F CUPEIQ1NO P~rk. ~nc1 R"cr"~tion n"partment CITY COUNCIL STAFF REPORT Agenda Item Number .2.L Agenda Date: December 6, 2005 ISSUE Authorization to create a fulltime Facility Attendant position BACKGROUND The City has two fulltime Facility Attendants - one assigned to the Senior Center and one to the Quinlan Community Center. Part-time (maximum 1,000 hours per year) employees staff the Community Hall and assist the City Channel with setup for broadcast. To fully utilize the Community Hall and its features requires trained staff. The City Channel, which is also understaffed, hires hourly employees as cameramen. These individuals are also limited to working a maximum of 1,000 hours per year. Our proposal to add a third Facility Attendant and cross train all three Facility Attendants in broadcast basics will support more use of the Community Hall and conference room 100, which is also a broadcast venue, and provide additional support for special broadcasts. It is proposed that the proceeds earned from the Community Hall rentals be combined with money already budgeted for contractual and part-time staff to fund the third building attendant position. This position would report to Tom Walters, but would be available to assist the crew at Channel 26. The total cost of this position, annually, is $47,337; midyear cost is $23,668. Community Hall revenue (projected in the FY 05-06 budget) is $20,000. Requests to rent the Community Hall are increasing and we hope to be able to offset a greater proportion of staffing costs in future years. 21--1 Printed on Recycled Paper December 6, 2005 Page 2 of2 RECOMMENDATION Authorize creation of a Facility Attendant position.
