MEETING MINUTES

CALL TO ORDER
Chair Bobby Toda called to order this meeting of the Cupertino Public Safety Commission at
6:00 p.m. on Thursday, November 14, 2024.

Recommended Action: Approve minutes from September 12, 2024
Commissioner Evans motioned to approve the minutes; Commissioner Rajaram seconded

2. Subject: Public Safety Forum
Recommended Action: Receive an updated report on the Public Safety Forum
Presenter: Tom Chin
The 2024 Public Safety Forum was reviewed. The event was held on October 17,
2024. Mr. Chin reviewed the program and structure for the event.
Commissioners provided feedback and asked questions. Commissioners additionally
offered recommendations for future forums and expressed pleasure with outcome.
Deputy Chief Estrada and Captain Valenzuela also provided feedback and support for
the new model of the forum.
Chair Toda opened the public comment period, and the following members of the public
spoke.

Vice Chair Rajaram motioned to receive the updated report on the Public Safety Forum;
Chair Toda seconded the motion; Ayes: Evans, Rajaram, and Toda. Noes: None. Abstain:

3. Subject: Talk Saves Lives - presentation by American Foundation for Suicide Prevention
Recommended Action: Receive presentation on Talk Saves Lives by American
Foundation for Suicide Prevention
Presenter: Yvonne Murray
Yvonne Murray from the American Foundation for Suicide Prevention provided the
Talk Saves Lives presentation. Commissioners asked clarifying questions. Ms. Murray
answered questions.
Chair Toda opened public comment and the following members of the public spoke:
• Karen Pandula spoke on behalf of the Silicon Valley Alliance for Gun Safety in
support of the presentation
Commissioner Evans motioned to receive the presentation on Talk Save Lives by the
American Foundation for Suicide Prevention; Vice Chair Rajaram seconded the motion;
Ayes: Evans, Rajaram, and Toda. Noes: None. Abstain: None. Absent: Das.
STAFF AND COMMISSION REPORTS
4. Subject: Report by the Santa Clara County Fire District
Recommended Action: Receive a report by the Santa Clara County Fire District
Presenter: Deputy Fire Chief Hector Estrada
Deputy Chief Estrada reviewed the September and October 2024 Santa Clara County Fire
District reports. Incident response was reviewed for each month. Commissioners asked
clarifying questions. Deputy Chief Estrada provided responses.

5. Subject: Report by the Santa Clara County Sheriff's Office
Recommended Action: Receive a report by the Santa Clara County Sheriff's Office

Captain Valenzuela reviewed the September and October 2024 crime data. Captain
Valenzuela reviewed call volumes and response times. Commissioners asked clarifying
questions. Captain Valenzuela provided responses.

Vice Chair Rajaram made a motion to receive the report by the Santa Clara County
Sheriff’s Office. Chair Toda seconded. Roll call vote. Ayes: Evans, Rajaram, and

6. Subject: Report by the City of Cupertino Office of Emergency Management
Recommended Action: Receive a report by the City of Cupertino Office of Emergency
Management
Presenter: Tom Chin, Emergency Manager, City of Cupertino
Tom Chin reviewed the Office of Emergency Management's current planning,
preparedness, training, and exercise efforts, including the recent City Council adoption of
the Automated License Plate Reader Policy and the Multijurisdictional Hazard
Mitigation Plan. Mr. Chin detailed recent exercises with the Cupertino Citizen Corps. Mr.
Chin The Commissioners asked clarifying questions. Mr. Chin provided responses.

Commissioner Evans made a motion to receive the report by the Office of Emergency
Management. Vice Chair Rajaram seconded. Roll call vote. Ayes: Evans, Rajaram, and

7. Subject: Commissioner’s Reports
Recommended Action: Receive Commissioners' reports
Chair Toda attended the City Council meeting on October 1, 2024 in support of the ALPR Policy
and MJHMP. Chair Toda also shared the Mayor’s meeting in November.
Commissioner Evans shared his experience as a Block Leader and hosting a community event.
Commissioner Evans detailed that approximately 20 neighbors attended. Commissioner Evans
shared two personal experiences with public safety and emphasized that all residents need to be
vigilant for public safety.
Vice Chair Rajaram shared his experience participating in the annual Cupertino Citizen Corps
emergency exercise.
