CONSENT CALENDAR:
ITEM 1) APPLICATION ASAC 51,788.1 -- JOHN MURPHY:
Requesting approval of a single -story addition to an existing duplex located at the
southwest corner of Randy Lane and Hogue Court. 10129 Randy Lane.

• COMMENTS:
A. Applicant proposes a 526 square foot addition to the front of an existing duplex
(see Exhibits and A and B). Addition is compatible with design of existing
structure.
B. Addition complies with R-2 zoning ordinance.
RECOMMENDATION:
A. Staff recommends approval of Application ASAC 51,788.1 per the findings and
conditions specified within the enclosed model resolution.
B. This application will be forwarded to City Council for final review.
FORMAL REVIEW:
ITEM 2) APPLICATION 7-EXC-88 -- FRED REINELL:
Requesting approval of an Exception to Ordinance 1438/Urgency Ordinance to
permit the first story element on a proposed home to utilize reduced front yard
setback restrictions. The subject property is located on the east side of Blaney
Avenue southerly of Rodriguez Avenue.

COMMENTS
1. The applicant is requesting the following Exception to the setback requirements
of the Urgency Ordinance:
Required Proposed
Front 20' first floor 15' first floor
2. Relief under the Exception procedure appears justified, given the probable
reinstatement of the 15 foot front yard setback depth for curved driveway lots
(i.e., those which enter from the side of the garage). Accordingly, the application
meets the test for least degree of deviation from prescribed regulations.
3. The proposed Exception only affects the distribution of building mass, staff finds
no inconsistency with the purpose of the Interim Ordinance, nor with the
compatibility criteria stated in Section 1 of the ASAC's Minute Order (Resolution.
1358).
RECOMMENDATION
Staff recommends Approval of Application 7-EXC-88 per the attached Model
Resolution. The Committee's decision is final unless appealed within seven days to
the City Council.
ITEM 3) APPLICATION ASAC 51,775.1 -- M. R. BEDRI:
Requesting approval of a sign program for an existing commercial building located on
the southwest corner of Stevens Creek Blvd and Imperial Avenue in the Monta Vista
area. 21670 Stevens Creek Boulevard.

COMMENTS:
A) Sign constraints imposed by Monta Vista Design Guidelines; Maximum proposed
face area (30 s.f.) is less than the 10% floor area limit under Guideline 11(A).
B) Above -canopy mounting technique is acceptable. Mounting approach will be
subject to structural review at building permit level.
C) Sign faces will be stained glass overlays with backlighting; effect is consistent with
historical scheme of Monta Vista. Intent of prohibiting plexiglass faces/internally--
lighted signs in Guidelines is to discourage typical contemporary "cabinet" sign
designs usually found in modern shopping centers.
RECOMMENDATION:
A. Approval of Application ASAC 51,77.5.1 according to the findings and conditions
contained in the Model Resolution.
B. ASAC decision final unless appealed.

ITEM 4) APPLICATION ASAC 51,787.1 -- JIM Q. LIN (ART MARK SIGNS CO.):
Requesting approval of a wall sign for an existing commercial building located on the
south side of Stevens Creek Boulevard, approximately 360 feet east of Stelling
Road. 20940 Stevens Creek boulevard.

COMMENTS:
A. Last year, the applicant sought approval of a ground sign and wall sign. ASAC
determined that two sign were unacceptable since the site did not qualify for a
ground sign under the Sign Ordinance. Sign program allows a wall sign or a
ground sign, not both.
B. The applicant has returned with a proposal to retain the ground sign and add a
new wall sign (see Exhibit F). The new sign measures 27 square feet. The
previous proposal measured 31 square feet.
RECOMMENDATION:
A. Staff does not identify any reasons to reverse ASAC's decision of a year ago.
Staff recommends denial of Application ASAC 51,787.1 per the findings
contained within the enclosed model resolution.
B. The decision of ASAC is final unless appealed to City Council.
ITEM 5) APPLICATION ASAC 51,790.1 -- HILBORN HOOVER PROPERTIES
(ELISABETH GRIFFINGER):
Requesting approval of architectural and site modification to an existing 18,000
square foot industrial building located on the west side of Bubb Road, approximately
700 feet south of Stevens Creek Boulevard. 10131 Bubb Road.

COMMENTS:
A. Application includes the following modifications:
1. Repaint building with a white, gray and black color scheme. A color board will be
available at the meeting.
2. Install 6'-6" deep landscape planter along north and south sides of building
3. Restripe parking lot
4. Remove existing roof and ground equipment.
B. Elevation drawing shows that the new roof equipment projects V-6 above the
parapet. Given the location shown on Exhibit B, the equipment will not be visible
when standing at ground level. Equipment would be visible if moved closer to
the parapet in the future. Condition of the model resolution requires Planning
staff approval of roof equipment locations to ensure that equipment will not be
visible.
C. Landscaping plans have not been submitted. ASAC should ask for clarification of
materials at the meeting. Proposed condition requires staff approval of final
landscape plans.

RECOMMENDATION:
A. The application will upgrade and modernize the overall site appearance. Staff
recommends approval of Application ASAC 51,790.1 per the findings and
conditions contained within the model resolution.
B. This application will be forward to City Council for final review.
INFORMAL REVIEW:
ITEM 6) APPLICATION 49-U-87 -- AUDREY TSANG (KIRK MAHNCKE)
Requesting approval of a landscape plan for a office/retail building located on the
south side of Stevens Creek Boulevard, approximately 500 feet west of Blaney
Avenue. 20100 Stevens Creek Boulevard.

COMMENTS:
A. Some modifications to the landscape plan are necessary for consistency with the
Stevens Creek Boulevard Landscaping Plan. Applicant proposes ivy and shrubs
adjacent to the sidewalk at the northwest corner of the site. Landscaping Plan
requires a continuous lawn treatment.
B. Additional tree should be incorporated into the parkway strip. Two Pistacia
is chinensis should be moved closer to the southerly side of the sidewalk to form
interlocking tree canopies.
C. General Plan requires minimum of five gallon shrubs.
ITEM 7) APPLICATION ASAC 51,789.1 -- CHESTER AND CYNTHIA GABRIEL
(PARAGON DESIGN GROUP, INC.):
Requesting approval of a materials and color palette for a new single-family home
within a Planned Development zone. Site located on the east side of Scenic
Boulevard, approximately 450 feet north of Palm Avenue.

COMMENTS:
Condition of the use permit requires ASAC approval of materials and color of each
house in the project. Staff will present the color board at the meeting.
