SUBJECT AND ISSUE
First reading of Ordinance No. I q 11 : "An Ordinance of the City Council of the City of
Cupertino Amending Cupertino Municipal Code Chapter 11.24, Section 11.24.170, Relating to
Parking Limitation On Certain Streets, Establishing a 30-Minute Limited Parking Zone On the
West Side of Fort Baker Drive Between Presidio Drive and Hyannisport Drive.
BACKGROUND
The principal of Lincoln Elementary School has requested that the City implement a 30-minute
drop-off zone on Fort Baker Drive on the south side of the school (see attached letter). Parents of
Lincoln students whose classes are at the back of the school are already in the practice of using
Fort Baker and Presidio Drives near the back entrance to the school to drop off the students.
Doing so helps them avoid the McClellan Road side of the school, where the school commute
traffic is heavier.
Because there is permit parking on the streets ofthe neighborhood behind Lincoln School, any
parent who actually needs to park has to go to the McClellan Road side of the school to do so.
Parking on the school site is limited, and, according to the school district, there are no real
opportunities to increase parking spaces onsite.
In August of2001, the Council approved the implementation of30-minute drop-off zones on the
other side of Lincoln Elementary School on Imperial and Orange Avenues, where there is also
permit parking. Both the school and the neighborhood have apparently found the arrangement to
be an acceptable compromise. Staffhas not received any complaints regarding the existing drop-
off zones. The area recommended for the 30-minute drop-off zone is 450 feet in length with
continuous sidewalk along the west side of Fort Baker Drive between Presidio Drive and
Hyannisport Drive, as shown on the attached map.
It is important to note that this drop-off zone is simply an additional parking convenience to
assist the school district in facilitating traffic around the schools. It does not eliminate or displace
the existing permit parking. Anyone with a residential parking permit for that neighborhood may
continue to enjoy that preference for any period of time. Persons parking to drop off children at

the school will be limited to 30 minutes to do so. The neighborhood residents have been notified
of this proposal.
FISCAL IMPACT
There will be no fiscal impact, outside of a small cost for City forces to install necessary signs.
RECOMMENDATION
Staffrecommends that the City Council conduct the first reading of Ordinance No. 111/
"An Ordinance of the City Council of the City of Cupertino Amending Cupertino Municipal
Code Chapter 11.24, Section 11.24.170, Relating to Parking Limitation On Certain Streets,
Establishing a 30-Minute Limited Parking Zone On the West Side of Fort Baker Drive Between
Presidio Drive and Hyannisport Drive.
