Hi,
I am a dog owner of a 20 month old Shorkie(Shihtzu/Yorkshire terrier mix.). I need more DOLA so I can take my
pup for some socialize and a place for him to burn some pup energy. Please give more DOLA a 5 point vote tonight
so we can get more future DOLAs in place. Future DOLAs can be managed by DOLA organizations which won’t
cost the city any extra money or extra employee staffs. If more DOLAs are approved, this project can be operational
mode with the city staff this fiscal year and not take up any more valuable time from the council in the future.
Thanks in advance for all your help. Looking forward working with the city.

As the Council finalizes the priorities for its 2022-23 workplan, I urge you to keep the
development of a senior strategy for the city as a high priority. As the Age-Friendly Cupertino
committee has documented, older adults are the fastest growing age group in the city.
Historically, their needs have not been systematically addressed. but now is the time to do
this.
Cupertino's Senior Center appears to be doing a good job in serving a portion of the city's
older adults, but a senior strategy needs to deal with the entire spectrum of older residents --
including those who do do not use the senior center -- and deal with issues such as housing,
transportation, civic engagement, design and use of (all) public spaces, social and digital
inclusion.
One good starting point would be to conduct a survey that looks broadly at this group and its
needs and interests (the survey done by the city last year focused more narrowly on the
services that it was providing). A good option is the CASOA survey, which as been used by
several surrounding communities, including Saratoga. (A copy of the report on their survey
results is attached.)

I wanted to take a moment to request you to give a 5 point vote to enable more DoLAs in the
fiscal year FY22-23 as one of the highest priority items. I have a 4 month old puppy named
Wally who loves to play with other little dogs. We live near Linda Vista Park and it has a
nice stretch that can be used for the purpose. There are a lot of other dog owners that are
interested in similar facilities. Being a working parents of two high schoolers, we do not
have a lot of time to drive around into nearby areas for the same.
My family and I will really appreciate you giving your vote and high rank to prioritizing
DoLA in Linda Vista Park.

people can walk to a close location with their dog rather than driving to a location far from where they live.

We would like to respectfully request putting DOLA in Cupertino a high priority. Dogs are humans’
best friends, they provide endless love, happiness, and comfort to us, not to mention their love is
unconditional. This is only a minimal ask for our best friends/family members and it is so important
for our mental health. They never ask for much from us humans and most of the dogs I know are
well behaved and their owners are conscientious. I pray that this request touches your hearts, and
that the council would consider granting more DOLA for our loyal furry friends.

Dear City Council members,
I'm writing to you today to ask for prioritizing the addition of more dog off leash areas in Cupertino. I kindly
ask that DOLAs gain the highest number of votes in tonight's meeting.
Implementing more DOLAs should be a small achievable project, since we have DOLA community
leaders willing to run this effort. They are experienced, self regulated and consistently collect data
required for a successful DOLA.
Off leash dog parks are known to have HUGE benefits for the dogs and their owners. My dog was very
shy, bringing him to the off leash area helped him sharpen his social skills. New dog owners need a place
to allow their puppies to socialize with other dogs, an off leash dog area accomplishes this perfectly.
Other benefits include sharing of tips and tricks with each other and even trade dog sitting services. Dogs
with off leash experience is known to be better socialized and more friendly.
A dog off leash area is very important for the socialization of not only the dogs that frequent it, but also for
the community and neighbors. I've met many of my neighbors just walking my dog around the
neighborhood. Having dog off leash areas allows for neighbors to stop and talk while allowing their dogs
to play. It builds a stronger sense of community when you can walk to a neighboring park and allow your
dog to run and play with other dogs while you get to know a fellow dog owner who is likely a neighbor.
Please rank adding more DOLAs as the highest on your list, I truly believe that the addition of more
DOLAs is very beneficial to the community. With the experienced DOLA community leaders, this project
can be kicked off quickly and in operational mode before the end of the year and the city council will not
need to revisit this point year after year.

We are dog parents of a 21 lbs mini goldendoodle. Her name is Miso. She is 1.5 years old and love both 4-legs and
2-legs. While she provides much joy to my family, friends and neighbors; I am not able to offer her a safe off-leash
place to social with her 4-legs friends in Cupertino. It's much needed for more dog parks especially one that
exclusively for small dogs in Cupertino. There have been way too many incidents where small dogs were hurt by
big dogs (when they run, they have no idea the consequences of just one wrong step on the little dog's paw or one
wrong turn knocking down the small one).
Please give more DOLAs a 5 point vote to enable more DOLAS. More DOLAs can be a small, efficiently achieved
project. And it can be in operational mode with the city staff this fiscal year.
It is very important to put more DOLAS in the TOP 10 priorities for the 2022-2023 City Workplan. Linda Vista
Park Dog Group is the first among our recommendations for DOLA trial because it is the most organized group with
over 78 dogs and over 140 people and it's growing.
We used to drive to Jollyman park, but we stopped going there since we witnessed a small dog being severely hurt
by a big dog (just a wrong turn) and the poor dog was on dog stroller for 4 months!! I live in Monta Vista area and
there are many dog parents, especially since Covid, like myself, have been hoping that a new off leash dog park is
available in the neighborhood so that we can walk our dog there instead of driving. We want to do exercise and
reduce carbon footprint. We would like to connect with other dog owners and build a better community.
We urgently need enabling more DOLAS. We know how much our dogs have helped us and the community going
thru the difficult time during Covid and it's time we address the needs of the 4-legs and the community.

