The initial plan review has been completed and additional informatio n/clarification is required addressing
the specific items listed below. The Code Sections referenced are from the 2013 California Building
Codes unless otherwise noted.
The following items shall be included with the re-submittal documents addressing Plan Review
Corrections:
Please write your response to each comment and please have all the responses on one copy.
The requested plans and documents shall be stamped and signed by all licensed
professionals involved with the project.
Important: To ensure an efficient review and approval of the permit application include the
corrections required by all reviewing agencies onto the resubmitted documents.
Plan Review Comments
1. [10/19/15] Remove all notes on the sheets that specify 'NOT FOR CONSTRUCTION.'
[09/26/16] 2ND COMMENT: Sheet A0.1, Sheet Index: In the Sheet Index, for the Phase 1 and Phase 2
Reference Drawings, specify which permit numbers pertain to Phase 1 and which permit number pertains to
Phase 2.
2. [10/19/15] Many sheets are missing signatures and/or stamps from licensed professionals. For example,
sheets C1.01 thru C4.0.2 are missing signatures. Provide stamps/ signatures.
[09/26/16] 2ND COMMENT: Missing stamps/ signatures on sheets A0.3.1, A0.3.2, and A0.4.

3. [10/19/15] Sheet A0.1, Project Description: Scope of Work for this permit is for Site Improvements only.
Remove all notes regarding Building Façades and Entry Portals/ Architectural Features. Those items must be
on separate permit. Please contact the Arnold Hom at (408) 777 -3235 regarding this issue.
[09/26/16] 2ND COMMENT: Original comment not addressed. Please coordinate with Planning Department.
Remove all information regarding Building Façade work and the architectural/ structural work on Building 3.
Those plans have not been reviewed as they are beyond the scope of the project. Facade work on the
buildings and re-working the corner of Building 3 would require separate permits for each building.
5. [10/19/15] Sheet A0.1, Deferred Submittals: Remove all items that do not pertain to site work, per
comment 3. For example, metal studs, steel joists, mechanical/ electrical/ plumbing systems. Mechanical,
Electrical, and Plumbing systems are not allowed to be deferred for any project. Also remove Decorative
Metal Screens if they are not part of the Site Work and are part of the Building Facade.
[09/26/16] 2ND COMMENT: Remove items 4, 5, and 6 from the Deferred Submittal List.
7. [10/19/15] Sheet A0.2: Plans must show the following information (items 7a thru 7k). Provide enlarged
plans for each area/ building.
7a. Specify and label all accessible parking stall and all Van Accessible parking stalls. Specify on the plans a
reference detail for the size of accessible parking stalls, loading aisles, and parking signage. Must be in
compliance with current code per sections 11B-202.4 and 11B-208 of 2013 CBC.

7b. Specify and label locations of all curb ramps and truncated domes that occur along the accessible paths

[09/26/16] 2ND COMMENT: Sheet A0.3.1: Per original comment: Specify on plans a reference detail for the
accessible entrance's door door threshold requirements. Will sheet notes 0.05, 0.06, and 0.08 callout
references to details 1 and 19 of sheet A0.3.2?
7f. Specify and label locations of accessible ramps. On the plans a reference detail for the accessible ramps
requirements (landing dimensions, clear width of ramp, maximum slope/ length, handrail requirements and
their extensions, wheel guides). See sections 11B-402.2 and 11B-405 of 2013 CBC.
[09/26/16] 2ND COMMENT: Conflict between sheets C2.04 and L2.01. Sheet L2.01 specifies a ramp next to
Building 2, but sheet C2.04 doesn't show any elevation changes. Please revise.
7g. Specify and label locations of new exterior stairs. On the plans a reference detail for the stair
requirements (landing dimensions, clear width of stairs, risers/ treads/ nosing dimensions, striping
requirements for each step, handrail requirements and their extensions). See sections 11B-210 and 11B-504
of 2013 CBC.
[09/26/16] 2ND COMMENT: Detail 1/L4.03 doesn't specify tread dimension. Tre ad dimensions are provided
on one stair on sheet L3.02, but no tread dimensions provided on sheet L3.01 for stairs (upper left corner
and monument stairs). Tread dimension is required because lower handrail extension dimension is
determined by tread depth. Detail 1/L4.03 specifies 12-inches, so treads must be 12-inches exactly. Please
specify tread dimensions on all stairs on sheet L3.01.
7m. Parking Tabulation does not match count. Exterior Parking lot count for the property is approximately
436 standard stalls, 6 EV charging station stalls, 1 Van Accessible EV charging station stall, 13 Accessible
Parking Stalls, and 2 Van Accessible Parking Stalls. The property at Existing Building 5 has a total of 27 standard
parking stalls, 1 Van Accessible Parking Stall, and 1 Accessible Parking Stall. Also, plans specify 20 Accessible
parking stalls are provided but unable to determine locations of all 20. Also, site plan shows the enlarged
alleyway on the north-east side of building 1; parking count must account for this future area. It is a
requirement to contact the Plan Check Engineer regarding this issue.
[09/26/16] 2ND COMMENT: Site has 5 Van parking stalls; parking lot count specifies 4 stalls. Please revise.
9. [10/19/15] Sheet D1.0, Key Notes: Per comment 3, remove all scope regarding buildings, roof drains,
facades, and the trellis and canopies (as these items are all connected back into the building). For example,
key notes 2.20, 2.34, 2.35, 2.36, and 9.07. A building permit must be applied for each building. It is a
requirement to contact the Plan Check Engineer regarding this issue.

