Community Development Department Planning Division — Cupertino CVPERT1No APPROVED Case# TR-2022-024 Application Number(s) Limits of Assignment Approval Body: Director/Staff Approval Date 07/29/22 This assignment is limited to one Black Oak Tree (Quercus velutincy olves tAgedallylk inspection using sonic tomography and Resistograph testing up to six feet of the rank. Since trees calf g unpredictable weather events this tomography study and its recommendations are invalid during those abnormal times. Because trees continually change, this evaluation is valid only for the date of this inspection. Disclaimer' Although studies have shown Sonic Tomography and Resistograph testing to have a high degree of accuracy, these are not photographs but images of predicted changes in wood composition indicating good or poor structural stability. Arborist OnSite endeavors to use equipment that generates useful information to prepare reports that will reflect its best judgment in light of the facts as it knows them. Assignment I have been retained by Douglas Wolf who resides at 22304 De Anza Circle in Cupertino California. For sometime Mr. Wolf has had concerns regarding a large Black Oak tree in his backyard. His home was literally built around the tree when it was constructed just to preserve the tree. For the last ten years or so the tree has been gradually declining and changing structurally. The main tree trunk is now resting on the residence. There is concern of internal trunk and root decay. I have been retained to perform a level 3 tree risk assessment utilizing sonic tomography and Resistograph testing in an effort to determine the structural health and stability of the tree. Signature Erika Poveda Case Manager The tree is located within a cut-out in a wooden deck; the deck is about 20 inches from soil grade. The residence was constructed around the tree with the tree originally exiting the structure within the center of a cut- out in the roof. Currently the tree is now resting on the roof, this would be on the compression side of the trunk next to the living room. At the buttress of the oak all around the circumference of the tree are large mature Ganoderma applanatum4 conks and other unidentified fungi. The health of the tree is visibly declining and is very poor. 2 Height measurement was obtained by using a Nikon Forestry PRO II Laser Rangefmder/Hypsometer. 3 Under stress a tree from disease or another catastrophic event will activate latent buds, these are located throughout the tree and will sprout only when necessary to provide a greater leaf canopy, even in areas where leaves are not normally found. This is an effort to increase Photosynthesis for its survival. 4 Ganoderma applanatum; is a white rot fungus which once proliferated in a tree can inhibit both its health and structure. Although predominantly saprophytic(feeding on deadwood)it is considered virulent due to its association with extensive internal decay which predisposes a tree to failure.White rot degrades the lignin in wood, leaving the cellulose behind, the result of which is that the wood becomes moist, soft and spongy without strength. We performed 8 Resistoegghoests choosingT 1()Q ions next to tomography sensors to confirm data, these indicated wood compromised by decay Because the tree is now resting on the roof I conclude the roots have been affected and have partially failed. I recommend removal of the oak tree immediately. It represents an unacceptable risk to the property and should be removed without delay. This is an emergency situation. The radar antenna was too large to be used due to the abrupt and uneven surfaces of the trunk which may then provide unreliable information. So after the results of the imaging on the upper areas of the tree were completed, Resistograph testing was performed in the lower buttress sections of the tree. Together, this provided information that was needed for decision making. When the term; Compromised wood is used in the analysis it means decay pathogens have infected the wood and has begun digesting the lignin within its cell walls, creating a significant strength loss. The following pages contain the results of this testing. Resistance Recording Drills Resistance recording drills are specialized pieces of decay detection equipment that may be used as part of an advanced level 3 risk assessment. Resistance recording drills have been shown to be effective in helping arborists detect and document internal tree decay in trees (Costello and Quarles 1999; John stone et al. 2007). As the drilling needle (bit)passes through the wood of a trunk, branch, or root, the resistance it encounters is recorded. Sharp decreases in the resistance serve as an indication that a pocket of decay or a crack is present. As their name indicates, resistance recording drills provide a visual documentation on drilling resistance for final reporting. Measurements are recorded at a 1:1 scale involving an onboard computer with paper printouts available in the field, allowing the technician to partially assess the condition of the tree part drilled on site. Internal data is recorded electronically and saved for visualization and assessment with its software back at the office.
