CONTINUED ITEMS ITEM 1) APPLICATION ASAC 51,674.11 -- ALICE SIEGRIST Requesting approval of modification to an existing ground sign to reduce overall display area. The sign is located at a commercial center on the northwest corner of N. De Anza Boulevard and Rodriguez Avenue. Continued from ASAC Meeting of March 14, 1988 ASAC Decision Final Unless Appealed ENCLOSURES ® 1) Model Resolution 2) Applicant's Letter of 02/22/88 with attachments 3) ASAC Resolution 1299 4) Applicant's letter of 08/04/87 5) Exhibits F-2 and F-3 of ASAC 51,674.11 COMMENTS 1) Condition 10 of Reso. 1299 requires sign face area reduction to 75 sq. ft. upon the next change of tenant panel. Applicant's letter of August 4, 1987, submitted in conjunction with Condition 10, requests phased compliance with sign area reduction requirement. 2) Letter of February 22, 1988 proposes immediate reduction of face area to 98 sq. ft.; however, the circumstances under which further reduction to 75 sq. ft. would occur is dependent upon uncertain timing of face changes to the remaining two panels, and may significantly delay the reduction schedule. 3) Though phasing is not strictly in compliance with Resolution 1299, staff finds the approach in the February 22 letter to be reasonable in relation to the applicant's circumstances and the public interest. A proposed condition would establish the next change of tenant panel as the threshold mechanism to achieve the final 75 sq. ft. area. RECOMMENDATION Approval of Application ASAC 51,774.11 according to the findings and conditions is specified in the Model Resolution. AGENDA SUMMARY & STAFF COMMENTS ASAC MEETING OF 03/28/88 PAGE 2 0 INFORMAL REVIEW ITEM 2) APPLICATION 9-U-83 (Amended) -- GREGORY GROUP (SEVEN SPRINGS RANCH) Requesting approval of roadway lighting fixtures as required under the Use Permit for a planned residential development located on the South side of Rainbow Drive between Stelling Road and Bubb Road. ASAC Decision Final Unless Appealed ENCLOSURE: 1) Model Resolution 2) Applicant's Letter of 03/02/88 3) Exhibits E, E-1 and Staff Info of 9-U-83 (Amended) COMMENTS: 1) ASAC review of this application is required by the City's Standard conditions of approval attached to the project's original Use Permit. 2) Proposed High Pressure Sodium luminaires are similar to those typically installed on city streets, and emit "peach" -colored light. ® 3) Public Works staff has reviewed the street surface illumination data and has concluded as follows: A) Spacing and intensity of fixtures for Seven Springs Road perimeter drive are adequate to its function as an internal collector street for the project, and are consistent with IES standards. B) Lighting of internal cul-de-sacs is inconsistent. At distances of 60-70 feet from the light source, ground illumination intensity is nil. Conversely, homes directly proximate the pole fixtures are subject to intensities 3 times the average .34 footcandle illuminance level. Staff concludes that, especially on the longer cul-de-sacs, unpleasent glare will result for some home frontages, while others will benefit little from the street lighting proposed. 4) Staff is also concerned about the appearance of the proposed pole fixtures on the cul-de-sacs. The developer has expended great effort in achieving high quality design of the interior homes. Beside our concern about the effectiveness of the proposed lighting solution, it seems inconsistent with the established level of visual quality of the project. Staff suggests that a series of lower, architecturally integrated fixtures be selected for the cul-de-sacs, with number and placement as necessary to ensure more even distribution of surface lighting adjacent to the homesites. A solution of this type would be acceptable to the Public Works Department, subject to appropriate technical documentation. RECOMMENDATION Approval of lighting for the Seven Springs Dr. portion of 9-U-83 (Amended) only, as provided in the model resolution. If the ASAC wishes to approve the entire plan as ® submitted, all conditions after No. 9 should be eliminated from the approval motion. AGENDA SUMMARY & STAFF COMMENTS ASAC MEETING OF 03/28/88 PAGE 3 FORMAL REVIEW ITEM 3) APPLICATION 6-EXC-88: WILLIAM & JO VANDERBEEK Requesting approval of an Exception to Ordinance 1438/Urgency Ordinance to permit the first story element on an existing home to exceed front yard lot coverage restrictions. The subject property is located on Crescent Road at Orchard Court ASAC Decision Final Unless Appealed ENCLOSURES 1) Model Resolution 2) Urgency Ordinance No. 1438 3) Resolution No. 1358 (Minute Order) 4) Exhibits:A and B of Appl. 6-EXC-88 5) Applicant's letter dated February 29, 1988 COMMENTS 1) The applicant is requesting the following Exceptions to the setback requirements of the Urgency Ordinance: Required Proposed Front First floor may cover 64% Coverage. 50% buildable area between 20' and 30' ® Front Setback Lines 3) Relief under the Exception procedure appears justified, given the narrow width of the lot occasioned by roadway exactions necessary to complete the public right- of-way, and is appropriate to the neighborhood setting. 4) The proposed setback/lot coverage Exception is consistent with the intent of minimizing the degree of deviation from Ordinance requirements, since the applicant is only requesting 14% extra coverage.: Total Area within 20/30 B. S. L. = 1,000 s.f. Existing 1st Floor Area within 20/30 B.S. L. = 443 s.f. Total Additional Area Proposed within 20/30 B.S. L. = 194 s.f. Additional floor Area Exceeding 50% Limit = ...137 s.f. RECOMMENDATION Staff recommends Approval of Application 6-EXC-88 per the attached Model Resolution. The Committee's decision is final unless appealed within seven days to the City Council. RECOMMENDATION Discussion of proposed approach in Background Report. ITEM5) DISCUSSION OF ARCHITECTURAL AND SITE APPROVAL COMMITTEE MINUTE ORDER REGARDING PUBLIC IMPROVEMENTS ENCLOSURES 1) Resolution No. 1356 (Minute Order) 2) ASAC Minutes dated February 22, 1988 COMMENTS 1) The Committee adopted Resolution No. 1356 on February 22, 1988, but directed staff to defer forwarding the subject Minute Order to the City Council.
