March 12, 1990 CITY OF C3JPERTrINO 1110 10300 =IRE AVENUE, CUPERIINO, CALIFORNIA 95014 (408) 252-4505 SUMMARY MINUTES OF THE RDGULAR MEETING OF THE ARCHITECTURAL AND SITE APPROVAL COMMITTEE OF THE CITY OF CUPER1INO FOR MARCH 12, 1990, MEETING HELD IN CONFERENCE ROM A, CITY HAIL, AT 10300 'TORRE AVENUE, CUPERTINO, CALIFORNIA The meeting was called to order at 7:35 P.M. by Chairman Gong. Salute to the Flag. ROLL CALL Present Members: Chairman Gong, Hoxsie, Lim and Jackson Absent Members: Newton Staff Present: Tom Robillard, Planner I Mark Caughey, City Planner CONSENT CALENDAR None FORMAL REVIEW Item 1) ASAC 28-U-88 - Landmark Development Requesting review and approval for perimeter fencing and sound wall to an approved planned tawnhome development located on Gardenside Lane, north of Rainbow Drive. Tan Robillard reviewed the Staff report noting design, style and materials for the proposed walls. Larry Guy, Laixbnark Development, answered questions of the (Yxmni csion. Issues: - Landscaping next to wall opposite the new development. - Textures of the pilasters. - Maintenance and painting of the wall. On a 4 - 0 vote, Application ASAC 28-U-88 was approved per the findings and conditions contained in the Model Resolution, with 41, the following conditions modified to read as follows: 11. The finish color and textures of the pilasters shall be the same as the wall portion. Tcm Robillard reviewed the Staff report pointing out Staff concerns and reviewed r y proposed modifications to the exhibits. Mr. Robillard reviewed current Ordinances applicable to the site and suggested tti'at the recently proposed lighting be reviewed and approved by Staff for to construction permits. Robert King and Cecilia Martinez, Designers Collective, rented on Staff concerns and answered questions of the c' mniQsion. Mr. King indicated that he is willing to work with Staff and satisfy their Issues: - Replacing Liquid Amber Styraciflua Tree with a tree requiring less maintenance. - The amount, location, and'iheight of proposed signage. - Amount and intensity of lighting. - Amount of landscaping adja t to and on Prospect Road. Decision: On a 4 - 0 vote ASAC 51,889.1 was approved per the findings and conditions contained within the Model Resolution with the following conditions modified and added to read as follows: 12. This approval permits one (1) monument sign as indicated on sheet 49.1 and shall consist of the same square footage as the existing monument sign. Also, permits three (3) ,building mounted signs including one (1) name identification sign, and two (2) chevron Logos limited to 'twelve (12) inches in height. These may be located on the spanner, building or canopy. 15. All vehicles being repaired or kept on the site shall be kept in designated parking stalls. Storage and repair of vehicles outside designated areas is prohibited, subject to Chapter 11.29 of the Municipal Code and Use Permit 19-U-87. The applicant shall work with Staff to • o 'de more spacing but shall be limited to no more than ten (10) spaces including a handicap parking stall. • . 1. The Escolonia plant, as indicated on sheet L-1.1., shall be replaced with plants requiring less water. • The fifteen (15) gallon Liquid Amber Styraciflua shall be replaced with an appropriate drought-tolerant tree requiring less maintenance and of similar size. Said trees shall be approved by Staff at the building permit stage. 18. The trash enclosure gate shall be constructed of steel board and batten, designed and painted to look like wood. 19. Lighting for the mcmu ent spanners and canopy shall be reviewed and approved by Staff for conformance with City standards. 20. A drip irrigation system for the narrow landscaped areas shall be explored. If Staff finds the system to be inappropirate, low-flow spray heads requiring less then .85 gallons per hour evaporation rate shall be used. The trees shall be irrigated with a bubbler system. The landscape planter on the west side of the site shall be expanded to integrate with the wheel stops. The landscape planter adjacent to the bus stop, on Prospect Road, shall be expanded with final approval determined by Staff. CONIKEEPEE REPORTS: Item 3) Member Hoxsie reported on the Xeriscape Conference noting the main points and discussions of the conference. NEW BUSINESS: Item 4) File reference 51,868.1 and 36-FA-89, City of Cupertino Xeriscape Guidelines. Discusssion of proposed low-water usage landscaping guidelines for new and substantially remodeled developments. Mark Caughey, City Planner, reviewed the guidelines pointing out changes that were made on the second draft. Mr. Caughey answered questions and reviewed comments by the Commissioners.
