Item 1) APPLICATION ASAC 51,791.1 - TANDEM COMPUTERS:
Requesting approval of two ground signs and two directional signs
for an existing office building located at the southeast corner of
Ridgeview Drive and Pruneridge Avenue.

Comments:
A) The site has more than 500 ft. of street frontage thus allowing 2
freestanding signs; the face area of each freestanding sign is within
the ordinance guidelines for industrial developments.
B) All sign program elements are similar to that established for other
Tandem Computer facilities within Vallco Park. Staff has no concerns
with the proposed application.
Recommendation:
Approval of Application ASAC 51,791.1 according to the findings and
conditions specified in the model resolution.

is Item 2) APPLICATION ASAC 51,799.1 - WESTFTELD, INC.:
Requesting approval of an amended sign program for the Vallco
Fashion Park Regional Center. Site located on the west side of
Wolfe Road between Stevens Creek Boulevard and I-280.

Comments:
A) The proposed sign program is consistent with scale of the regional
center, and contains the necessary number of devices to facilitate
public convenience in locating particular uses within the shopping
center complex.
B) Staff has proposed a condition which would require "fine tuning" of
the final location for all ground mounted signs, particularly
directional devices, to ensure compatible positioning with existing
ground signs serving major freestanding uses, such as T.G.I. Friday
and E1 Torito Restaurants, which remain unaffected by this
application.

conditions contained in the model resolution.
Item 3) APPLICATION ASAC 51,797.1 - SIGN DESIGNS (DE ANZA PROPERTIESI:
Requesting approval of amendment to an existing sign program to
expand the allowable color palette, and to approve a tenant sign
reflecting the expanded color range. The site is a commercial
center located on the north side of Stevens Creek Boulevard,
easterly of De Anza Boulevard.

Comments:
A) Since adoption of the sign program, the Canmittee has approved two
other signs in the complex employing blue faces. It seems apparent
that the City has no objection to adding this color to the palette, as

Item 4) APPLICATION 33 U-87 - B=L UMMAN CHURCH:
Requesting approval of site, architecture and landscaping for a
storage building in accordance with conditions of the approved,
use permit. The church is located at the southwest corner of
Finch and Sorensen Avenues.
Tentative City Council Hearing Date: July 18, 1988

Comments:
A) Requirements pertaining to storage sheds specified in Condition 20 of
the enclosed use permit approval letter. All conditions therein
appear to be satisfied.
B) Rehearing of this item is necessary due to a notification error on
part of staff.
Recommendation:
Recommend to the City Council approval of Application 33 U-87 in
accordance with the findings and conditions contained in the model
resolution.
Item 5) APPLICATION ASAC 51,796.1 - MICHAEL C. WEBER:
Requesting approval of a momment ground sign for an existing
building located at Miller Avenue and Stevens Creek Boulevard.

Comments
® A) As the photo study indicates, the sign height will be slightly
exaggerated by the slope of the yard adjacent to the signs location.
Staff has proposed a condition which restricts the sign height to a
maximum of 6 ft. above the adjacent top of curb elevation, consistent
with ASAC policy and maintenance of pedestrian scale dimensions for

Item 6) APPLICATION 8-EXC-88 - ITZHAK AND CHEDVA KOPLIK:
Requesting approval of an Exception to the front yard setback
restrictions under Ordinance 1438/Ungency Ordinance to permit
construction of a second story addition to an existing house.
The subject property is located on Sutherland Drive, South of
Castleton Street.

Comments:
A) The applicant is requesting the following exception to the setback
requirements of the Urgency Ordinance:
® Required Proposed
2nd floor setback = 30 ft. 20 ft. 2nd story
B) The proposed addition will appear reasonably consistent with other
dwellings in its neighborhood context, according to the applicant's
photo study.
C) There are no unusual physical constraints of lot shape,or topography;
the applicant cannot substantiate an issue of physical hardship in
this case.
D) On June 20, 1988, the City Council passed First Reading of the
proposed R1 Ordinance; as these regulations appear certain for final
adoption, staff has compared the requested Exceptions with the adopted
ordinance in order to judge the degree of deviation requested:
Proposed 20 ft. front 2nd floor Front setback -- New Ordinance would
require 25 ft. Applicant could comply with this requirement with
minimal revision of the main floor plan. An exception could be
justified on the basis that requiring the applicant to await enactment
of the new Ordinance (45 days) constitutes a practical difficulty
which is inconsistent with the intent of both the Urgency Ordinance
and its permanent successor legislation.
Recommendation:
® Staff recommends approval of an exception to the front setback requirement
to 25 ft. in accordance with the findings in the model resolution.

Requesting approval for a directional sign for a bank parking lot
located at the southeast corner of Stevens Creek Blvd. and Torre
Ave.

Continents:
A) While the proposed directional sign is consistent with dimensional
requirements for such devices in commercial use areas, the sign is not
generally consistent with the Cupertino National Bank Building which
reflects use of hard exterior materials.
B) Further, staff is concerned about the disparity of sign styles
emerging on Torre Avenue within the City Center planning area. The
Committee recently approved a masonry faced monument sign for the
Chateau Cupertino residential complex south of the bank building, the
approved sign program calls for concrete based signs within the
is Prometheus portion of the complex.
Recommendation:
Staff recommends the proposed wood sign be modified to concrete or masonry
background, consistent with other signs in the City Center planning area.
However, should the Committee wish to act favorably at this time, the
model resolution for that purpose is enclosed.
Item 8) APPLICATION ASAC 51,794.1 - BAS HOMES:
Requesting approval to add canvas signage awnings to an existing
building located at Stevens Creek Blvd. and Pasadena Avenue.

Comments
A) Staff supports the awning concept as a means of introducing additional
visual interest to the extreme vertical facades. This approach is
consistent with the Monta Vista Design Guidelines which encourage
embellishment of door and window openings through the addition of
0 architectural features.

B) Sign information on the awning face is provided on removable panels
attached with velcro.
C) Items 2 and 4 indicated on Exhibits Ex. Info. identify tenant names,
and are acceptable, provided that no window mounted, or wall mounted
tenant signs are sought. Item 1 and 5 depict products or services
within the tenant space, and are inconsistent with the Sign Ordinance.
Recommendation:
Approval of Application ASAC 51,794. 1 according to the findings and
conditions contained in the model resolution.
Item 9) APPLICATION ASAC 51,798.1 - STONESON DEVELOPMENT
Requesting approval of a master removal and replacement
authorization for Ash Trees located at the Oaks Center, northwest
corner of Stevens Creek Blvd. and Mary Avenue.

A) The applicant has outlined his proposal for a "master tree
removal/replacement plan".
B) Staff agrees that incremental review of tree removal actions by the
ASAC is inefficient; we suggest that the subject application specify
minimum replacement size and specie, and that an arborist's report be
supplied to staff prior to removal of any tree. The actual
administration of the "master plan" would then be left to staff.
Recommendation
A) Approval of Application ASAC 51, 798.1 according to the findings and
conditions contained in the model resolution.

Requesting approval of an awning and selection of colors for an
