace. I ask that this matter be addressed as quickly as possible
to protect our community’s housing needs and to ensure the long-term sustainability of affordable
housing in Cupertino.

95+ Students May Be Displaced from McClellan Terrace Apartments – Your Voice Matters!
Foothill-De Anza College District is planning to purchase McClellan Terrace Apartments for
student housing—this would displace 100 working-class families and over 95 students who
currently walk to three nearby schools: Faria, Lincoln, Kennedy, and Monta Vista. We
support affordable student housing, but this plan hurts local families and students, and
offers no on-site support or campus resources.
We're urging De Anza to instead: Build student housing on campus (safer and more cost-
effective) Rent 5–8 units from multiple nearby complexes to avoid displacing families
Preserve our Cupertino schools’ enrollment and community ties If you care about school
stability, safe student housing, and keeping families in our community, please help us.

Dear Honorable Mayor Chao, Vice Mayor Moore, and City Councilmembers:
On behalf of the Foothill-De Anza Community College District, I wish to express my sincere
appreciation to the City of Cupertino for their partnership and strong support of our shared community.
Foothill and De Anza students are already members of the Cupertino community – working,
volunteering, and supporting businesses in the community. They are Cupertino's current and future
healthcare professionals, auto mechanics, accountants, teachers, engin eers, civic leaders, entrepreneurs
and tradespeople. They are parents, veterans, and local high school graduates.
Now, thanks to the strong support of the community, which recognized Foothill and De Anza as
community assets in the passage of Measure G in 2020, the district can move forward on the
recognized need for student housing. Student housing and supporting our students builds on more than
a decade of work by the Foothill-De Anza Community College District. District administrators have
explored numerous options and partnerships since Measure G passed. The district has conducted
feasibility studies and surveys to determine the best options for student housing, including analysis of
on campus options. Off campus housing near the De Anza campus was determined to be the best
option for student housing.
Currently, the district is conducting due diligence to ensure that the property is appropriate, meets
needs and criteria, and is a good investment of taxpayer dollars. We look forward to next steps.

I have written before about my concerns about the City Manager.
Here is a quick note that I would like to add – not well written, apologies for my haste in
writing.
It is very troubling and embarrassing to the City that she has shown extreme favoritism to
some council members and the opposite to others.
I recall one meeting where she tried to corner councilmember Moore into a potential violation
of the muni code when she asked whether Moore was directing staff in her questions, when to
all citizens, this was clearly not the case. It was obviously mean and it was embarrassing. She
has been mean to residents and one even broke down into tears during a council meeting.
She has acknowledged a lack of financial understanding. Understanding finance is key to
running the city. When residents noted that millions of dollars were siting ide in a non-
interest-bearing account, she did nothing. Then she said it was okay, which was ridiculous.
Later, that money was quietly invested into an interest-bearing account, once again without
notifying council. The City manager must keep the city council and public (and its investors
through our bonds) apprised of financial issues. The CDTFA issue was never noticed to our
bond investors. Major financial changes must be reported per SEC rules.
She has often stopped council meetings in the middle of them in order to influence the city
council members and some of her advice has been totally out of line. In one case, she told
council members how they needed to vote to avoid a lawsuit – it was bad advice and anything
legal should be left with the city attorney.
The city hall annex was supposed to be remodeled. It was on the workplan and ready to go. It
never happened and there was no report to council that it had been halted or why.
The City manager also set policy without consulting council in terminating televised and
hybrid meetings for parks and rec. After citizen complaints televised-only meetings were
restored, but now we have several meetings that went unrecorded.
Our City is in financial straits. Everyone needs to be careful with money. But the City
Manager has set a bad example for staff.
Her decision to go on the Taiwan Sister City trip on the City’s dime, when we were supposed
to be in her words, “all hands on deck” set a bad example and exhibited poor judgement.
She used City time to go on the trip rather than vacation time and traveled on weekdays on top
of that – doing nothing to save the city money.
She claimed that some of that trip was for business development, but we never saw a report.
And the city manager went on yet another sister city vacation on the city’s dime. This time
without the trip going to council as required. The council was never advised that the city
manager would be out of town. This is not okay. We do not know how much of the trip was
used as vacation or whether only city time was used. Even more worrisome, the city manager
had the city pay for 2 nights in an expensive hotel very far away from the sister city. I doubt
she had sister city business there. We need transparency. And the city manager needs to act
frugally and not entitled. Her attitude toward our city’s coffers is irresponsible, sets a terrible
example for employees who will undoubtedly follow in her footsteps, and is an embarrassment
to our city.
I have lived here for over 40 years and this city manager is the absolute worst that I’ve ever
seen. She’s even spent our tax money on executive training, but it hasn’t work. She is a huge
disappointment.

