1) SUBJECT
APPLICATION ASAC 51,782.1 MEASUREX CORP. (1 Results Way)
Requesting approval of site, architecture and landscaping for a proposed 40,000 s.f.
expansion to an industrial office building located on the northwest corner of Bubb and
McClellan Roads.
II) GENERAL PLAN CONSISTENCY
The site is zoned ML (Light Industrial), and is appropriate for the proposed office/research
uses contemplated in the proposed expansion. A subdivision map has been approved which
consolidates all 14 parcels of the Measurex site into a single parcel with one overall floor area
ratio ratio credit plus 1000 s.f. bonus as allowed for redevelopment of substandard areas in
the General Plan. A condition requires the applicant to record the final map, or to effect
appropriate FAR credit transfers between parcels so that the expansion area and the building
to which it is connected remain consistent with the .33 Industrial use FAR.
III) DESIGN ISSUES
A) Traffic: The Barton Aschman study recommends installation of a traffic signal at Results
Way/Bubb Road as a consequence of expanded trip generation activity. However, the
Environmental Review Committee and Public Works Dept. staff recommend that, in lieu of
a new signal, a secondary access driveway be opened to Imperial Avenue if unacceptable
congestion levels result at the McClellan/Bubb or Bubb/Results intersections.
B) Sound Wall: Standard development conditions require installation of a sound wall
separating the residential use on the west side of the site. A specific condition provides
staff approval of the height, materials and placement of the wall.
C) Architecture and Materials: During the Committee's informal review, concerns were
noted about the intensity of the brick color to be used as fenestration accents. The
applicants will provide an actual sample at the meeting.
Alternate siting locations for the addition were suggested as a discussion topic by staff at
the informal review session; no consensus emerged regard the need for restudy of this
issue.
D) Landscaping: Committee expressed concern that the addition area is not as well
screened from McClellan Road as is the existing structure, due to the presence of mature
street frontage trees. However, staff suggests that the proposed Oak and "Prunus" trees
to be placed around the south and east perimeter of the addition will provide adequate
screening, provided that 2/3 of these trees are installed at.24" box initial size.
E) Parking: Applicants propose 48% overall compact to standard size ratio; 50% ratio
allowed in ML zone. Final verification of overall parking consistency will be undertaken at
the building permit level, with final approval as certified by the Director of Public Works in
accordance with Section 120.1 of Ordinance 220(k).

RECOMMENDATION
Environmental Assessment: The Environmental Review Committee recommends that the ASAC
recommend approval of a Negative Declaration finding no significant impacts associated with the
proposed development.