17. [10/19/15] Sheets C2.03 and L3.01: Civil engineer and landscape architect to coordinate. Sheet C2.01 has
ramp is specified as 2.68% slope; ramps are required where walkways are more than 5% slope and require
handrails and wheel guides and top and bottom landings of specific dimensions. Also, doors in any position
cannot reduce the clear landing dimension less than 42-inches per section 11B-405.7.5 of 2013 CBC. Revise
dimensions of top landing accordingly on sheet L3.01 due to door encroachment.
[09/26/16] 2ND COMMENT: Sheet L3.01: For the exit door for Building 1, there is a ramp that serves this
door. Per original comment, doors in any position cannot reduce the clear landing dimension less than 42-
inches per section 11B-405.7.5 of 2013 CBC. Revise dimensions of top landing accordingly on sheet L3.01
due to door encroachment. The diagonal corner creates a condition where the ramp landing has its size
reduced by both the door swing as well as the 'diagonal-chamfer' corner. Also, exterior door requires 24-
inch strike side clearance, but the diagonal cannot extend more than 8-inches into the 24-inch strike side
clearance. See section and Figure 11B-404.2.4.1(a) and (h) and section and Figure 11B-404.2.4.3 of 2013
CBC.
18. [10/19/15] Sheet C4.01 detail 7: Revise spacing of grating so that the maximum opening size in the
drainage grate cannot be more than 1/2-inch in any direction per section 11B-302.3 of 2013 CBC. Drainage
grate occurs along an accessible path that allows travel in any direction.
[09/26/16] 2ND COMMENT: Detail has not changed. Comment outstanding. Grating occ urs in an area
where accessible path can go in any direction, therefore maximum spacing of drainage grate must be 1/2-
inch in both direction; current detail shows it for only 1 direction.
22. [10/19/15] Sheet L2.00, Materials Legend: Specify and provide reference details for all items; missing info
for items F1, F7, F8, F9, and F10. Specify manufacturer's make and model number, construction details,
elevations, etc. Further comments may follow due to lack of information. For item F1, is detail 1 of sheet
L4.05 the reference? For tables, provide details and specs showing that there are accessible tables that meet
the requirements for toe and knee space and the height of the tables per section 11B-226 of 2013 CBC for
requirements.
[09/26/16] 2ND COMMENT: Sheet L4.05 detail 5: Dimension the horizontal knee space of the table; plans
show orientation of the table such that players will be across from each other. Minimum 17 -inch knee space
is required per section 11B-306.2 of 2013 CBC. Also, player must be able to reach across to the other section
of the board; last row of checkered board exceeds 25-inch reach range per section 11B-308.2.2 of 2013 CBC.
23. [10/19/15] Sheet L2.00, Materials Legend: Fountain package canno t be done as a separate submittal;
provide all details and plumbing plans necessary for fountain package.
[09/26/16] 2ND COMMENT: Sheet L2.01: Specify location of item 'F9' which is the fountain.
28. [10/19/15] Sheets L2.01 thru L3.02: Specify which tables are accessible. Specify and dimension the
location of the clear 30 x 48 space for the accessible seating area at the accessible tables. Specify a reference
detail for the accessible table and seating (table height, toe and knee space, etc.), per section 11B-226 of 2013
CBC. Provide these details.

