Dear Cupertino City Council,
I am writing this letter in support of approval of the signing of the new 10 year franchise agreement with Recology
Cupertino. In my time on the City Council, we renewed Recology’s contract based on two primary reasons. First, in the
semiannual surveys that the City conducted, satisfaction with Recology’s services was rated second, only exceeded by
the Cupertino Library. Second, the rates were the lowest among all our neighboring Cities. Reviewing the staff report, I
was happy to see that the rates continue to be extremely competitive.
While the above criteria are the primary reasons for your decision, I also want to note that Recology provides dumpsters
and garbage boxes at no cost for virtually every community event held in the City. They are a strong supporter of the
non‐profits in the City.
Please approve the franchise agreement for Recology.

I write today to encourage you to renew Cupertino’s contract with Recology South Bay.
I have been a customer of Recology South Bay since I moved here about 13 years ago. I’ve been very happy with their
services. At my personal home, the pickups have been tidy and their customer interaction, such as calling for a large
item pickup, has been friendly and professional.
From a city standpoint, they have also effectively worked with the city to address pickup times and cart locations to
make it easier for students and cyclists to commute to schools, work, and shops on their pickup days. They also seek to
be a contributing member of our community. When asked, they have always donated free of charge the use of their
giant flattop grill trailer—both delivering and picking it up—for local events such as the Cupertino Tournament of Bands.
Recology South Bay also participates annually in our Earth Day festivals.
I support the city’s effort to renew the contract with Recology at the next Council meeting, and I hope that you agree.

Dear Cupertino City Council,
As a former mayor, council member and 37 year Cupertino resident, I support the staff
recommendation on the new 10 year contract with Recology. They have always provided
excellent service which was always supported by the City of Cupertino bi‐annual customer
satisfaction survey of city services. Their rates have been one of the lowest for our area with
value added programs like quarterly environmental days, compost give away, backyard
composting kits, coat drives and working with local schools and organizations on special
events. Based on the staff report, rates will remain one of the lowest in the county while
maintaining the current programs all residents enjoy.
I have personally experienced and confirmed with others that Recology is very responsive to calls
for customer support.
Recology has not only provided a high level of customer satisfaction to the residents and
businesses, they have been a hands on community partner for volunteering their time and
services for local non‐profits and service groups.
Please approve the new franchise agreement with Recology.

As ae resident for > 25 years I have been largely satisfied with the services the city has provided until recently. In
particular, I want to draw the attention to forecasted trash rates from Recology over the next few years:
There is a steep rate increase of 10% /year for the next three years.
There does not seem to be any new tangible additional services.
A few years ago, Recology was allegedly collecting medical waste (which a small select few residents benefitted)
Why am I getting the notice of a rate increase from Recology instead of having a forum hosted by the city where
alternatives are presented.
Why is the rate increase so egregious? Who is getting a raise of 10% in the valley. If anything, Recology’s rates should be
stable since the gasoline prices have dropped over the past few years and are expected to stay low. Please share details
of the negotiations that went on with other competitors and the alternatives that the city looked at in the spirit of
transparency.
Would appreciate a response from the appropriate people and please have adequate public hearings with more
transparency so that the residents feel they are a part of the community where their voice is heard.

I write to you to today on behalf of Main Street City Cupertino and to show our full support of a new contract
extension for Recology. Recology has been a great partner of Main Street Cupertino over the past 4 years and their
service has been exemplary. The service from Recology has been spot on and they have strived to handle all of our
trash and recycling needs 6 days a week. There has never been a day that Recology has not been able to help us solve
any sort of challenge at our property. At Main Street Recology services everything from large compactors to open top
bins to smaller apartment compactors and they have always hit high marks with us. Recology is very conscientious
about all the recycling aspects needs at Main Street, case in point, they have assisted many restaurants and retailers
with educational meetings within most of the tenants locations to help guide them through new and ongoing
recycling programs they have also provided handouts for the site employees.
Recology is a big team player for us at Main Street and I look forward to working with them over the next 10 years
and I would think this is a great partnership with the City of Cupertino as well!

