The meeting was called to order at 8:35 PM by Chairman Gong. Salute to the Flag. ROLL CALL Present Members: Chairman Gong, Jackson, Lim, and WeFimr Absent Members: Hoxsie Staff Present: Tom Robillard, Planner I POSTPONEMENTS AND ADJUSTMENTS TO THE AGENDA ORDER: Item 1) APPLICATION ASAC 51,835.2 - ROBE'RT' TFE & ASSOCIATES Withdrawn WRITTEN AND VERBAL COMMUNICATIONS: - None FORMAL REVIEW: Item 2) APPLICATION ASAC 51,846.2 - PACIFIC WATER WORKS Requesting review and approval to modify a planned development and sign program for an existing retail center located at 10495 S. DeAnza Boulevard, the northwest of S. DeAnza Boulevard and McClellan Road. By a 4 - 0 vote, this item was moved to the last item of the meeting due to the applicant not being present. Item 3) APPLICATION ASAC 51,901.1 - CUPERTINO ELECTRIC Requesting review and approval to install five new lighting fixtures in an existing parking lot located at 20605 Valley Green Drive. By a 4 - 0 vote, this item was moved to the last item of the • meeting due to the applicant not being present. • h• ASAC MINUTES FOR THE MEETING OF JUNE 25, 1990 PAGE -2- APPLICATION ASAC 2-U-87 - REDEEMER LUTHERAN CHURCH Requesting review and approval to modify a previously approved storage shed at an existing church located at 940 S. Stelling Road, southeast corner of Stelling Road and Jollyman Lane. Tarn Robillard reviewed the Staff Comments stating that the applicant wished to place this previously approved storage shed back 23 feet closer to the rear property line. Mr. Robillard stated that he had no problems with the new location since it met the requirements of the R1 Ordinance for detached acrpssory structures. He also stated that the adjoining neighbors had been notified of this meeting. Bud Dowd of Redeemer Lutheran Church reviewed Staff Comments and answered questions of the committee members. In response to the committee members' question, Mr. Dowd explained that the reason why the church wanted to relocate the storage building was that they could have more room for a future picnic area. The general consensus from the committee members was favourable with the application as proposed. DECISION: On a 4 - 0 vote, Application ASAC 2-U-87 was approved pursuant to the findings and conditions contained in the Model Resolution. Item 5) APPLICATION ASAC 46-U-87 - WATKINS COMMERCIAL PROPERTIES Requesting review and approval of a precise landscaping plan for a previously approved retail center located at the north side of Stevens Creek Boulevard between Bandley and Saich Way. Tom Robillard reviewed the Staff Comments noting that ASAC had continued this item previously in order for the applicant to revise the landscaping plans to meet the Xeriscape Guidelines. He also noted that the applicant had conformed to the Xeriscape Guidelines and had submitted a letter certifying to that fact. Mr. Robillard statP7 that the application was for the interior landscaping only, excluding the landscaping fronting Stevens Creek Boulevard. James Jesser, landscape architect, reviewed the Staff Comments and answered questions of the committee members. He notcd that he was under the impression that since the landscaping fronting Stevens Creek Boulevard met the Xeriscape Guidelines that it would be approved at this time. Mr. Robillard clarified the situation stating that the Public Works Department and Planning Department were working on a model streetscape plan which would be used throughout the crossroads ® area. The general consensus of the committee members was that the resubmittal conformed to the Xeriscape Guidelines and was acceptable as proposed. ASAC MINUTES FOR THE MEETING OF JUNE 25, 1990 PAGE -3- DECISION: On a 4 - 0 vote, Application ASAC 46-U-87 was approved pursuant to the findings and conditions contained in the Model Resolution. Item 6) APPLICATION ASAC 3-U-90 - CROUTON'S INCORPORATED Requesting review and approval of a precise landscaping plan in building colors for an approved restaurant at an existing building located at 10100 S. DeAnza Boulevard, approximately 400 feet from the southeast corner of Stevens Creek Boulevard and DeAnza Boulevard. DECISION: By a 4 - 0 vote, this item was moved to the last item of the meeting due to the applicant not being present. APPLICATION ASAC 5-U-90 - TACO BFT�T, Requesting earlyreview of a Item 7) Requ frig use permit for a free-standing fast food restaurant located at the northe'st corner of DeAnza Boulevard and Bollinger Road. Tarn Robillard reviewed the Staff Comments asking for ASAC's comments on architecture, landscaping, and site layout of the proposed restaurant. He noted that the location was at a gateway entry to the City. He noted that the proposed architectural style proposes no architectural interest which enhances the • gateway appearance. Will Harris, Taco Bell, reviewed Staff Comments noting that since