[09/26/16] 2ND COMMENT: Sheets L3.01 and L3.02: There are additional spaces required for accessible
seating for benches. It is a requirement to contact the Plan Check Engineer regarding this issue at (408) 777-
3235. Occupant load of seating is 1 person per 18-inches of bench seating per section 1004.4 of 2013 CBC.
Based on lineal feet for each area, multiple areas require additional clear 30 x48 space seating (about 9 seats
on L3.01 and 3-4 seats on L3.02). Also, on sheet L3.00 provide an explanation for the 'WC' symbol and state
its dimensions.
29. [10/19/15] Sheets L2.01: Provide plumbing plans for fountain. Provide gas piping diagrams for the fire
pits. Provide manufacturer's specs, cut sheets, and details/ elevations for the fountains and fire pits.
Plumbing and piping plans must be from a licensed mechanical engineer.
[09/26/16] 2ND COMMENT: Sheet P2.1: Specify location of point of connection for new gas line connection
to existing gas line for the fire pits. Provide gas line diagram, diameter/ Btu's of units for gas demand.
31. [10/19/15] Sheets L2.01 thru L3.02: For all seats, chairs, landscape seat walls, and benches, accessible
seating must be provided. Accessible seating must be distributed for each functional area, and the seating
must be integral with the other seats and provide the same lines of sight. Per section 11B-221 of 2013 CBC.
Specify the locations of the clear 30 x 48 spaces for accessible seating that is adjacent to the seats, chairs,
landscape walls, and benches. It is a requirement to contact the Plan Check Engineer at (408) 777-3235 to
view the red-lined set of these items.
[09/26/16] 2ND COMMENT: Sheets L11.01 and L11.02: For items FR6 and FR6b, provide specs showing that
they meet accessible clearances for height and toe and knee spaces, and the support legs of the table clear
width for accessibility. Spec book provided had no info for these tables. Also, locations of items F7 in some
instances might block accessible bench seating; please coordinate with comment 28.
34. [10/19/15] Sheet L3.01: For the ramp at the upper left corner, dimensio n the top and bottom ramp
landings. Minimum 60-inch deep landing is required at the top landing, and minimum 72-inch deep landing is
required at the bottom landing (measured in direction of travel). Per section 11B-405.7 of 2013 CBC.
[09/26/16] 2ND COMMENT: Sheet L2.01: Remove the reference to the 'ramp' for the ramp shown at
Existing Building 2. Also, on sheets L3.01 and L3.02, the dashed boxes for the top and bottom landings of
ramps do not specify dimensions; specify dimensions of clear landing s at ramps per original comment. At
the top of there L3.01, there is an existing ramp. Provide information for this ramp showing that it meets
current accessibility requirements (handrails, landing dimesnions, clear width, wheel guides, door swing
onto landing).
36. [10/19/15] Sheet L3.01: For the ramp at the lower right corner, dimension the minimum 72 -inc deep
landing at the bottom landing as there is a nearby obstruction. See section 11B-405.7.3.1 of 2013 CBC. See
comment 17 to determine if this is a ramp at all since slope is specified as 2.68% by the Civil Engineer.
Landscape architect and Civil engineer to coordinate.

38. [10/19/15] Sheet L4.01 details 6 and 7: Details do not show the top of the light poles. Complete the
elevation. Specify maximum height of the feature. Dimension and show any horizontal projections.
Dimension any vertical clearances. Further comments may follow due to lack of information. For example,
provide structural anchorage/ foundation for poles, head height clearances below poles if they occur near
accessible paths/ accessible vehicular ways. For detail 6, provide structural calcs for overturning from wind/
seismic. Check anchors for cracked concrete per ACI 318 Appendix D. Check adequacy of foundation for wind/
seismic loads. Specify rebar and concrete and base plate/ anchor rod strengths and anchor rod diameter and
length.

other drawings. Details do not show the top of the light poles. Complete the elevation. Specify maximum
height of the feature. Dimension and show any horizontal projections. Dimension any vertical clearances.
Further comments may follow due to lack of information. For example, provide structural anchorage/
foundation for poles, head height clearances below poles if they occur near accessible paths/ accessible
vehicular ways. For detail 6, provide structural calcs for overturning from wind/ seismic. It is understood
that this information was on a separate permit, but each permit must be 'stand-alone' and provide the
necessary information for construction/ plan review.
44. [10/19/15] Sheet L4.05 detail 6: Provide information for structural anchorage and fou ndation. Provide
structural calcs for overturning from wind/ seismic. Check anchors for cracked concrete per ACI 318 Appendix
D. Check adequacy of foundation for wind/ seismic loads. Specify rebar and concrete and base plate/ anchor
rod strengths and anchor rod diameter and length. Dimension clearance of holes from edge of concrete.
Specify manufacturer's make and model number of epoxy, and dimension depth of embedment.
[09/26/16] 2ND COMMENT: Comment still outstanding. No calcs provided for epoxy anchors and
overturning of fence in the submitted structural calcs. Also, detail 6/L4.05 has some notes cut -off, need
welding info (fillet size? Partial/ full penetration groove weld?).
45. [10/19/15] Complete and fill out 2 copies of the Cupertino Special Inspections Form, signed by all parties.
Special Inspections include welding, anchors installed into new concrete, epoxy anchors installed into existing
concrete, torque testing of anchors, prequalification tests.
[09/26/16] 2ND COMMENT: Form that was submitted is missing signatures; provide completed forms.
Comment outstanding.
46. [10/19/15] Sheet A0.1: Per Cupertino Plan Review Submittal Checklist, provide a Special Inspections List
itemizing all Special Inspections. Inspections are:
(1) Welding
(2) Anchors installed into New Concrete
(3) Epoxy Anchors installed into Existing Concrete
(4) Torque testing of Anchors
(5) Prequalification tests of Epoxy Anchors
(6) Soils Engineer to review grading/ compaction/ excavations.

Cupertino Plan Review Submittal checklist.
47. [10/19/15] Soils report was provided. Per Page 6 of soils report from TRC, soils engineer must review the
proposed plans for earthwork. Provide 2 letters from soils engineer accepting the landscape and civil plans.
[09/26/16] 2ND COMMENT: Review letter that was provided did not state that the soils engineer has
reviewed/ accepted the civil and landscape plans for the project. Comment outstanding.