Could you please include the below in written communications for the 04/02/25 city council

Dear Mayor Chao and Cupertino City Council Members,
I appreciate the opportunity to provide input on the Capital Improvement Program (CIP)
priorities. Below are my recommendations to ensure responsible fiscal stewardship while
focusing on essential infrastructure and community needs.
Facilities CIP
1. Library Expansion & FCA Items – Please support, fund, and prioritize all ADA-
related improvements and Facility Condition Assessment (FCA) items. These are
critical to the basic functioning of our public facilities.
2. City Hall Renovation – Approve only the seismic retrofit and essential
renovations (restrooms, carpeting, paint refresh). Do not add a floor, expand parking,
or introduce additional projects beyond the previously proposed $7M
renovation. Please approve and proceed immediately. The same applies to the City
Hall Annex—complete only the minimum necessary updates with urgency.
3. Defund Non-Essential Projects – Do not allocate funding for projects such as
the Stocklmeir House and Blue Pheasant. These are not priorities at this time.
Parks CIP
1. Playground Upgrades – Prioritize improvements for Monta Vista Park and Somerset
Square Park, which are heavily utilized. Consider reducing the scope for Little
Rancho or Canyon Oaks, as these areas may not serve a large toddler/elementary-age
demographic, especially given Little Rancho’s proximity to the Forum senior
community.
2. Lawrence Mitty Park – Initiate work on the trail project immediately.
3. Shade Structures – Prioritize parks that have had no recent improvements (e.g.,
Monta Vista Park, Somerset Square Park) over those that have already seen recent
enhancements (e.g., Jollyman Park, Wilson Park, Creekside Park).
4. Blackberry Farm (BBF) Irrigation & Pond Restoration – Fund only the minimal
necessary repairs.
5. Memorial Park Projects – Completely defund all major renovations. The park is in
good condition, with only minor restroom and playground upgrades needed.
6. Lighting Improvements – Consider upgrades where necessary but cancel all
unnecessary modifications,including the conversion of asphalt to concrete and BBF
entrance/family restroom projects.
7. New Park Opportunity – Explore the purchase of the Finch property near
Sedgwick Elementary from CUSD for potential conversion into a park.
Streets & Infrastructure CIP
1. Bridge Repair – Prioritize funding for bridge repair only—avoid unnecessary
additions such as bike lanes or underpasses.
2. Street Lights & Drainage – Fund streetlight improvements and the Vía Avenue outfall
project. For other stormwater infrastructure, seek Valley Water grants to fund creek
protection projects, following the successful models of Sunnyvale, San Jose, and
Mountain View.
Transportation CIP
1. Refocus on Roads & Traffic Flow – The current Transportation CIP overwhelmingly
favors bike lanes while neglecting automotive infrastructure. Immediately defund all
bike lane projects, ATP, and Vision Zero. Direct the Transportation Department to
return with a CIP focused on roads and vehicular improvements. If current staff
cannot or will not prioritize road infrastructure, consider hiring an engineer who can.
2. Tamien Trail – Maintain funding but limit improvements to a basic walking
trail, not a bike path.
3. Safe Routes to School (SRTS) – Reduce or defund this program. While well-intended,
its effectiveness in improving safety is minimal. As an active participant in SRTS
meetings, I believe these funds could be better allocated elsewhere.
Sustainability CIP
1. EV Charging Infrastructure – Maintain Service Center EVCS only if fully covered
by grants.
2. Cancel Unfunded Sustainability Projects – Defund and eliminate SV Hopper EV
parking at CSC and PV system installation, as no grant funding is available. CSC
has limited parking, and we should not allocate space for Hopper.
Fiscal Responsibility
Given the lean staffing across city departments, CIP and consultant contracts are the areas
where deep cuts are needed. Community-facing services, parks, and recreation programs
should not bear the burden of budget reductions. Likewise, the Community Development
Department cannot afford service level degradation in building and planning.
I urge the Council to act now—mid-year if necessary—rather than waiting for the FY25-26
budget cycle. Thank you for prioritizing fiscal responsibility and ensuring taxpayer funds are
allocated where they are most needed.