I understand you are reviewing the staff recommendation to of a 10‐year extension for Recology, our current
refuse/recycle provider. I enthusiastically encourage you to follow staff's recommendation approving this extension.
Midway through my first term serving on the City Council, I worked side‐by‐side with management teams from Apple
and Recology to create an annual electronic waste and paper shredding day to ensure privacy centering around April
15th, tax day. General Manager John Zirelli stepped this idea up to a quarterly recycling program (Environmental
Day) where residents could bring their documents to shred, but also dispose of electronic waste, and even denotable
large items. This program has proved very popular over the years, moving from Rodrigues Avenue to the DeAnza
College parking lot.
Given Recology's continual high satisfaction reviews by city residents year after year in community surveys, the excellent
curbside pick‐up program they offer and maintenance of low rates, I encourage you to support this franchise agreement
extension.

We have been homeowners and residents of Cupertino for over 50 years. Recology, or Los Altos Garbage as it was
originally known, has been our waste collection service since we purchased our first home in 1968. Any occasional
service issue has been promptly and satisfactorily resolved by Recology. A service well provided is a job well done.
Now, after reading the Staff Report and Analysis and Comparison with other neighboring cities, we find that we’ve not
only been receiving great collection services, Cupertino residents have been paying the lowest fees for that service. We
strongly recommend that the City Council approve a new 10‐year franchise agreement with Recology.
Great service at a very low (or lowest cost) from a familiar and trusted provider should be approved now by prompt City
Council action.

I realize solid waste is complicated and there are experts that deal with this stuff. I’ve spent hours looking at the
material looking for some reassurance that within the next 10 years, contractual automatic increases will be kept to a
minimum. Many working people and retired people do not get automagically increasing salaries. They are lucky to have
a job right now!
What I see in this proposed contract is approximately 30% increase in residential rates over the next 3 years followed by
an unknown amount of increases after that. Yes, the Staff Report mentions a 5% cap on revenue but it then says it
doesn’t necessarily translate into a cap on residential rates!
REQUEST1: Please discuss the possibility of going out to bid.
‐ What are the costs to go out to bid?
‐ Who are the possible bidders?
‐ What are their service reputations?
NOTE: The bridge period has a 5% annual cap on rates! That’s way better than what we’re looking at now.

method. This is a 11.6% increase over Rate Period 3. In that description of Cost Based Index , “increases are capped at
5% of operating expenses” (Staff Report page 10). So, taking Rate Period 3 from Page 8 of the Staff Report $40.18 * 1.05
= $42.19 as the base rate for Period 4.
Q3.A: Why does the example show a base rate of $45.41 for Period 4 when there is a 5% cap?

Regarding Agenda #13 garbage contract 12/14/2020
The garbage contract contains significant cost increases that are not readily apparent from the staff report.
We need full disclosure that show the cost of the new contract without the temporary City of Cupertino subsidy. We
need to see what the garbage rates look like in years 1 through 10.
‐ The new contract does not provide as much of a discount between small cans and large cans as other cities.
‐ The new contract should reduce fees by charging extra for the 2 extra pick ups per year; this is done in other
cities as well. This services only benefits a few residents and the rest of the residents should not have to
subsidize these additional services.
Most importantly, because of the extensive rate hike, the garbage contract must go out to bid.

The concerns I have for the Trash Rates from Recology for the next year are:
1. City council seems to lock in residents for a 10 year term with Recology, this decision was made it
seems without looking at a competitor (sole source).
2. The residents sampled did not have an overwhelming satisfaction with Recology (the satisfaction
index was somewhat satisfied), the sample size was also low (< 2% of the total residents) which
would fail any statistical requirement.
3. Recology's rates seem to steeply increase at 10%/year on an average for the next 3 years and
may actually be higher depending on a cost of living adjustment. These rate increases far exceed any
rates of inflation of common goods & services in the country.
4. Need to see more choices for residents, for example, who don't generate much trash (like a smaller
24 gallon trash can) like the city of Sunnyvale with proportionately lower rates than your current 32
gallon container for all.
Certainly, the 10 year lock on Recology as the only trash services of choice is very concerning and
the plan to roll out new high rate increases should be paused pending a more solicitation of inputs
from residents socializing this rate increase.
