SUMMARY MINUTES OF THE REGULAR MEETING OF THE ARCHITECTURAL
AND SITE APPROVAL COMMITTEE OF THE CITY OF CUPERTINO FOR
APRIL 23, 1990, MEETING HELD IN CONFERENCE ROOM A, CITY
HALL, AT 10300 TORRE AVENUE, CUPERTINO, CALIFORNIA
The meeting was called to order at 7:34 P.M. by Chairman Gong.

ROLL CALL

FORMAL REVIEW
Item 1) ASAC 51-890.1 - J. A. Moreinq Requesting review and approval of
a landscaping plan behind a multi-tenant retail building located
at the northwest corner of Blaney Avenue and Bollinger Road.
Tam Robillard reviewed the Staff report noting that the
applicant and the adjacent residents had met and agreed that no
trams should be planted in the subject landscaping strip due to
the trees blocking views. Mr. Robillard concluded stating that
in keeping with the City Council directions, landscaping should
be planted in the planter with several 15 gallon shrubs to be
approved by Staff.
Ken LaPointe, J. A. Moreing, commented on Staff's recommendation
stating he had met with the adjoining residents and would like
to see the landscaping strip paved with concrete or filled in
with gravel. This is to help curtail a rodent problem and
provide a no-maintenance area which is not seen from any public
right-of-way.
Mr. Hinders (Dave and Rose Hinders, 10775 La Roda Drive)
explained that they would not like to see tall trees in the
planter area which would block their view of the hills. They
also expressed concern with the area being used for storage.
Elly Werner (20076 La Roda Drive) stated that tall trees were
not acceptable, but low shrubs, such as oleanders, should be
required to be placed there.

• Commissioner Hoxsie stated he would like to see planting there,
but expressed concerns regarding the type of irrigation which
would be used in the planter strip.
Commissioner Lim stated he would prefer not to have any
vegetation due to the rodent problem, possible maintenance
problems, and trash problems.
Chairman Gong stated the issue was really a trash problem and
not a landscaping problem, but did agree that landscaping should
be placed in the planter strip.
Decision:
On a 2 - 1 vote, with Commissioner Lim voting no, Application
ASAC 51,890.1 was approved pursuant to the findings and
conditions contained within the Model Resolution, with Condition
10 modified to read as follows:
10) The applicant and the owner of 10775 La Roda Court shall
agree upon a species of low shrub to be placed in the
subject planter with final approval by Staff. The shrub
species shall not grow higher than 8 feet, be compatible
with direct sunlight, and have a low water usage.
Item 2) Application ASAC 51,891.1 - Tandem Computers Requesting review
and approval to modify a planned development sign program for an
industrial office complex located at 19191 and 19333 Vallco
Parkway, north of the intersection of Vallco Parkway and Finch
Avenue.
Tam Robillard reviewed the Staff report noting that Signs #1 and
2 of 19333 Vallco Parkway and Sign #2 of 19191 Vallco Parkway
were the only signs requiring ASAC approval. All other signs
are exempt from ASAC review. He also stated Sign #1 of 19333
Vallco Parkway could not be approved due to its location in the
visual site triangle. He further explained the compromise which
meets city standards and the needs of Tandem Computers.
Claire Wild, Sign Classics, further explained the compromise
situation and answered questions of the Commissioners.
Bob Hoxsie stated he was concerned with the height of sign #2 at
both locations.
Decision:
On a 3 - 0 vote, Application ASAC 51,891.1 was approved pursuant
to the findings and conditions contained in the Model
Resolution, with Condition 9 modified to add Exhibits dated
April 23, 1990, and Condition 10 deleted.

