August 13, 1990 CITY OF CUPERTINO 110 10300 TORRE AVENUE, CUPERTINO, CALIFORNIA 95014 (408) 252-2052 SUMMARY MINUTES OF THE REGULAR MEETING OF THE ARCHITECTURAL AND SITE APPROVAL COMMITTEE OF THE CITY OF CUPERTINO FOR AUGUST 13, 1990, MEETING HELD IN CONFERENCE ROOM A, CITY HALL, AT 10300 TORRE AVENUE, CUPERTINO, CALIFORNIA. The meeting was called to order at 7:35 PM by Chairman Gong. Salute to the Flag. ROLL CALL Present Members: Chairman Gong, Lim, Weber, and Jackson Coiinnittrr Member Hoxsie arrived at 8:15 p.m. Staff Present: Michele Bjurman, Planner I Travice Whitten, Ass't City Engineer POSTPONEMENTS/ADJUSTMENTS TO THE AGENDA 11. ASAC 51,904.1 - City of Cupertino was moved to Item #1 due to Public Works Staff availability for questions and guidance. 410 WRITTEN AND VERBAL COMMUNICATION None. INFORMAL REVIEW 1. Application ASAC 51,904.1 - City of Cupertino Requesting review and approval of the type, texture, pattern, and colors of retaining walls, soundwalls, and bridge design for Route 85 through Cupertino. Michele Bjurman outlined the scope of this application and went through the City preferences checklist. Travice Whitten, Asst. City Engincsor, provided engineering expertise and a site plan showing the Committee Members where the wall structures would be located. The Committee felt the need to have a varied design between the soundwalls and the retaining walls, except in those areas where the two walls are stacked on one another, to create interest and variety. The Committer, reached a consensus on the design theme of materials, texture, and colors for the soundwalls, retaining walls, and bridges for the City of Cupertino pursuant to the findings and conditions contained in the resolution. Application ASAC 16-U-90 - Banducci Associates Requesting early review and comments of a 5,950 square foot commercial/retail building proposed to be located at the southeast corner of Stevens Creek Boulevard and Stelling Road. Michele Bjurman reviewed the Staff comments, noting that Staff was concerned about the building mass at the residential property line and suggested that the architectural board require the proposed 6/12 roof line be carried around the entire roof line in an attempt to reduce the overall height appearance. Additionally, Staff outlined the installation deferment agreement required for the frontage landscaping along Stelling Road while the Stevens Creek Boulevard landscape guidelines are being developed. Staff compared the approved color palette for the La Mancha Building north (beige walls/rust roof) , to the shades of green proposed by the applicant. Staff felt they were complementary to each other. A majority of the board expressed concerns regarding the color palette proposed and felt them incompatible with each other and the surrounding uses. 411 Dave Banducci, the applicant's representative, was available to answer any questions of the Committee. Mr. Banducci indicated they chose the color palette in blue and green to complement yet differentiate the use north. The Committro expressed their concerns regarding the print quality of the plans presented as being illegible. All Committee Members agreed that the roof element should wrap around the entire roof line. FORMAL REVIEW 3. Application ASAC 25-U-83 - West Valley Presbyterian Church Requesting review and approval of a wall for a playground in an existing church located at 6191 Bollinger Road. Michele Bjurman indicated to the Committce that this item was heard and continued from the July 23 hearing and reiterated the direction given to the applicant at that meeting. Staff pointed out two conditions of approval recommended: 1) that the stucco material be painted grey to match the existing church facilities, and 2) the proposed footings be outside of the public right-of-way. Greg Prow and Michael Clark, representing the Presbyterian Church, pointed out that Staff had provided them with Xeriscape Guidelines, and they will apply them to the proposed shrubbery. ASAC Minutes for the Meeting of August 13, 1990 Page -3- 11 The Co mnitt' complimented the applicants on the extent to which they addressed the Coamnitte.P's previous concerns. The Committee expressed concerns regarding the health of the existing southwesterly located tree along Bollinger Road. The Committee further recommended that additional shrubbery be provided than that which is outlined on the plans. DECISION: On a 4 - 1 vote, with Ccminittr Member Weber recommending denial, Application ASAC 25-U-83 was approved pursuant to the findings and conditions contained within the Model Resolution, with Conditions 10, 11, being amended and adding 12 and 13 to read as follows: 10. All stucco building materials must be painted grey to match the existing church facilities. 11. Shrubbery compatible with Xeriscape Guidelines shall be planted along the south masonry wall along the Bollinger Road right-of-way. Eight equally-spaced bushes shall be placed along the south wall adjacent to Bollinger Road. The specie type and size shall be approved by Staff prior to issuance of the building permit. 12. Applicant to provide an arborist letter addressing the health of the existing tree located on the southwest frontage along Bollinger Road. This letter should outline the existing health and any necessary mitigations thereof for continued health. If the tree is in declined health beyond being retained, a replacement 24-inch box specie should be planted in its place within 45 days of the arborist letter. 