I am dumbfounded that Newsom signed SB 9 and SB 10 today. I really wonder if
He is fit to be in office. Why would you sign bills like this when polls indicate
75 percent of the state is opposed to them? There are strong indications
That both of these bills are unconstitutional. The chaos alone they are going
To throw the state into are absolutely unnecessary. Do we need more drama
Like this? Haven't we have enough problems this year without having to
Worry about this?
What master does he serve? Does he hate the people in his state so much that he
Would inflict something like this on them on the tail end of a pandemic such
As we have not seen for one hundred years?
If you could see the millions of dollars tech executives and real estate moguls
ponied up to get him through his recall then you will know what master he serves.
What is he trying to do? Repay those Money givers? Is that who he is running the state for?
Is he even dealing in reality? 3 million from a local executive and 750,000 from a person
Running a local charity that sponsored one of the housing bills? Come on. If those groups
And people have that much money to throw around, why don't they just give the money
To a real charity and try to cure cancer or Alzheimer's Disease?
We have to deal with the drama and uncertainty of the election and the pandemic and
The day after the election is barely over, he signs these two spot zoning bills?
I mean, come on. Who are you trying to fool? The people in the state?
The people in this state have been ignored and taken advantage of long enough over

The housing bills. The governor just gave our state and our trees away to the Big
Secret Rulers in Sacramento. I don't even think the governor is part of that in crowd.
He seems to be some sort of handmaiden servant of the Secret Ruler Group.
Well, I guess the next target will be the other states and then Federal. They already

Now I know why there were no other Democrat candidates on the recall ballot.
This money machine goes way beyond Democrat or Republican. Any good new
Democratic bets for next year? It is not just the party, it is now far the Secret

States and the Federal Level. Wanna see SB 9 and SB 10 played out across the country

Because of this political disaster of the Big Housing Bills, one wonders if Jerry Brown set
The wheels in motion by eliminating the Redevelopment Agencies in 2011. With some
Help. Then the law that decides how long you can serve in the state Senate and
State assembly was changed.
Before you could serve a maximum of six years in the senate and a maximum of six years
In the assembly. This law was changed about 2012 and now you can serve a straight
Twelve years in the senate or the assembly. Even Nancy Skinner had to change legislative
Branches after six years before 2012. Now, with this new law you can have Senator
Wiener parked in the Senate for 12 straight years in a row. Look at all the political
Drama and bedlam from his six years old housing bills!
Can we look forward to six more years of tyrannical housing bills? By then, the country
Will be under ministerial rule from Sacramento.
So who helped change the term length rule in the senate and assembly in 2012?
Was it the same helpers who helped Jerry get rid of redevelopment agencies in 2011?
How helpful are these helpers? Are they still helping now?
Look at the mess we are in now. I bet these helpers who helped Jerry are still helping
Gavin run the state into Soviet Ultra Left Dictator Land.
Maybe we need to bring redevelopment agencies back and make six year terms mad
Again for Senate and assembly. The helpers need to be termed out or retire.

In light of the governor signing SB 9 and SB 10, Item 15 on the City Council
Agenda for September 21 about the Housing Element should not be on
The Consent Calendar. It should be discussed as a regular item on the agenda.
The Housing Element is totally wrapped up in SB 9 and SB 10 and should
Not be separated from it.
The public needs to have the discussion about the Housing Element in public.
This is something that concerns us and there has not been enough debate
Allowed by politicians during the Pandemic for the public to ask questions
About the issues of the Housing Element.
I am concerned that the governor and Sacramento politicians do not want the
Public to ask questions about the RHNA numbers etc.
Please pull Item 15 from the Consent Calendar and have public discussion on it

A relative saved an article for me from the Santa Cruz Sentinel that seemed
To be indicating that SB 9 and SB 10 would only be affecting a tiny fraction
Of single family lots in California when the reality is that it will be much more than
Fifty percent of single family lots.
The article cited information from the Terner Institute in Berkeley for this apparently small
Number. This is a group the Yimby Group uses. The Embarcadero Center had said the number
Of affected lots would be very large.
The Santa Cruz Sentinel is owned by the San Jose Mercury which is very Pro Housing.
One wonders if the Public is getting a true picture of the sheer magnitude of what
The governor did last Thursday afternoon (September 16) when he signed SB 9 and SB 10
Two days after he "survived" the recall.
One wonders if the governor is getting the wrong information too on these
Housing bills?
He must be if he thinks this will affect only a tiny amount of single family lots in
California. Maybe he needs to hire new staff or advisors because he was not
Thinking this out well when he signed SB 9 and SB 10. He must have been

