SUPPLEMENTAL REPORT
Recommended Action
Appoint Jim Throop as City Manager, effective January 3, 2022; authorize the Mayor to
execute the Employment Agreement for City Manager; and adopt Resolution No. 21‐107
to amend the Appointed Employee’s’ Compensation Program
Discussion
Jim Throop is the current City Manager of Lompoc, California. He previously served as
Oxnard Chief Financial Officer, Paso Robles Director of Administrative Services, and
Pinellas County, Arizona Director of Budget and Research.
He has a Bachelor’s in Economics from the University of Southern California and a
Master’s in Business Administration from Chapman University.
