SUMMARY MINUTES OF THE RFX UTAR MEETING OF THE ARCHTIECTURAL
AND SITE APPROVAL COMMITTEE OF THE CITY OF CUPERTINO FOR
MAY 14, 1990, MEETING HELD IN CONFERENCE ROOM A, CITY
HALL, AT 10300 TORRE AVENUE, CUPERTINO, CALIFORNIA.
The meeting was called to order at 7:35 PM by Chairman Gong.

ROLL CALL
Present Members: Chairman Gong, Hoxsie, Lim and Jackson

CONSENT CALENDAR:
1. APPLICATION ASAC 9-U-83 - CENTRAL FIRE DISTRICT Requesting review of
a monument sign located at the southeast corner of S. Stelling Road
and Seven Springs Parkway.
Tom Robillard reviewed the Staff Comments noting that Staff had no
concerns with the proposed sign and that this was an informational
item only requiring no ASAC decision. The general consensus from the
Commissioners was there was no problem with the proposed sign.
INFORMAL REVIEW
2. APPLICATION ASAC 51,892.1 - JOHN RAYDEN Requesting review and
approval of a planned development sign program for an existing office
building located at 19400 Stevens Creek Boulevard, approximately
350 ft. east of Stevens Creek Boulevard and Miller Avenue.
Tom Robillard reviewed the Staff Comments noting that Staff had
concerns with the size of the sign and requested it be reduced to no
more than 50 square feet per side. He also noted that one lettering
style should be chosen in order to achieve a uniform looking sign.
John Rayden, owner, and Steve Yang, architect, reviewed Staff Continents
and answered questions of the Commission. Mr. Rayden requested the
sign allowed to be no more than 6 feet high instead of being
restricted to 5 feet.

410 The general consensus from the Commissioners was that the sign should
be reduced to no more than 50 square feet and that the monument sign
should have exterior lighting instead of interior lighting.
Commissioner Hoxsie stated that he would prefer to see one
double-sided sign instead of a V-shaped sign.
DECISION:
On a 3-1 vote, with Commissioner Hoxsie voting no, Application ASAC
51,892.1 was approved pursuant to the findings and conditions
contained within the Model Resolution with Condition 10 and 12
modified and 13 added to read as follows:
10. The height of the sign shall not exceed 6 ft. with the
overall size of the sign not exceeding more than 50 sq. ft.
per side.
12. One of the five lettering styles indicated on Sheet A-4
shall be chosen as a uniform lettering style for all tenant
names.
13. The monument sign shall have external lighting with type and
intensity approved by Staff. The monument sign shall not
have internal lighting.
FORMAL REVIEW
3. Application ASAC 51,894.1 - GTE Mobilnet Requesting review and
approval of an antenna tower located in a mini-storage site adjacent
to the 280 freeway and Mary Avenue.
Tom Robillard reviewed the Staff Comments noting that the adjacent
residents had been notified and that the antenna meets all the
requirements of the height ordinance.
Cole Newman, GTE Mobilnet, reviewed staff comments and answered
questions of the Commission.
The general consensus of the Commission was that the antenna was
acceptable. Commissioner Jackson questioned whether the height
ordinance as referenced had not been updated within the past few
years. Mr. Robillard replied that this was the only ordinance
regulating antennas.
DECISION:
On a 4-0 vote Application ASAC 51,894.1 was approved pursuant to the
findings and conditions contained in the Model Resolution.
4. Application ASAC 46-U-87 - Watkins Commercial Properties Requesting
review and approval of site landscaping for a previously approved
• retail center located in the Target Center at the northwest corner of
Stevens Creek Boulevard and Bandley Drive.

' Tarn Robillard reviewed the Staff Comments noting that the approval is
for the interior portion of the site only and that the Stevens Creek
Boulevard frontage would be reviewed at a later time. He also noted
his concerns of the landscaping plan conforming to the xeriscape
guidelines.
James Jesser, landscape architect for Watkins Development, reviewed
Staff Comments and answered questions of the Commission.
The general consensus of the Commission was that the landscaping plan
should conform to the xeriscape guidelines, and once changes are made,
the new plans should be reviewed by ASAC.
DECISION:
By a 4-0 vote Application ASAC 46-U-87 was continued to a time
uncertain.
EARLY REVIEW OF USE PERMIT
5. Application 10-U-90 - Smith and Smith Architects (Wells Fargo)
Requesting early review of a use permit for a 558 sq. ft. addition
with five new ATM machines at an existing bank located at 10260 S.
De Anza Boulevard, southeast corner of De Anza Boulevard and Rodrigues
Avenue.
Tam Robillard reviewed the Staff Comments and outlined the scope of
work for the proposed project.
Rick Smith, architect for Wells Fargo, reviewed the Staff Comments and
answered questions of the Commission.
The general consensus of the Commission was that ingress/egress
easement to the adjoining properties should be required and that ASAC
should have final review of landscaping and lighting.
6. Application 11-U-90 - Sobrato Development Corporation Requesting
early review of use permit to construct a 785,000 sq. ft. net
industrial office complex consisting of six buildings to be developed
in two phases, located at the southeast quadrant of N. De Anza
Boulevard and the I-280.
Tarn Robillard reviewed the Staff Comments noting that special
attention should be given to the proportion and detailing of the
glassed entry projections, the exrpssive use of green glass and white
panels, the extensive use of lawn area in non-functional locations,
and the water feature, which appears to conflict with the xeriscape
guidelines.
Bill Burns of Sobrato Development reviewed the Staff Comments,
reviewed the scope of work for the proposed project, and answered
• questions of the Commission.

41110 The Commission had three general concerns:
1. Provide vertical relief or movement in order to soften
appearance of the sides of the building.
2. Provide more human scale and proportion to the main entrance
features.
3. The water element and lawn area should be reduced to conform
to the xeriscape guidelines.
Commissioner Lim suggested that a portion of the office complex be
dedicated or used as a meeting or convention site.
APPROVAL OF MENUI'F5
7. Minutes of the regular ASAC meeting for April 9, 1990 were approved on
a 4-0 vote with one modification, Bob Hoxsie is spelled wrong.
Minutes of the regular ASAC meeting for April 23, 1990 were approved
on a 3-0 vote with Commissioner Jackson abstaining and three
modifications: 1) Bob Hoxsie is spelled wrong, 2) the vote on Item 1
is 2-1, and 3) Commissioner Lim's statement on Item 1 to include
"Trash Problems."
COMMITTEE REPORTS
® Commissioner Hoxsie reported on the Mayor's luncheon and recommended that
an additional item be added to the agenda informing of results of City
Council actions on ASAC issues.
STAFF REPORTS
Tam Robillard explained the process which would be taken in order to
enforce the number of non-conforming neon signs throughout the city. He
reminded the ASAC Commissioners of the joint City Council/Planning
Commission/ASAC meeting of May 29 and explained that the purpose of the
meeting is to discuss means to streamline the review process.
ADJOURNMENT
At 10:25 p.m. to the next regular meeting to be held May 29, 1990 at 8:30
p.m., Conference Roam A, City Hall.
