Members of the public wishing comment on an item on the agenda may do so in the following ways: 1) E-mail comments by 1:00 p.m. on Thursday, August 19 to the Council at ThomasC@cupertino.org. These e-mail comments will be received by the Council members before the meeting and posted to the City’s website after the meeting. 2) E-mail comments during the times for public comment during the meeting to the Council at ThomasC@cupertino.org. Subject: Approve October 29, 2020 Minutes Recommended Action: Approval of the October 29, 2020 Minutes Chair Feng identified a typographical error under Item 2 clarifying COVID-19. Subject: COVID-19 Report Recommended Action: Receive report on COVID-19 response and recovery Thomas Chin, Emergency Services Coordinator, delivered an update on COVID-9 response and recovery including coordination with the County of Santa Clara. Items of significance include the update Santa Clara County Health Order requiring ascertainment of vaccination status for all employees, volunteers, and contractors. Director Bill Mitchell offered that the Innovation and Technology Department is working on a digital process to meet the requirements of the Health Order. Disaster Council members asked clarifying questions. NEW BUSINESS 1. Subject: Continuity of Operations Plan Recommended Action: Receive a report on the Continuity of Operations Plan and provide any input Thomas Chin, Emergency Services Coordinator, delivered a presentation on the Draft Continuity of Operations Plan. Cindy Stewart, COOP Contractor, provided a description of the comprehensive planning process including meetings with individual City departments, training, tabletop exercise, and public comment opportunities. Disaster Council members asked clarifying questions and discussed the document. Members of the public were present, but none offered any questions or concerns. STAFF AND COMMITTEE REPORTS 4. Subject: Report by the Santa Clara County Fire Department a. Office of Emergency Management b. Community Education Recommended Action: Receive report by the Santa Clara County Fire Department liaison Director Dana Reed, Santa Clara County Office of Emergency Management provided an update on emergency management activities including training, planning, and response. Director Reed covered Cupertino Disaster Council Page 3 specifics on Countywide COVID-19, Hazard Mitigation Grant Program, Public Safety Power Shut Off (PSPS), and Wildfire response and preparedness. Disaster Council members asked clarifying questions. 5. Subject: City of Cupertino Office of Emergency Services (OES) Recommended Action: Receive report by the City of Cupertino OES liaison Thomas Chin delivered a report on current activities within the City for disaster response. Thomas Chin covered items including a May 27, 2021 Windshield Survey Drill using QuickCapture (a software customized by the City’s GIS Team, training for City employees, ZoneHaven Evacuation planning, and Citizen Corps development. Disaster Council members asked clarifying questions. 6. Subject: Report by Citizen Corps Recommended Action: Receive report by the Citizen Corps liaison Jim Oberhofer, Citizen Corps Volunteer, provided an update on Cupertino Citizen Corps exercises and planning. Jim described in detail the Infrastructure Safety Assessment (ISA) exercise on May 15, 2021. Jim reported approximately 80 hours of volunteer engagement and 24 members participated in the exercise. Director Dana Reed specifically thanked Jim for his involvement Countywide in the Disaster Service Worker Volunteer program. Director Reed requested to participate in the City’s Windshield Survey Drill on May 27, 2021. Disaster Council members asked clarifying questions. 7.
