ROLL CALL Present Members: Vice Chairwoman Jo •n, Lim and Newton Absent Members: Chain Gong and Hoxsie Staff Present: Tom Robillard, Planner I Michele Bjurman, Planner I FORMAL REVIEW: ® Item 1) APPLICATION ASAC 20-U-89 - JOSEPH PARK ASSOCIATES Requesting review and approval of the final building colors on an eleven (11) unit towniome development located at 10100 Vista Drive, approximately 400 feet north of Stevens Creek Boulevard. Tam Robillard reviewed the Staff Report and displayed the color board. In response to Vice Chairwoman Jackson's question of how the colors fit with the adjoining neighborhood, Jim Sisk, Project Developer, stated that he felt the general color theme fits well with the adjoining neighborhood. On a 3 - 0 vote, Application ASAC 20-U-89 was approved per the findings and conditions contained within. the Model Resolution. Item 2) APPLICATION ASAC 51,392.22 - REEL GR0BMAN AND ASSOCIATES Requesting review and a•• .1 to modify an existing planned development sign program located at the north east quadrant of N. De Anza Boulevard and Marian Drive. Tan Robillard reviewed the Staff comments stating the size of the monument sign was very large and requested it be reduced by half its size due to the fact that this was a second monument sign on a secondary street. He also stated that the tree to be removed should be transplanted instead. ASAC MINUTES FOR THE MEETING OF MARCH 26, 1990 PAGE -2- Dave Hill, Motorola, and Mimi Hu, Reel Grobman and Associates • explained the reasons for needing the new sign and justified the need for the larger monument sign. They also answered questions from the ASAC O mi ncioners. In response to Mimi Hu's requestlfor leeway in regards to the size of the monument sign, Vice Chairwoman Jackson suggested that the height of the sign be between 5 feet and 6 feet high. On a 3 - 0 vote, ASAC 51,392.22 was approved per the findings and conditions contained within thel Model Resolution with conditions 10 and 11 modified to read as follows': 10. The monument sign shall be 5 feet to 6 feet high and 9 feet wide in order to provide,lproportion to the sign. • 11. A new tree shall be Flplanted to replace the tree being removed. The final placement and type of tree shall be subject to Staff review. 3) APPLICATION 28-U-88 - LANDMARK DEN/MOMENT Requesting review and approval to revise the approved landscaping plan for a 36 unit townhane development located on Gardensidel Lane, north of Prospect Road. Tan Robillard reviewed the Staff canments stating the proposal is • inconsistent with the Xeriscape 'delines for turf areas. He also stated that a letter, from a registered landscape architect, should be required certifying that the lawn is a low-water usage and drought tolerant species, if the Commission approves this application. Larry Guy explained and justified the'', for lawn and answered questions fraam the ASAC Commissioners. The consensus from the Commissioners was that they would like to see something more specific fran the landscape architect certifying the water usage and drought tolerance level of the lawn. On a 3 - 0 vote, ASAC 28-U-88 was approved per the findings and conditions contained with the Model Resolution with the Finding 1 and Condition 10 modified as follows: 1. The Olympic Tall Fescue has an equal or greater drought tolerance level and requires no more than 20% of the current water usage of the FragariaChiloiensis it is replacing. 10. The applicant shall have a registered landscape architect certify that the repla t sod has an equal or greater drought tolerance level a water requirement not exceeding 20% than the previously approved Fragaria Chiloiensis (Sand SLLdwberry) . Zr ASAC MINUTES FOR THE MEETING OF MARCH 26, 1990 PAGE -3- 111 EARLY REVIEW OF PLANNED DEVELOPMENT USE PERMIT APPLICATION: Item 4) APPLICATION 7-U-90 - TERRY BROWN CONSTRUCTION Requesting early review of a planned development use permit to construct a 3,900 square foot office/commercial building with two (2) residential units and related site improvements. Town Robillard reviewed the Staff comments explaining the requirements of the Monta Vista Design Guidelines and explained the circulation plan, an interim solution until the adjoining parcels are redeveloped. Mr. Al Fuentes, 10744 Santa Lucia Road, stated that this application should be denied. His reasons: The construction practices of Mr. Brown's development on McClellan Road has disrupted the adjoining neighborhoods due to the garbage being left and littered throughout the neighborhood and the fact that the workers are blocking the streets causing traffic problems. Mr. Fuentes is concerned that these same practices will be used on the Orange Avenue site. Mr. Brawn responded that he was unaware of Mr. Fuentes concerns and would try to resolve these problems as soon as he could. The general consensus of the Q anissioners was that they agreed O with the Staff comments and thought the smaller five (5) foot frontyard setbacks should be used. COMMITTEE REPORTS: The Commissioners asked Staff to look into the reasons ASAC had not reviewed the landscaping plans for the Quinlan Center stating they thought it was made clear that ASAC would review all public works type projects for landscaping and architecture.
