NOTES OF THE SPECIAL MEETING OF
THE HOUSING SURVEY SUBCOMMIITTEE HELD ON JUNE 14, 2021
CALL TO ORDER
Housing Manager Kerri Heusler opened the meeting at 10:02am.

ORAL COMMUNICATIONS
Peggy Griffin suggested a follow-up survey that clarifies questions on gateway areas using areas
specified in Chapter 2, Pg. PA-4, asks residents where housing should go, and what type of housing
residents feel is needed (bedroom sizes included).
WRITTEN COMMUNICATIONS
• Wiley referred to redline suggestions made by public during Thursday June 10, 2021 Housing
Roundtable meeting.
• Wiley & Chao mentioned emailed comment from Janet Van Zoeren regarding verbiage of
“Disabled” used in survey and suggestions for changes. Staff member Babcock recommended
changing verbiage to “Those with a disability.”
PUBLIC MEETING
1. Subject: Review housing survey, postcard, and timeline
Recommended Action: Provide feedback on the housing survey
Subcommittee members and staff provided the following input on the housing survey:
• Staff member Babcock reported 310 responses before postcards were sent, and an additional 232
responses after postcards arrived at residences.
• Wiley reported on Housing Roundtable that occurred June 10, 2021.
• Wiley suggested a Phase II survey that could dig deeper into the City’s RHNA.
o Chao suggested that a follow-up survey should focus on site selection.
o Tatachari asked about legal implications when sites are listed on a public survey. Staff
member Heusler stated that City Attorney’s Office reviewed survey and did not have
concerns about this.

o Parish raised concern about making list of sites too long and overwhelming for public.
o Chao suggested that survey could have a section where residents could suggest sites and
Parish agreed.
o Wiley suggested a minor edit to the site selection question that would include a note in
paratheses stating “These sites are not comprehensive and are only to serve as
suggestions to gather input from public.” Chao suggested adding link to question that
refers to a more comprehensive list of sites. Staff member Babcock recommended
following-up separately with residents who provided their email addresses.
o Staff member Babcock deliberated with subcommittee on security measures associated
with survey and follow-up to confirm that no security issues have arisen thus far.
• Wiley suggested bolstering notification system during the opening period of survey.
• Wiley suggested a two-week extension for the survey.
• Chao recommended a follow up meeting.
• Staff member Babcock cautioned against making any major changes to a survey that is underway.
Staff member Babcock stated that the survey could be updated to incorporate minor changes.
• Staff member Heusler stated that staff would make best effort to ensure proper follow-up is
conducted in manner that would allow for timeline suggestions made during meeting (i.e.;
ensuring follow-up postcard is sent on-time if survey is extended).
Chao motioned for Housing Survey Subcommittee to recommend to continue the subcommittee for the
next 6 months, and to discuss surveying more about site selection, building characteristics and density.
Chao moved and Tessa seconded.
