Discussion
This is a supplemental report provided in response to Council inquiries as well as
additional information. Much of this information will also be included in the
presentation. Inquiries have been consolidated and simplified for clarity.
Additional Information
1. In preparation for the December 9 Community Workshop, a mapping exercise has
been drafted in BETA (or draft) form. This interaction will begin with a simple and
basic map that includes all areas of the City.
2. Balancing Act Strategy:
This online mapping tool enables the public to communicate graphically about
how it would like to see future housing distributed throughout the City. The
Workshop will introduce this tool and new, more detailed mapping exercises will
follow that build on the information received. Those using the tool can make their
own choices about areas for future housing and share comments for any
Neighborhood or Special Area within the city. Preview link for the Balancing Act:

The Neighborhood Areas are metered at a 2% gain or loss for each “+ or ‐” for
housing, and the Special Areas are metered at 5% of the total number of future
housing allocated via the Regional Housing Needs Allocation (RHNA) total of
4,588 housing units. The number of potential housing units shown is not intended
to be a specific going forward for each area. The strategy is to visualize patterns
for preferred distribution of housing across the City. The software limits the usage
to “housing unit” numbers, though the idea is more about ratios, not actual
housing numbers at this time.
Future mapping exercises will become more specific according to the RHNA
housing unit numbers, and when policies are discussed, levels of affordability may
also be integrated with the mapping exercises.
Council Inquiries and Responses
1. How come the update is not provided to the Planning Commission or jointly?
What is the purpose of the update at the Housing Commission on December 9 and
what are the difference from the Council update on November 16? Would the one
at Housing Commission be counted towards one meeting supported by the
Consultant?
Response: For this coming December 9th Housing Commission meeting, we are
moving forward beyond introduction and update to begin working with
Commissioners on both needs assessment and sites inventory analysis. The RFP
and approved scope include study sessions and public meetings divided equally
among City Council, Planning Commission, and the Housing Commission.
Decisions are made only by the Council. Ideas are funneled and directly drawn
upward through public comments, stakeholders, Housing Commission, and
filtered through Planning Commission as recommendation to the City Council.
Our goal is to communicate with these groups in this order, with opportunities for
direct public communication through the entire process through online and in‐
person interaction.
2. Please provide a detailed timeline of the Housing Element process.
Response: Please find the attached timeline chart for the tentative schedule. We
are not walking into this process with all of the answers. Because we want to make
the process evolve to be as informative and meaningful as possible, the iterative
plan may change slightly. Our initial focus is on the sites because we need to
understand what will be required for CEQA, and to give enough time for our team
to complete the environmental review.
3. Can the community meetings be conducted in person?
Response: While in‐person meetings can be considered, EMC has recommended
virtual meetings in order to maximize diversity of participants who may find
virtual meetings more accessible. Any in‐person community meetings would be
aligned with County health directives for such activity.
4. Please describe the purpose of the three stakeholder groups. Will there be one
meeting with each of the group and for how long? What are the types of input
expected from the public in this process?
Response: The approved scope of work includes public engagement with one
single stakeholder group. It is anticipated that the stakeholder group will have
three meetings throughout the Housing Element update process. As detailed in
the staff report, the stakeholder group may be comprised of the following:
property owners, renters, block group leaders, developers, business owners, local
employees, and service providers. Other categories that may be considered
include: an individual with lived experience of being unhoused, a non‐profit
housing developer, and a De Anza Community College student for a total of 10
representatives.
5. Please provide a tentative schedule of the 11 meetings and where the community
meetings would fall within the schedule.
Response: EMC Planning Group has drafted a detailed schedule for the near‐term
meetings, as follows. A draft timeline is also available that includes tentative dates
for future meetings and coincides with the Milestones calendar.

6. Please describe the selection process of the five languages that the website will be
available in: Mandarin‐Chinese, Spanish, Vietnamese, Russian, and English. What
about Indian languages? Has the City ever provided translation for these
languages before?
Response: The five languages that the website will be available in were
recommended by the Equity Advisory Group, which has met with the consultants
of the Santa Clara County Planning Collaborative (Let’s Talk Housing:
https://www.letstalkhousingscc.org/) to help identify groups and languages that
outreach should be conducted in each of the 16 jurisdictions within the County.
The Equity Advisory Group comprises of non‐profit service providers and
representatives of minority groups listed at this webpage:
https://www.letstalkhousingscc.org/orgs. Providing access to new contributors to
this policy discussion in Cupertino is in keeping with goals for meeting AB 686
equity and inclusiveness requirements. Historically, the Indian population has
been able to follow materials in English and documents have not needed to be
translated into the over half a dozen Indian languages that the population might
speak.
7. Please provide more clarity on how the postcard will be utilized.
Response: Postcards will be sent to Cupertino residents including the Workshop
early January. The goal is to reach out once we’re further into the process to share
links to website, the purpose of website, next big dates, and to have QR codes for
each language page.
