INFORMAL REVIEW OF USE PERMIT APPLICATION
ITEM 1) APPLICATION 5-U-88 -- WORTHINGTON CHEVROLET (ARCHITECTURAL DESIGN
GROUP):
Requesting approval of modifications to an existing use permit to adjust the
project phasing, modify structure locations, and to alter display area surface
treatment. Site located on the north side of Stevens Creek Boulevard,
approximately 200 feet east of Stelling Road. 20955 Stevens Creek Boulevard.

COMMENTS:
A. This application is a modification of the previously approved 1-U-87 use
permit. The approved site plan for 1-U-87 has been enclosed for
reference.
B. The proposed modifications are described in the applicant's letter. All
the landscaping improvements approved previously have been
retained.
C. Tile pavers were approved for the auto display areas. The applicant now
seeks to utilize bomanite paving (stamped concrete) for the Stevens
Creek Boulevard display and asphalt for the Stelling Road display. Staff
believes that the bomanite should be utilized for the Stelling Road area,
also. The bomanite, as opposed to asphalt,.will add desirable surface
texture and interest
ITEM 2) APPLICATION 7-U-88 -- TANDEM COMPUTERS (KEN KAY ASSOCIATES):
Requesting approval of a Use Permit to construct a 40,000 sq. ff. industrial
building containing a dual anechoic chamber, laboratories and a one story
lobby linking to the existing building on site. The site is located at the
northeast corner of Tantau Avenue and Highway 280.

A. Staff will discuss at the Use Permit level the proposed location of a loading
area adjacent to the residences to the east. Noise and handling of
potentially hazardous laboratory materials and wastes are of concern.
B. The designer has attempted to mitigate the windowless elevations of the
new building by adding rounded corners to the parapet and .introducing
vertical baffles on the street -facing elevations. Compare exhibit B of 7-U-
88 with the treatment of Building 200 approved by ASAC last year. Note the
strong presence of vertical wall dividers and the similar scale/rounding of
parapets.
C. Staff suggests that the application be expanded to enhance the existing
appearance of Building 55. Treatment of the flat roof with similar parapet
detailing might define the context of the new facility more clearly, given
its proposed linkage with the new lobby element.

ITEM 3) APPLICATION ASAC 51.674.11 -- ALICE MEGRIM
Requesting approval of modification to an existing ground sign to reduce
overall display area. The sign is located at a commercial center on the
northwest corner of N. De Anza Boulevard and Rodriguez Avenue.

A. Condition 10 of Resolution. 1299 requires sign face area reduction to 75 sq.
ft. upon the next change of tenant panel. Applicant's letter of August 4,
1987, submitted in conjunction with Condition 10, requests phased
compliance with sign area reduction requirement.

B. Letter of February 22, 1988 proposes immediate reduction of face area to
98 sq. ft. Their letter of April 08 clarifies the intent to attain the final
adjustment to 75 sq. ft. at such time as one or the other of the existing
tenant panels is changed.
C. Though phasing is not strictly in compliance with Resolution 1299, staff
finds the approach in the February 22 letter to be reasonable in relation to
the applicant's circumstances and the public interest. A proposed
condition would establish the next change of tenant panel as the
threshold mechanism to achieve the final 75 sq. ft. area.
A. Staff recommends approval of Application ASAC 51,774.11 according to
the findings and conditions specified in the Model Resolution.
B. The decision of ASAC is final unless appealed to City Council.
ITEM 4) APPLICATION 9-U-83 (Amended) -- GREGORY GROUP (SEVEN SPRINGS
RANCH) Requesting approval of roadway lighting fixtures as required under
the Use Permit for a planned residential development located on the South
side of Rainbow Drive between Stelling Road and Bubb Road.

A. Staff has not had time to review in detail the photometric data supplied
for the revised solution. Basically, the applicant has increased the
number of fixtures on the longer cul de sacs to eliminate extreme
variance in surface level illumination.
B. The remaining concern is the impact of subdivision lighting on views from
hillside homes, including those within the project. Neither the applicant
nor staff has found a reliable method to study this issue in advance of
construction. However, The impact of additional fixtures throughout the
cul de sac street system suggests intuitively that glare potential will be
greater.
To hold these impacts to a minimum, staff suggests that the luminarires
be returned to the 70 watt, rather than 100 watt fixture, consistent with the
City's public street lighting standard. Some loss of surface illumnination
intensity can be traded off to minimize off site glare impacts, subject to a
final photometric study prior to installation.

Approval of lighting for the Seven Springs Dr. portion of 9-U-83 (Amended)
only, as provided in the model resolution. If the ASAC wishes to approve the
entire plan as submitted, all conditions after No. 9 should be eliminated from
the approval motion.
ITEM 5) APPLICATION ASAC 51,781.1 -- MARRIOTT CORPORATION:
Requesting approval of a satellite dish for a previously approved Marriott
Courtyard hotel located at the northwest corner of Wolfe Road and Highway
280. 10605 N. Wolfe Road.

COMMENTS:
A. Applicant proposes to install a satellite dish at the south end of the hotel
as shown on Exhibit A. The dish will have a maximum height of
approximately 10'-6". Applicant's letter contains a description of the
project.
B. The dish is located approximately 125 feet from the Highway 280 right-of-
way and will be partially screened by the existing redwood grove. The
applicant has informed staff that Photinia Fraseri will be planted around
the dish to provide additional screening. Photinia grow to a height of six
to seven feet.
C. Staff believes the proposed location is acceptable given the distance
from the freeway and the vegetative screening.
RECOMMENDATION:
A. Staff recommends approval of Application ASAC 51,781.1 per the findings
and conditions contained within the enclosed model resolution.
B. The decision of ASAC is final unless appealed within five working days to
City Council.

COMMENTS:
• At the meeting of March'28, 1988, ASAC requested a briefing on the R-1
ordinances. Specifically, ASAC requested information on the following
issues:
