The meeting was called to order at 7:38 PM by Vice Chairwoman Pat Jackson.

1. Application 20-U-89 - Joseph Park Associates Requesting review and
approval for site landscaping and lighting for an 11-unit tawnhome
development located at 10100 Vista Drive approximately 400 feet north
of Stevens Creek Boulevard.
DECISION:
On a 3-0 vote application ASAC 20-U-89 was approved according to the
findings and conditions contained in the model resolution.
FORMAL REVIEW (Old Items)
2. ASAC 51,833.3 - Able Sign Requesting review and approval to revise a
sign program at an existing retail store. The site is located at 10127
Bandley Drive, southeast corner of Bandley Drive and Alves Drive.
On a 3-0 vote this item was moved to the end of the agenda due to the
applicant not being present.
FORMAL REVIEW (New Items)
3. Application ASAC 8 U-90 - Hillview Bible Chapel Requesting review and
approval of landscape and lighting plans for a church located at 1160
South Stelling Road approximately 100 feet north of the intersection of
Stelling Road and Robindell Way.

• Tom Robillard reviewed the staff comments, noting the Use Permit
requirements and the measures taken by the applicant to meet those
requirements. He also reviewed the scope of the lighting, noting that
staff had no concerns. Lastly, he stated that adjacent neighbors were
notified of this meeting.
Kurt Useldinger, project architect, reviewed the scope of the project
and answered questions of the Committee Members.
The Committee Members expressed a general approval of the application.
DECISION:
On a 3-0 vote application ASAC 8-U-90 was approved according to the
findings and conditions contained in the model resolution with
Condition 9 modified to read as follows:
9) The approval is based upon landscape plan dated November 30, 1990
and lighting specifications, except as may be amended by the
conditions enumerated herein.
REVIEW OF USE PEEP
4. Application 24-U-90 - Yoichi Watanabe Requesting early review of a Use
• Permit to construct a 540 sq. ft. storage roam to the rear of an
existing restaurant located at the northeast corner of Alves Drive and
Handley Drive.
Tam Robillard reviewed the staff comments noting the scope of the
project and recommending approval based on its architectural
integration with the existing building.
Henry Yanaga, project architect, reviewed staff comments and answered
questions of the Committee Members.
The Committee Members expressed a general approval of the application
and expressed their approval for the architectural integration.
5. Application 25-U-90 - Pacific Gas & Electric Requesting early review
of a Use Permit to add 16,600 sq. ft. of building area to an existing
PG&E facility. The site is located at 10900 Blaney Avenue,
approximately 400 feet south of the intersection of Homestead Road and
Blaney Avenue.
Tarn Robillard reviewed the staff comments noting his concerns with the
architectural style, the yellow trim color, and the screening for the
roof-mounted air conditioning units. He also expressed concerns
regarding the proposed irrigation system.
Pamela Sharkey, project architect, reviewed staff comments noting that
• they had made same refinements to the plans which included reducing the
size of the roof-mounted air conditioning units and provided
roof-mounted screens to shield them. Ms. Sharkey further explained
that the yellow trim color will be more subdued than the color shown
and will match more closely the yellow in the PG&E logo.

Committee Member Lim stated that the project and architecture was fine
and asked if PG&E had implemented any traffic mitigation plan.
Committee Member WPYhPr expressed concern with the northpoint view of
the new building and expressed concern with the bright yellow accent
color.
Vice Chairwoman Jackson stated that the yellow was a nice accent and
added life to the building. She further suggested that the applicant
consider a mixture of deciduous trees and evergreen trees so that
during the winter months the site will not look barren.
6. Application 26-U-90 - Nelson Chao Requesting early review of a Use
Permit to remodel and occupy an existing building at 10022 Peninsula
Avenue located at the northeast corner of Stevens Creek Boulevard and
Peninsula Avenue between the Animal Hospital and the Monte Vista Inn.
Tam Robillard reviewed the scope of ASAC review noting that it was for
the architectural modifications to the front facade. He not same of
the parking conerns which the applicant was facing at the Planning
Commission stage. He also noted that the applicant was planning on
adding a canopy above the window area. Mr. Robillard suggested that
the applicant consider painting the sign on the wall instead of the
conventional canned sign.
• Nelson Chao, applicant, answered questions of the Committee Members.
The general consensus of the Committee Members was that the applicant
should return to ASAC for final review of colors and signage to the
building. They suggested a color balance between the two adjacent
buildings and to look at the color schemes of other buildings in the
Monte Vista area.
IKIRMAL REVUE (Old Items)
2. Application ASAC 51,833.3 - Able Sign
Tarn Robillard reviewed the staff comments noting his concerns with the
height of the sign if built on top of the planter box. He suggested
that the planter box be removed. He explained his concerns with the
number of colors being proposed and suggested a more uniform color
palette be chosen. The existing sign program for the center calls for
can signs with dark brown background and white letters.
Mike Strouse, Able Sign, reviewed staff comments noting his preference
for a dark blue background with white and red copy instead of dark
brown background with white and red copy. He stated he would go along
with staff's recommendation for removing the planter box.

Ccmunittee Member Lim did not express any concerns with the proposal.
The Committee Members suggested that staff and the applicant look into
changing the address of the center from Bandley Drive to Stevens Creek
Boulevard, and if surmsful, the address number should be placed on
the monument sign.
Committee Member Weber expressed concern with the height of the sign,
stating it should be no higher than the existing sign.
Vice Chairwoman Jackson stated she would support staff's recommendation
for a 6 ft. sign on an 18 inch base.
DECISION
On a 3-0 vote application ASAC 51,833.3 according to the findings and
conditions contained in the model resolution with Conditions 11 and 13
modified and Condition 15 added to read as follows:
11) The monument sign and secondary sign shall be dark blue background
with white and red copy.
13) The height of the ground sign shall be measured from the adjoining
driveway and shall consist of a 6 ft. sign on an 18 inch base.
• 15) The applicant should pursue changing the address to Stevens Creek
Boulevard. If the applicant is successful the address number shall
be included on the ground sign.
APPROVAL OF ITS
7. On a 3-0 vote, minutes of the regular meeting of November 26, 1990 were
approved as submitted.

The committee members asked if the draft tree ordinance going before the
City Council could be mailed to them prior to the hearing.
ETECBT OF STAFF
Tan Robillard reminded the Committee Members that the Taco Bell
application would be before the City Council on the December 17th hearing.
