CALL TO ORDER
Chair Bobby Toda called to order this meeting of the Cupertino Public Safety
Commission at 6:00 p.m. on Thursday, January 9, 2025.

Recommended Action: Approve minutes from November 14, 2024
Commissioner Evans motioned to approve the minutes; Commissioner Rajaram
seconded the motion; Ayes: Evans, Rajaram, and Toda. Noes: None. Abstain: None.

POSTPONEMENTS
Captain Neil Valenzuela introduced Lieutenant Flores and Lieutenant Vega to the
Commission. Introductions were completed during Postponements to allow the
Lieutenants to return to patrol.
ORAL COMMUNICATION
The following members of the public spoke:
Rhoda Fry discussed Wildland Urban Interface Mitigation Plan and building codes
related to fire safety.
Roy Dickman discussed his interest in the Commission and concerns about traiffc
violations.
WRITTEN COMMUNICATION
Written communications were emailed to the commission and are included for the
record.
OLD BUSINESS
2. Subject: Public Safety Forum
Recommended Action: Receive an updated report on the Public Safety Forum
Presenter: Tom Chin
The Public Safety Fair will be March 22, 2025 at the Civic Center Plaza to promote the
public safety services available to Cupertino residents.
Commissioners provided feedback and asked questions. Commissioners additionally
offered recommendations for the event, potential booths, and entertainment.

3. Subject: Report by the Santa Clara County Fire District
Recommended Action: Receive a report by the Santa Clara County Fire District
Presenter: Battalion Chief John Black
Battalion Chief Black reviewed the November and December 2024 Santa Clara County
Fire District reports. Incident response was reviewed for each month. Commissioners
asked clarifying questions. Battalion Chief Black and Mr. Chin provided responses.

5. Subject: Report by the Santa Clara County Sheriff's Oiffce
Recommended Action: Receive a report by the Santa Clara County Sheriff's Oiffce

Captain Valenzuela reviewed the November and December 2024crime data. Captain
Valenzuela reviewed call volumes and response times. Commissioners asked clarifying
questions. Captain Valenzuela provided responses.

6. Subject: Report by the City of Cupertino Oiffce of Emergency Management
Recommended Action: Receive a report by the City of Cupertino Oiffce of Emergency
Management
Presenter: Tom Chin, Emergency Manager, City of Cupertino
Tom Chin introduced Marta Drown who coordinates the Block Leader, Neighborhood
Watch and REACH (Raising Emergency Awareness of Community Hazards) programs.
Miss Drown will provide a report on REACH activities in 2024 at the next Commission
meeting. Tom Chin reviewed the Oiffce of Emergency Management's current planning,
preparedness, training, and exercise efforts, including the Emergency Operation Plan,
the Community Wildfire Prevention Plan, and the Automated License Plate Reader
program. The Commissioners asked clarifying questions. Mr. Chin provided responses.

Management. Chair Toda seconded. Roll call vote. Ayes: Evans, Rajaram, and

7. Subject: Commissioner’s Reports
Recommended Action: Receive Commissioners' reports
Chair Toda will attend the Mayor’s meeting on January 15, 2025 and plans to provide
updates on the Public Safety Forum and Automated License Plate Readers.
Commissioner Evans discussed an email sent to the Commissioners in December. The
email was sent by a Cupertino student concerned about their safety using crosswalks
near their school. The Commissioner also discussed similar concerns from other
Cupertino residents.
Vice Chair Rajaram shared his concern about crosswalk safety and traiffc violations.