• Item 3) Application ASAC 10-U-89 - Mariani Development Corporation
Requesting review and approval of a comprehensive landscaping,
sidewalk, lighting, fencing, and signage plan for a 147 unit
towwnhome development located at the southeast corner of DeAnza
Boulevard and Homestead Road.
Tom Robillard reviewed the Staff comments noting changes made
from the previous informal ASAC review to the new submittal. He
stated the approval will be for all of Phase i in which Phase IA
will be used as a model.
Vince Lattanzio, Carducci Associates, and John Delmare, Mariani
Development, reviewed Staff comments, and further explained the
landscaping, sidewalk, fencing, lighting, and signage concept of
the submittal. They answered questions of the Commissioners.
The general consensus of the Commissioners was that the
landscaping, fencing, and lighting were acceptable as proposed.
The transition of the sidewalk along north DeAnza Boulevard from
a 10 foot setback to 0 setback should be smoothed out with the
10 foot setback extended as far as possible down DeAnza
Boulevard. Commissioner Hoxsie stated his concern with the size
of the entry sign off Blue Jay Drive.
Decision:
On a 3 - 0 vote, Application ASAC 10-U-89 was approved pursuant
to the findings and conditions contained in the Model Resolution
with Condition 9 and 11 modified to read as follows:
9) The approval is based on Exhibits L1 through L6 dated
November 7, 1989. L1 through L5, L10 through L14, L17
through L19, and L26, dated March 30, 1990, L15, L16, L20,
L21, and L28, dated April 23, 1990. Street lighting detail,
dated April 23, 1990, and material and color board dated
April 17, 1989, except as may be amended by the conditions
contained herein.
11) The location of the sidewalk and landscaping on north DeAnza
Boulevard shall be modified to make a smoother transition
where the sidewalk meets the curb while attempting to
maintain a 10 foot sidewalk setback as far as possible.
Item 4) Application 3-U-90 - Crouton's Incorporated - Requesting review
and approval of a comprehensive landscaping plan and building
colors for an approved restaurant in an existing building
located at 10100 South DeAnza Boulevard approximately 400 feet
from the southeast corner of Stevens Crock Boulevard and DeAnza
Boulevard.
Tarn Robillard reviewed the Staff comments noting the changes in
the landscaping design and the new proposed color palette.

• Jarvis MacNivan, Roxie Rapp, and Chuck Hammers, Crouton's
Incorporated, explained the changes which were made and
answered questions from the Commissioners.
The general consensus of the Commissioners was that redwood
mulch should replace the proposed tanbark chips in the
landscape planters. Also, the proposed colors were acceptable.
Decision:
On a 3 - 0 vote, Application ASAC 3-U-90 was approved pursuant
to the findings and conditions contained in the Model
Resolution, with Condition 9 modified replacing January 30,
1990 with April 23, 1990, Condition 10 changed to Condition 12
and Condition 10 and 11 added to read as follows:
10) The proposed redwood bark chips shall be replaced with
redwood mulch or similar material.
11) The irrigation system shall be certified by a registered
landscape architect as to its conformance with the
xeriscape guidelines. The system shall be approved by
Staff prior to installation.
EARLY REVIEW OF USE PERMIT Item 5) Application 8-U-90 - -Hillview Bible Church Requesting early
review of a use permit for a two-story 2,580 sq. ft. classroom
addition located 1160 South Stelling Road, approximately 100
feet north of the intersection of Stelling Road and Robindell
Way.
Tom Robillard reviewed the Staff comments noting that ASAC's
comments and suggestions will be included in the Staff report
to the Planning Commission.
Kurt Useldinger, architect, Edward Ripley, and Christine
Westwood, Hillview Bible Church, explained the project, noting
that they had worked with Staff, which had led to the proposed
submittal.
Commissioner Hoxsie stated that a gabled roof would not cause a
visual problem due to the location of the addition. He noted
that the landscaping treatment at the Hollyhead Lane entrance
will be very important for the screening and visual aspect of
the addition. He also noted that larger trees along the side
of the building would look better than the proposed trellis
work.

Commissioner Lim agreed that larger trees should replace the
trellis work. He also noted his concerns with the second floor
window treatment stating that fewer but larger windows should
be placed on the second floor. He stated that he did not like
the horizontal trellis work, but stated that the corner trellis
work should remain.
Chairman Gong stated that there should be consistency between
the two other buildings. He stated that a law gabled roof
should be added to the addition which would be consistent with
the adjacent building, and also that it would add some interest
to the second story element. He noted that clerestory windows
could be added to the roof's structure in order to allow
additional lighting in the building.
The general consensus was that a low gabled roof, similar to
that of the adjacent building, should be added in order to add
interest to the second story element. In addition, larger and
taller trees should be placed adjacent to the proposed
addition, replacing the trellis work. Lastly, the window
treatment for the second story element should be modified in
order to add some interest.
APPROVAL OF MINUTES:
• Item 6) On a 3 - 0 vote, approval of the minutes of the regular meeting
of April 9, 1990 were continued to the meeting of May 14, 1990.
COMMITTEE REPORTS:
Review of signage:
Commissioner Lim requested that Staff report back to ASAC on a solution
and possible course of action for dealing with neon signs throughout the
City.
ADJOURNMENT:
At 10:45 PM to the next regular meeting to be held May 14, 1990 at 7:30
PM, Conference Roam A, City Hall.