The video shows what happens at our dog group prepared for
eventual LindaVistaLittleDog. It shows an example of our ongoing
data collection.
We in the DOLA community have already organized and
operating our dog groups in readiness for our proposed trial
DOLAs, modeled after the successful Jollyman DOLA
Instead of observing city staff Jollyman DOLA for an additional year,
the same city resources could be more effectively used to:
issue notifications to pertinent surrounding park areas
observe the relevant parks,
and to actually start more DOLA trials.
More DOLAs can be a SMALL PROJECT by:
using our DOLA community’s assistance.
using our already organized preDOLA dog groups already
collecting data for DOLA trials
using our DOLA “leadership and Monitoring” system that
reinforces compliance with City DOLA policies
Our DOLA community is ready to assist the city in completing
each trial with efficient use of city staff in 6 months INSTEAD
OF 3 YEARS.
1- Please could each of you councilmembers give more DOLAs
a 5 point vote to enable more DOLAS to have a high ranking of
5 or above amongs all the city projects. This high rank will
insure that more DOLA trials will ACTUALLY begin soon THIS
fiscal year.
2- More DOLAs can be a small, efficiently achieved project with the
help of the organization and data collection by our dedicated DOLA
community.
3- if council votes a high rank for more DOLAs, this project can
be in operational mode with the city staff and NOT continue to
take up the council’s valuable time year after year.

The agenda for 4/21/22 does NOT a show the corrections as as outlined below in previous
emails on this thread in either the staff report on DOLAS or in Attachment A.
The corrections are completely MISSING in Staff Report. In Attachment A the words “at
least” 6 months still has NOT been deleted from the project description for DOLAS.
Please ask that the corrections are made BEFORE a the council meeting to vote on these
projects tonight.

The agenda was just posted for City Council Meeting for April 19, 2022. The
video of the City Council Meeting for April 5, 2022 was posted. The staff report
and Attachment A was included for item 27 regarding MORE DOLAS.
The correct wording should be “two new trials should start as soon as feasible,
and the new TRIALS should last ABOUT 6 months unless the trial is
adjacent to an ATHLETIC field or playground"

5, 2022 meeting.
As the video recording starting at 23:34 shows:
1-Vice-Mayor Chao never said that the new trial should last “at least” 6 months.
The addition of “at least” indicates that trials will be a minimum of 6 months
rather than about 6 months.
2- Vice-Mayor Chao said unless the trial is adjacent to an “athletic” field... The
deletion of “athletic” from athletic fields, indicates that all DOLA trials on fields
will be LONGER than 6 months since ALL DOLA trials will be on fields (versus
athletic fields).
3-Vice-Mayor Chao stated that staff statement under Staff
Justification/Consideration……” Trial ended October 2021. The on-going
program is to be observed for one year” was unnecessary and should be deleted
since Jollyman DOLA is already successful”, has been completely ignored. The
unnecessary statement is still there in the Agenda for April 19, 2022 Council
Meeting; Attachment A Item 27 under Staff Justification/Consideration.
The staff seems to intend to observe Jollyman DOLA for a third year;
though their staff time is so limited.

video of the April 5, 2022 meeting.
At this second point in the video (at 2:54:3/7) Vice-Mayor Chao said “about 6
months” ; she never said “at least”. She again stated that she wanted the
statement “The ongoing program is to be observed for one year” deleted. It is
still present. She also again stated that …”trials should last ABOUT 6 months
(NOT AT LEAST) unless the trial is adjacent to an ATHLETIC field (NOT
FIELD) or playground or there are other unexpected considerations.”
Again the wording “at least 6 months” was substituted for her words “about 6
months”. Again her words “athletic
field” was changed to “field” which since all DOLAs are on fields will mean
MORE than 6 months observation on all future DOLAs
It seemed the purpose of Vice-Mayor’s comments was to make DOLA formation
more efficient without prolonged observations as occurred at Jollyman DOLA for
3 years (with an additional year intended now by staff).
The word changes could lead to major delays in MORE DOLAS with required
prolonged observations of DOLA trials beyond 6 months especially if they are on
or next to a field (which they all will be.)
The CORRECT WORDING carefully following the specific wording read by
Councilmember Chao TWICE during the meeting and accepted by city council
would help to avoid confusion leading to prolonged delays and unnecessary
prolonged use of city staff time for MORE DOLA trials to start and to achieve
permanent status.
The correct wording should be “two new trials should start as soon as feasible,
and the new TRIALS should last ABOUT 6 months unless the trial is
adjacent to an ATHLETIC field or playground"
IT WOULD BE WONDERFUL IF THE CITY STAFF WORDING COULD BE
CORRECTED (FOR ITEM 27 IN THE STAFF REPORT AND ATTACHMENT
A) and WOULD CAREFULLY AND EXACTLY FOLLOW VICE-MAYOR’S
CAREFUL READING TWICE THAT WAS ACCEPTED BY COUNCIL
Thank you to Councilmember Chao for twice reading her statement and to the
mayor and city council for accepting it. Thanks to Mayor Paul for accepting Vice-
Mayor’s Chao’s motion. Your help with the city manager in correcting the
wording for Item 27 would be tremendously appreciated by all of us that are
advocating for MORE DOLAs in Cupertino.