13. Applicant's engine ors to provide Staff with additional information indicating that the footings of the proposed masonry wall will be out of the public right-of-way. ITEMS MOVED TO END OF AGENDA On a 5 - 0 vote, ASAC 51,908.2 and ASAC 51,908.1 - Westfield Incorporated was moved to the last item on the agenda to allow the applicant's representative to be present at the hearing. 4. Application ASAC 51,906.1 - Tilt Family Entertainment Center Requesting review and approval of a planned development sign program for an existing commercial business located on the lower level of Vallco Fashion Mall on the east side of Wolfe Road. Continued from the July 23 ASAC hearing. Michele Bjurman reviewed the Staff comments, noting that Staff had concerns with the length, mirrored finished material, and exposed neon lettering of proposed sign "A". ASAC Minutes for the Meeting of August 13, 1990 Page -4- Staff indicated that the lengthconcern was essed to the applicant expr who had reduced the length of the neon lettering from approximately 23 feet to 15 feet and also amended some of the pink color tones to greys and blues. Staff indicated to the Committee that the use of exposed neon tubing for sign "A" is in conflict with the Cupertino Municipal Code, and recommended the tubing be encased. Staff indicated support for sign "B". Frank Mang, representing Family Entertainment Center, was present and available for questions. Mr. Mang indicated his support of Staff Comments and would be willing to encase the neon lettering as well as work with Staff on making the building materials (mirrored finish) more compatible with the surroundings. Mr. Mang expressed his concern about the need for signage as the business is open now and would be amicable to any decision that the Committee may make. A majority of the Committee Members felt exterior signage (at the proposed locations) unnecessary for the following reasons: a) Safety concerns for pedestrian traffic which may be enticed to cross Wolfe Road from west to Past without using the existing crosswalks. The Committee mentioned the large amount of pedestrian traffic entering and exiting, especially when the Mall is closed and Tilt is open and the only entrances are through the two exterior exits. Mr. Mang indicated Mall security can escort attendees over the overcrossing at Wolfe when the Mall is closed. b) Safety concerns for pedestrian traffic which may be endangered by automobile traffic from Wolfe Road into the parking garage in front of proposed main entrance sign "A". Coimnittrc Member Lim asked the representative, Mr. Mang, if he would be amicable to applying the sign "B" concept to both entrance locations. Mr. Mang indicated that he was simply concerned about getting signage on the site and "yes" would be amicable to this solution. DECISION: On a 4 - 1 vote, with Committee Member Lim recommending approval, Application ASAC 51,906.1 was denied pursuant to the findings and conditions contained within the Model Resolution with Finding 1 and 2 being removed, a new Finding 1 created, and Condition 10 being amended as follows: Finding 1 - the location of the signage proposed may be a hazard to pedestrians and vehicles because of the vehicle entry and lack of pedestrian crossings at Wolfe Road. Condition 10 - proposed signs "A" and "B" are not approved according to the finding above. 5. Application ASAC 51,912.1 - Benihana Restaurant Requesting est' review and approval of a new roof mounted sign on an existing building located at Vallco Shopping Center. This item was continued from the July 23 hearing. ASAC Minutes for the Meeting of August 13, 1990 Page -5- 410 Michele Bjurman reviewed the Staff its noting Staff's concern regarding the color board proposed letter colors being in conflict with the existing dark blue tile roof. Jordan Carter, the applicant's sign representative, was available for comments. Mr. Carter provided a variety of panetone color selections for the Ca mnittPe and Staff's review. Staff pointed out that the material board colors were not an accurate depiction of the existing tile roof color nor of the proposed lettering color. DECISION: On a 4 - 1 vote, with Committee Member Lim recommending denial, Application 51,912.1 was continued to the next regular meeting of the Architectural and Site Approval Committee to enable the applicant's representative adequate time to prepare, a color board showing warmer tones compatible with the dark blue roof and showing an accurate depiction of the colors proposed. • 5. Application ASAC 51,913.1 - Tandem Computers Requesting review and approval of exterior building modifications to amend paint colors, refurbish the onsite landscaping, add a new rooftop HVAC system, a new metal parapet extension, additional parking lot lighting, and minor .1 exterior modifications. The project is located at 18800 Homestead Road at the southeast corner of Tantau and Homestead Road. Michele Bjurman reviewed the Staff Report indicating concerns about the reflectability of the proposed metal parapet since a material 1-inard had not boon provided by the applicant, indicating Staff had conditioned the project to paint the parapet to match the proposed building color. Staff indicated it appears as though the HVAC system will not be immediately visible from the adjoining grades, due to the graphic provided by the applicant. Staff did point out that as you moved further away from the site, the angle would change and the HVAC system may, in fact, be visible. Staff addressed the removal of two mature tree species. Anthony Matisi and Gwenythe Soave were present as the applicant's representatives. A material board with the