The following is a summary of our meeting discussion points, and my proposed action plan: Summary of Site Meeting Discussion 1. Overview: Ash #429 is located directly over the location of a proposed new storm drain pipe trench alignment that will run NE- SW per the attached map provided today by Sandis. The tree was originally to be retained, but appears to now require removal to accommodate this pipe trench. The trench width including cuts for shoring, etc. will be approximately 10 feet per Sandis. The trench depth is also to be roughly 10 feet below grade, per Sandis. If the pipe alignment were to be moved farther from tree#429, the work would negatively affect another ash specimen #428 located in the planter strip directly adjacent to N. Wolfe Road. The 8 foot long pipe sections are to be concrete, and must be installed as a "straight run", as opposed to steel pipes which can be welded with angled sections to "bend"the run to increase offset distance from a tree, etc. 2. Tree Data: Tree#429 is roughly 23"to 24" diameter, and was originally in fair overall condition (65%)when first assessed many years ago by WLCA. The tree was later noted to be declining (due to droughty California weather conditions which reduced soil moisture significantly for 6 or 7 years), and was last noted to be in 45% overall condition (the low end of"fair"). Today 2/12/2020, the tree appears to be in roughly 38% to 40% overall condition (poor to fair). 3. Species Limitations: Pruning required over the years has removed most of the lower elevation live wood in tree#429, leaving a very high elevation canopy with limited spread diameter. This species is considered a relatively high water use tree that is not appropriate for long term use in California, given our changing climate that is becoming increasingly droughty. Evergreen ash trees were used extensively on commercial campuses in the Silicon Valley area in the 60's and 70's, but are now considered by arborists to be of only limited landscape use. After discussion with Sandis, it was determined that moving the proposed storm drain alignment northward to farther offset from tree#429 would necessarily damage tree #428: the tree specimen within the green streetside planter strip. It was determined that the eastmost of the two rows of screening trees was already compromised by ongoing demolition at the old Alexander Steak House location, and that removal of tree#429 in that already- compromised row of trees would be far preferable to damaging both trees#428 and #429. Valuation Analysis by WLCA WLCA performed a valuation of tree #429 using Guide for Plant Appraisal, 10' Edition, 2 d printing. The technique used was the "functional replacement method/trunk formula technique", which resulted in tree#429 being appraised at a value of $5,000. Per this value, the tree is worth roughly the same as the cost to purchase, deliver, and install a 48" box size tree'. If tree#429 were to be removed, the Vallco project team would replace the tree with one or more new tree specimens of species and size(s)to be determined. Action Plan Based on the information I have been provided with, I recommend that the 10 foot wide storm drain pipe trench (shoring plus pipe, etc.) be built as currently proposed and shown on the attached plan sheet, which will require removal of tree #429, but will allow for streetside corridor ash tree#428 to be preserved and protected. The distance between the storm drain trench wall and the trunk edge of tree#428 will be maintained as an offset of greater than or equal to 6.5 horizontal feet per this plan. WLCA can be available to meet Vallco team contractors on site to ensure that wood chips and wooden boards and/or other additional root zone soil compaction prevention methods are utilized during the work. 1. Ground Protection: • Lay down a geotextile fabric on the ground, and install approximately 8 inches thickness of natural chipper truck type wood chip mulch over the geotextile, in the zone between the proposed new storm drain pipe trench wall and the trunk edge of tree#428. This zone will be roughly 6.5 to 8.5 feet in width. • Lay down wooden boards strapped together with steel screw plates over the wood chip mulch, to act as ground protection during the pipe work. Local City of Saratoga City Arborist standards for arborist report submittals includes an equivalency table that notes the value of a 48"box replacement tree as being$5,000. The proposed 42-inch pipe must connect to and intercept the existing storm drain main from manhole #4206 within Wolfe Road. The public storm drain is then located on private property within a public utility easement as it turns east to connect to the existing storm drain system which ultimately continues north and outlets into the Santa Clara Valley Water District Creek. This proposed storm drain is constrained by the existing tunnel under Wolfe Road and the outside of the limits of the proposed underground garage associated with the Vallco Town Center project, thus providing a narrow window to be installed and maintained in the future. Analysis of different alignments were studied in great detail, and there are several other existing trees, #428 and #431 which would be negatively impacted as a result of shifting this storm drain main further north or south respectively to avoid or lessen the impact to Tree#429. Due to the results of this analysis and in close coordination with the Arborist, the alignment proposed causes the least impact to the row of trees along Wolfe Road, and removal may ultimately improve the health of the trees adjacent to the removed tree#429. The current design is in effect optimal for the protection and preservation of Vallco's existing trees.
