BACKGROUND All user fees are reviewed each year in conjunction with the preparation of the budget. Our goal is to ensure that, to the extent possible, fees cover the cost of providing services. The majority of the fees proposed for your consideration are calculated based on actual cost to perform the service. Some fees, however, are predicated on what the market will bear in relation to what other competitive entities charge for the same service, for example Sports Center memberships. The departments have reviewed their individual fee schedules and have made adjustments as appropriate. One exception this year will be the building fees. Due to a recent court case in December of last year, fees in this area can no longer be calculated based solely on valuation of the building permit. The city is currently in the process of contracting to review these fees and ensure that they represent actual cost of service and are in compliance with the new court rulings. We anticipate that the new building fees will be brought to City Council in the August/September timeframe. We will continue to charge our existing fees until the new information is available. These fees are not expected to change significantly. Several fees have been the subject of discussion this year and you may want to consider them separately, They are: Parking permit fees - These fees represent the staff time involved in processing residential parking permits including billing the resident, providing stickers for the vehicles and monitoring the permit process. The fee is $22.50 per year per household and is billed every two years. This equates to $,06 per day. All 539 households with parking permits have been notified of this meeting. The total annual revenue from this service is about $12,000. Solar permit fees - These fees represent the staff time involved in processing and inspecting a solar installation. It is currently based on job valuation as actual time can vary considerably based on the type of solar equipment being installed, This fee is one of those that will be reviewed by the outside firm in the next few months. Our cost of providing solar permits is approximately $20,000 per year. Printed on Recycled Paper l't -I Fees, page 2 Reconsideration fees - This is a new fee to recoup a portion of the staff time involved in processing reconsideration hearings. Actual cost of these hearings is approximately 50% of the original application, however staff is proposing a flat fee of $500, which represents about 10% of the actual cost. This fee has been proposed at a low dollar amount to not deter a citizen from filing for reconsideration due to cost. All other fees were either increased by a cost of living factor of 3% or kept at the same level as last year. RECOMMENDATION The recommended adjustments to user fees provide for recovery of the cost of City services, conform to our budget revenue guidelines, and become effective on July I, 2006, Staff recommends that City Council approve the proposed fees, Submitted by: Approved for submission: ~a~ Carol A. I installed a small photovol taic solar system on my haœ on or around February, 2004. I receive great satisfaction in producing over and above the aIOOunt of electricity I use per year. This is due to knowing that I am reducing air pollution and reducing the aDDunt of green house gases emitted. In addition since installing the system, I now enjoy tracking the amount and sources of electricity I use; as a result I have even reduced the total am:mnt I use. I also receive satisfaction in knowing that as a citizen of the City of Cupertino, I am directly contributing to reducing Cupertino's contribution to air pollution and green house gasese My guess is that the COuncil Members are all supportive of these reductions to protect the health of individuals and the safety of our cities. I encourage and request the council Members to actively support, and thus encourage, these important endeavors by either eliminating (preferably) the permit fee for installation of solar systems -- as did the City of San carlos -- or at the least greatly reducing the fee.