Staff was not recommending approval of the use permit, there has been no interaction between Staff of the architectural style that might be acceptable. Mr. Robillard further explained that even though Staff was not recommending approval that since the applicant had submitted his application, the City has the obligation to process the application through the various committees and commissions. After discussion, the general consensus of the committee members was that the proposed architecture and the various other styles which were presented did not meet the upscale intent of Cupertino. They recommended that if the proposal is approved, the applicant return with architectural style that is very upscale and also with photos of other "upscale" Taco Bell restaurants. FORMAL REVIEW Item 2) APPLICATION ASAC 51,846.2 - PACIFIC WATER WORKS On a 4 - 0 vote, this application was continued to the meeting of • July 9, 1990 due to the applicant not being present. ASAC MINUTES FOR THE MEETING OF JUNE 25, 1990 PAGE -4- Item 3) APPLICATION ASAC 51,901.1 - CUPERTINO ELECTRIC Tenn Robillard reviewed the Staff C nunents noting that the proposed lighting fixtures meet City standards as far as lighting intensity, but suggest that shields be provided to eliminate all off-site glare. Jeff Thiede, Cupertino Electric, reviewed Staff Comments and answered questions of the committee members. The general consensus of ASAC was the application was acceptable as proposed. DECISION: On a 4 - 0 vote, Application ASAC 51,901.1 was approved pursuant to the findings and conditions contained in the Model Resolution. Item 6) APPLICATION ASAC 3-U-90 - CROUTON'S INCORPORATED Tom Robillard reviewed the Staff Comments noting that this application had been continued from the June 11 meeting in order for the applicant to provide more drawings of the landscaping plan. He further noted that the previous meeting, ASAC had agreed that the palm trees should remain at the building, and the • previous "rendering colors" should be used for the building. He noted that the City Council direction was for no palm trees and for the building colors to be more compatible with the City Center office buildings. He suggested that if the consensus of ASAC was not to allow palm trees, a species such as eucalyptus, birch, or cypress for which there are several species to choose from, should be used. Jamis MacNiven and Roxie Rapp, Crouton's Incorporated, reviewed Staff Comments and reviewed what they believed to be the consensus of ASAC at the June 11 meeting. Mr. Rapp stated that due to the architecture of the building, tall, symmetrical trees were needed in order to "ground" the building and to provide natural interest. He stated that palm trees were the most appropriate trees to provide that purpose. Pat Jackson stated that she would abstain discussion due to possible conflict of interest. Chairman Gong and committee members Lim and Weber agreed that palm trees were the most appropriate trees for the site and that any other trees would pose maintenance problems and/or detract from the aesthetics of the building and the City Center office buildings. There was also a consensus that the proposed "rendering" color as proposed was compatible with the City Center office building, and also provided interest to an otherwise dull building. ASAC NINtJITS FOR THE MEETING OF JUNE 25, 1990 PAGE -5- 1110 DECISION: On a 3 - 0 vote with Committee Member Jackson abstaining, Application ASAC 3-U-90 was approved pursuant to the findings and conditions contained in the Model Resolution with Condition 13 added to read as follows: The approved colors shall consist of the two "rendering" colors and accent color as displayed on a material board dated April 23, 1990 of 3-U-90. APPROVAL OF MINUTES On a 4 - 0 vote, the Minutes of May 29, 1990 were approved with no modifications. On a 2 - 0 vote, the Minutes of June 11, 1990 were approved with no modifications. COMMITTEE REPORTS Committee Member Jackson asked if Staff would provide the findings which City Council made for approving the Tandem freeway-oriented sign which was recommended for denial by ASAC. REPORT OF STAFF • Tom Robillard stated that an appeal was granted to the All American Shopping Center for installing shrubs in a landscaping planter behind the retail center in which ASAC had approved. He explained that the reasons for this were that due to the location of the planter and the problems of maintaining and irrigating the planter, the City Council felt that it was not necessary and did not contribute to the abatement procedures in which this had started. Mr. Robillard then handed out the visual design guidelines for Route 85, West Valley corridor for discussion on the July 9 meeting. ADJOURNMENT At 10:20 p.m. to the next regular meeting to be held on July 9, 1990 at 7:30 P.M., Conference Room A of City Hall.