Dear City Council:
AB 1401 is the Housing Bill that would eliminate parking standards for new
Construction across the state. It is currently on the road to becoming a two
Year zombie bill like SB 50 was. That means, though it was not passed for this
Year, it is sitting around and could be reactivated as soon as January when
The Legislature comes back into session in Sacramento in December or January
Of 2022. They could force a vote on it as soon as they come back.
This bill, like the other housing bills, will be thrust upon the whole state by the same
Pro‐Housing Bill Machinery that got SB 9 and SB 10 and other housing bills rammed
Through and then signed by the governor. The whole state gets to be the testing
Ground for these all encompassing, untried bills that are being dumped on the state.
The Public and the cities are having to try to pick the pieces up and pay for
The fallout from their unfunded ministerial mandates themselves.
I am getting tired of never being able to vote on these bills. Our legislature seems
To not be polling their constituents and seem to belong to some sort of
Party of "higher calling" than we, the public, have ever heard of. This party seems to
Be dictating who they are supposed to be accountable to and dictates how they are
Supposed to vote. It says don't ask your public. Vote our way or else.
Isn't this a symptom of a much larger problem, a political party that is not even
Running the state because it is so fractured itself that it has let another party infiltrate
It and that new party won't answer to any political party, except the dictatorial kind?
What hold does this dictatorial party have over our state level politicians? Why are they so
spellbound To submit to this higher party?

Why is our governor so bedazzled that he submits to them too?
Before we have to fight out AB 1401 like we did SB 50 in the cold of early
Winter 2021, let's remember the cold winter of Valley Forge when
George Washington and his troops were camped there. What they were doing
There in the winter of 1778 made a difference to us here almost 250 years
Later. Because they endured Valley Forge we have a country.
Because we endure and defeat such bills as AB 1401 and thus SB 9 and SB
10 we keep our country and we do not surrender it up to the party that
Is trying to take California and our country into a dictatorship.
Remember this when AB 1401 comes back around for its final call in winter
Of 2022, 244 years after Valley Forge. That is the legacy we are fighting for.

Dear City Council:
San Jose has single family homes along Bollinger Road. The governor just signed
SB 9 and SB 10 which will mean fourplexes being built on the single family homes
Along Cupertino's border. How this added building will affect Bollinger Road is
Unknown at this time. This new housing will have no on‐site parking required on
The formerly single family lot so the new four housing units in each lot will have
No place to park their cars and will try to park the potentially 8 to 16 cars per
Lot on Bollinger Road or in the Cupertino neighborhoods adjacent to Bollinger
Road.
Not only will this new fourplex building be going on from SB 9 and SB 10 after
January 1, 2021, San Jose is set to discuss and vote on eliminating single family housing
At their upcoming October City Council meetings. They have been talking about putting
In fourplexes in their single family lots. They also are discussing something called

"Opportunity Housing" which will also up zone their single family homes to fojr
Or more homes per lot. This will happen in October also.
One needs to remember that all of these zoning changes will affect Bollinger Road
And its traffic and parking and driveways and egresses. Bollinger Road is also
A San Jose Urban Village and that allows increased height and density in this Bollinger
Road corridor also.
The governor has given no clear plan for the SB 9 and SB 10 implementations in
Single family lots to fourplexes so no one knows who will pay for the water and sewer
And infrastructure upgrades, what to do with the unparked and increased traffic load
On Bollinger and in the neighboring West San Jose and Cupertino neighborhoods.
To complicate matters, CUSD may be looking to close schools in the Bollinger Road area
And there will be a need for more schools from the increased number of children living
In the new four pieces on each single family lot. This is probably not a good time
To close and sell schools and school land when all this change is coming to the
Bollinger Road Corridor.
