Enclosure - Project Plan Set COMMENTS No design review concerns INFORMAL REVIEW ITEM 3) APPLICATION ASAC 25-U-86 -- ST ANDREW'S ARMENIAN APOSTOLIC CHURCH Requesting approval of landscaping for a new church site, as required by Use Permit conditions of approval. The project is located on the East side of Stelling Road, 450 ft. North of Shadowhill Lane. Enclosure - Landscape Diagram dated 7-22-88 COMMENTS A) Review criteria specified in Condition 15 of 25-U-86; the first two points under the . condition are satisfactorily resolved on the Exhibit B) Planting of box scale trees in neighboring rear yard not indicated C) Trees planted within street frontage setback must be 15 gc minimum initial size, shrubs must be 5gc initial size, according to Policy 2-11 of the General Plan Land Use Element INFORMAL REVIEW OF USE PERMIT APPLICATIONS ITEM 4) APPLICATION 28-U-88• LANDMARK DEVELOPMENT Requesting approval of a Use Permit to construct 55 single family residential townhomes on the east side of Gardenside Lane, northerly of Rainbow Drive. Enclosure - Project Plan Set (16 Sheets) STAFF COMMENTS -- MEETING OF October 24, 1988 II Page 11 COMMENTS A) Project density's influence on design factors -- number of units and three story configurations result in: - Canyonlike effect upon interior streets spaces - Minimal front yard landscaping and extensive pavement throughout the project - Minimal separation between units B) Street pattern is strongly rectilinear and unimaginative; curvilinear streets could be used to heighten visual interest within the project C) Architectural elements seem highly eclectic: Doric columns are mated with mission roof tiles and arabesque windows, which are in turn joined by modern muntin windows; resulting architectural character is ambiguous D) Model A & B; Dwelling entries seem highly compressed -- garage doors predominate the streetscape E) Classical pediment entry to Model D is out of scale to the facade, and is not in context with the building's otherwise modern forms and materials FORMAL REVIEW ITEM 5) APPLICATION ASAC 51,819.1 -- KOBZA ASSOCIATES (PIZZERIA UNO RESTAURANT) Requesting approval of a sign program for a freestanding restaurant building located on the south side of Stevens Creek Blvd., 200 feet east of Blaney Avenue (199330 Stevens Creek Blvd.) Enclosure - Sign Program Sheet dated 9/15/88 - Model Resolution COMMENTS A) Site does not the meet the "200 Rule" (112' frontage; 71' setback) to qualify for a ground sign display. In April, 1987, ASAC approved the "Fortune's" ground sign on this site because of: - the flexibility provided by Planned Development zoning - Fortune's decision to forego concurrent display of a building mounted sign B) The Fortune's ground sign was 8 feet tall, with 34 s.f. per face; the present proposal is 8 feet high with 49 s.f. per face. C) Proposed parapet sign exceeds 70% of the length of the surface to which attached; staff suggests that approval of the freestanding display at a larger size than that of the former Fortune's sign should preclude use of a building sign. D) Proposed neon window display should be lighted only during business hours E) If ground sign display is approved, street numbers should be added, and shrubs planted to conceal concrete base. F) Illuminated entry/exit signs implicitly required by Use Permit Condition 22 requiring exit driveway to SCB to be well -marked. RECOMMENDATION Approval according to the findings and conditions stated in the Model Resolution. ITEM 6) APPLICATION ASAC 51,820.1 -- MARIANI GROUP Requesting approval of a sign program for a new, multitenant commercial center at the southwest corner of De Anza Blvd. and Homestead Road. STAFF COMMENTS -- MEETING OF October 24, 1988 Page - 3 - Enclosure - Sign Program Sheet dated 09/01/87 - Model Resolution COMMENTS A) Proposed sign program specifications are as follow: Sign Type: Channel Letter Mounting Location: Fascia arcade projection Sign Size Maximums: 18" Letter height, Length not exceeding 70% of the length of the fascia mounting surface Color: (Applicant to supply face and return color specifications at ASAC meeting) B) Staff suggests additional criterion limiting tenants with more than one frontage to one fascia mounted display only. RECOMMENDATION Approval of proposed sign program according to the findings and conditions contained in the attached model resolution. ITEM 7) APPLICATION ASAC 51,659.11 -- SRI SERVICES Requesting approval of a sign program for a gasoline service station with convenience market located on the west side of Saratoga Sunnyvale Road north of Rainbow Drive.(1325 S. Saratoga Sunnyvale Rd.) Enclosure - Sign Program Sheets dated 10/17/88 - Model Resolution COMMENTS A) Building Mounted Signage: Section 17.24.050 limits businesses identified by a ground sign to display only one building mounted sign, and only one sign on any side of the building. Applicant's proposal exceeds these limitations. B) Ground Sign: Section 17.24.070 allows service station ground sign regardless of frontage; however, display face area is subject to Table B, Section 17.24.330. Site has approximately 190 ft. of combined street frontage, including future Route 85 extension. Proposed sign measures 130 sq. ft. per face in total display area; 50 sq. ft. is allowed. C) Existing ground sign (80 s.f./face) approved by ASAC in August, 1986 on a 2-1 vote; staff requested that the 50 s.f. limit be observed at that time. D) Light -pole mounted signs are product oriented, add to the already excessive number of on -site displays, and should be deleted from consideration. RECOMMENDATION Proposed sign program exceeds City standard limitations to the extent that suggested modifications are not practical.