proposed building, parapet and mechanical equipment colors was provided. They pointed out that the line of site drawing was done not taking into account the existing trees which are 10 feet above the roof line and, therefore, the plan as drawn is an accurate depiction and visibility of the HVAC system will not be available. Two of the Conunittcc Members expressed their concerns about the second floor of the existing parking structure and the addition of the two proposed lights creating glare offsite. The applicant's representative referred to Plan E-1 which provides a photometric outlay of the lighting on site, indicating that same offsite lighting would occur on the south side of the parcel and the west parcel, however, indicates that Tandem currently owns and occupies that parcel and additionally the amount of glare is minimal. ASAC Minutes for the Meeting of August 13, 1990 Page -6- DECISION: 4`�` On a 5 - 0 vote, Application ASAC 51,913.1 was approved pursuant to the findings and conditions contained within the Model Resolution with Condition 11 modified and the addition of Condition 12 and 13 as follows: 11. The landscape plan must be certified by a registered landscape architect as being in conformance with the Xeriscape Guidelines prior to the issuance of the building permit. 12. The roof top mounted air handling unit must be painted to match the building color. 13. The proposed lighting shall not encroach into any public right-of-way. 6. Application ASAC 51,910.1 - Arco Gas Station Requesting review and approval to remove and replace an existing service bay entrance door and replace it with an aluminum door with a smog door decal clearance decal and remove the existing building mounted sign and replace it with two building mounted signs and to reface a portion of the existing monument sign. Located at 10625 North DeAnza Boulevard, northwest corner of Valley Green Drive. Michele Bjurman reviewed the Staff Comments and indicated that the proposed side elevation signage was redundant and any northbound traffic on DeAnza Boulevard, would have views of the existing signage on the southeast face. Additionally, Staff pointed out the colors proposed are yellow fascia with blue lettering and recommends approving a Clark blue fascia with yellow letters in order to be consistent with the existing building materials, signage, and also for more compatibility with the•surroundings. Gary McDaniels, the applicant's signage consultant, was available for comment. Mr. McDaniels expressed his request to the Committee that they consider upholding Arcos' request regarding the color palette and the addition of one additional sign. Committee Member Hoxsie pointed out that the Arco station on Silverado (ASAC 51,911.1 - Item 7) had already installed the revised monument sign prior to coming before this Committee for review. DECISION: On a 5 - 0 vote, Application 51,910.1 was approved pursuant to the findings and additions contained within the Model Resolution with the addition of one finding and with the revision of Conditions 11, 12, and 13, and the addition of Condition 14 to read as follows: Finding 2 .- The proposed left side sign is redundant. Condition 11 - The door decal is not approved. Condition 12 - The front elevation colors should be as follows: ASAC Minutes for the Meeting of August 13, 1990 Page -7- ' 0 A. Fascia - dark blue B. Lettering - white or yellow (Refer to color board in ASAC 51,911.1 or 51,910.1) C. The wording "Express Test and Repair" is not approved. Condition 13 - the monument sign colors should be: A. Lettering - dark blue B. Fascia - yellow Condition 14 - the clearance dean 1 is approved with the exception that height, location, and wording information be provided to Staff for their approval prior to issuance of the building permit. 7. Application ASAC 51,911.1 - Arco Gas Station Requesting review and approval to reface existing building and monument sign and to replace an existing service bay entrance door with an aluminum door. The addition of a smog door decal and a clearance decal. Located at 10550 South DeAnz a Boulevard at the southeast corner of Silverado and DeAnza. Michele Bjurman reviewed the Staff Comments outlining that this 1111, application is similar to the prior application ASAC 51,910.1 in that the color layout is yellow fascia with dark blue lettering. Staff is recommending the fascia be dark blue with yellow lettering in order to be more compatible with the building materials and the surroundings. Staff also recommends denial of the decals. Mr. Gary McDaniels, the applicant's representative, was available for comment and again expressed his request to the Commission that they approve his application as proposed. DECISION: on a 4 - 1 vote, with Committee Member WP1er reccntunending denial, Application ASAC 51,911.1 was approved pursuant to the findings and conditions contained within the Model Resolution with Condition 10, 11, and 12 being amended and a new Condition 13 being added as follows: Condition 10 - the approved colors for the building fascia are: a. Dark blue fascia b. Yellow lettering (Refer to color board in ASAC 51,911.1 or 51,910.1.) c. The wording "Express Test and Repair" is not approved. 110 Condition 11 - The door decal is not approved. Condition 12 - The monument sign colors should have a yellow background with dark blue lettering. ASAC Minutes for the Meeting of August 13, 1990 Page -8- Condition 13 - The proposed clearance dera1 is approved, with the exception that height, location, and wording information be provided to Staff for their approval prior to the building permit issuance. 