RED()MMENDING GUIDELINES TO THE CITY COUNCIL FOR
REVIEW OF NEW USES WITHIN PUBLIC SCHOOL SITES
WHICH ARE NO LONGER FULLY UTILIZED FOR fJUBLIC
SCHOOL PURPDSES_
Open space located on public school sites is a valuable community
resource. .
School buildings and facilities on public school sites are also a
valuable community resource and sho" d continue to be available
for public usage_
Traffic generation characteristics of new uses should -generally
reflrct that of.previous public education facilities at the site.
:arking should be reasonably adequate to ensure there is minimal
spill-ov-er into adjoining residential areas.
,Hours of operation should be restricted to generally reflect'
characteristics of public school utilization.
Tull private utilization of the school sites i5 unlikely as the
level of -activity wguld likely exceed that normally expected from
a public school utilization of a similar site_
Plblic school sites were developed to accommodate activities
devoted to the education of children which operated primarily
during daytime hours, generated relatively low levels of traffic.
and served community needs. Said sites typically do not provide
adequate parking, lighting, security. etc. characteristic of
_ommercial. industrial, or office facilities generally found in
the=-ommunity_ Additionally, said sites are generally lx-ated
within neighborhoods and the potential for significant off -site

Permitted Uses and Architectural and Site Standards
The General Plan land use designation for school sites is quite
restrictive_ School sites are designated for public and
OLIesi—public/institutional activities. A d
Quasi--public/institutional activity is -a "designation applied 20
a privately owned property which involves activities sn:h as a
private utility, a profit or non-profit facility that provides
continuous tare for people, an' educational facility. or a
religious facility
{NOTE)- The Planning Commission is of the opinion that the
allowed range of uses should be expanded. The Commission
has asked City Council for authorization to conduct
hearings to consider an amendment to the General Flan to
allow greater land use flexibility for school sites.

Arr-bAtectural changes to a leased portion of a school site should
be in character with the balance of the site. 14 a school site
is completely revamped. the building form and materials shall be
in harmony with the surrounding residential community. Th@ use
of iron bar,grill Horks and barb wire. or the boarding up of
windows with temporary materials are generally not approved in
areas +which are exposed to public view.
Approval of a use shall not render•histori cal ly-used turfed areas
unusable.
Hours of Operation +
i-iours of operation should general ly.be limited to the davtime
hours from 7:,n0 a.m. to 7:tJ4J p-m. _Limit-ed everiing activity from
7:00 p.m. to-4:00 p.m. maw be! permitted when it is found that the
activity.will not generate signifi=ant-amounts of traffic or
annoyance to the surrounding neighborhood.

Noise from such facilities should rmt.be audible .beyond property
1 ines.
Traffic
in general. the traffic generation characteristics of non-public
school activities should be consistent with traffic
characteristics associated -,with a typical school use. For the
purpose of this policy. the traffic profile -for a typical school „
site will be based upon the historical use of the site. Intl*fding
non -school activities such as recreation uses and public service
activities.
The traffic assessment far a proposed norrschool use of a school
site shall contain the -following elements:
1. Hourly traffic generation rate for the existing or formr_r
school operation and ,the proposed uses(s)
�. PDT (Average Daily Traffic) and peak hour traffic
generation from the site.
s. ADT and 24-hour counts of neighboring streets.
4. Trip assignments of existing and proposed uses.
when traffic levels equal or exceed trip generation levels o' a
typical public school use. use permit requests will be evaluated
based upon the following:
1. Degree !to) which traffic levels-enceed public school
generation.
2. Characteristics of existing and proposed traffic.
Hours of operation.

5. Composition of uses.
b. Sensitivity of neighborhood to traffic impacts_
A school site with access toanerterial, major collector. or
minor collector street will have the ability to accommodate -a
greater, intensity of use than a site served by local neighborhood
streets.

results of the applicant's traffic counts. ?dditicmllY, data

library is also a reference facility, the Cal Trans data may

for traffic counts uhich did nat include trips attached to

No. 2616) discourages activities which exceed public school
generation levels.
5. Tine worst case traffic may exceed school levels by 160 AM (980 -
820) or 20% (160/820).

generate traffic levels indgxmdent of school activities.
3. To maintain

the temporary period, the remoining Vacant close ro= space should