8. Application ASAC 51,909.1 - British Petroleum Gas Station Requesting review and approval to replace an existing canopy with a larger canopy, the addition of four gasoline dispensers and four new yard lights. Located at 21855 Homestead Road on the northeast corner of Highway 85 and Homestead Road. Michele Bjurman reviewed the Staff Comments noting Staff's concern about the over-illumination of the site. Staff indicated the BP lettering, gasoline dispensers, canopy, and yard lights are being proposed for illumination. Additionally, Staff referred to the Municipal Code which discourages signage orientation toward freeways. Rarbara Coenan, the applicant's representative was available for comment. She offered the following comments regarding Staff's recommendation: The BP gas company feels that the internal illumination of the gasoline dispenser bodies is needed for additional lighting of the dispensers themselves. Further, it is felt by the applicant's representative that the aluminum column which are being recommended for denial by Staff is a more attractive and 1111 complementary feature to the site. Miss Coenan provided some additional information regarding the proposed yard lights indicating that they would be metal halide at 16 feet in height and black anodized paint. The Committee reached a consensus that the use of neon lighting along the canopy line was not a needed feature to light the underside but an architectural feature which was not supported. Committee Member Hoxsie pointed out his concern regarding the prior approval of the monument sign for price information, as a condition to that approval, the three additional onsite signs which are reader board signs, were to be removed and have not been done as of yet. DECISION: On a 3 - 2 vote, with Committee' Members Hoxsie and Weber rending denial, Application ASAC 51,909.1 was approved pursuant to the findings and conditions contained within the Model Resolution with Conditions 10, 13, 14, and 15 being amended and with the addition of Condition 16 to read as follows: 10. The (BP) lettering shall be placed on the east elevation only and the letter height is not to exceed 18 inches. 13. The gasoline dispensers shall not be internally illuminated and shall not display the BP logo on the panels of the gas dispensers. ASAC Minutes for the Meeting of August 13, 1990 Page -9- 1110 14. The four yard lights are approved with the condition that lumina re, lamp, and photometric data be provided for Staff approval prior to issuance of the building permit. The yard lights shall be metal halide, with a maximum height of 12 feet. No offsite glare shall occur and the standards shall be painted black anodize. 15. The composite aluminum column covers are approved. 16. Removal of the existing three price signs with the exception of the monument sign must be removed prior to issuance of the building permit. 9. Application ASAC 51,908.1 and ASAC 51,908.2 - Westfield Incorporated Requesting a sign exception and a sign program for an existing regional shopping center. By a 5 - 0 vote, the Architectural Site and Approval Committee continued the item to the next regular meeting because the applicant's representative was not present. APPROVAL OF MINUTES 10. Minutes of the regular ASAC meeting of July 23, 1990 was approved on a 5 - 0 vote with one modification to Item 7 regarding Chairman Gong's statement which should read as follows: 111, Chairman Gong stated that a 3 x 4 wood window trim would be used instead of a 2 x 6. Instead of 2 x 6s around the windows, 3 x 4s would be used. COMMITTEE REPORTS Committee Member Weber, Chairman Gong, Committee Member Lim, and Committee Member Jackson expressed their concern about the legibility of the plans being provided to the Committee and the need for clarity of plans for accurate decision making. Corraittre Member Weber expressed same concern regarding Marchant Travel, located at 10413 Torre Avenue, as a condition of approval for their monument sign, they were to remove the older monument sign and that has not yet been done. Committer Member Lim expressed some concern about the new Monta Vista Park and Sports Center Complex signage that the Parks and Recreation Division installed without the Architectural and Site Approval Committee's review, comment ment and/or approval. Committee Member Hoxsie pointed out that the public right-of-way landscape plans, in front of the Blue Pheasant Restaurant on Stevens Creek Boulevard was reviewed once by this Committee. Comment was given, however, the plan has not came back before the board for final review and apparently, the landscaping is being installed. Committee Member Hoxsie further pointed out that the Allegro Center located on the southwest corner of Rodrigues and South DeAnza Boulevard have installed some four or five retail names to their monument sign and they were not approved for that number of signs. ASAC Minutes for the Meeting of August 13, 1990 Page -10- • 0 STAFF REPORTS Michele Bjurman pointed out the results of two ASAC items. Application ASAC 9-U-83 - the Gregory Group - which was approved by the Architectural Site and Approval Committee was denied by the Planning Commission for the addition of approximately 1,000 square feet per residence in the Seven Springs tract. Further, Application ASAC 51,905.1 - John Terborg - an application requesting an increase in the height of their proposed residence was denied by the Architectural Site and Approval Committee and has been appealed to the City Council for August 20, 1990.
