The enclosed materials constitute a complete packet for Monday night's meeting. Please refer to
the attached community -wide location map for the geographic setting of each agenda item.
NEW BUSINESS
ITEM 1) APPLICATION 6-U-86: REDEEMER LUTHERAN CHURCH - - Requesting
ASAC approval of modified color palette for a previously approved addition to a
church located on So. Stelling Road and Jollyman Lane.
ENCLOSURES:
1) Exhibits A, B-1 and B-2 of Use Permit 2-U-87
1) Use Permit condition for the church multipurpose room expansion required
ASAC approval of exterior colors. Presently -approved palette emphasizes white
and bisque stucco walls with blue window/door trim. Applicants request approval
of revised palette emphasizing complementary shades of pink with blue trim.
2) Comparative color samples presented at the meeting; approved architectural
exhibits enclosed to familiarize the Committee with the scale and shape of the
building.

ITEM 2) URGENCY ORDINANCE NO, 1438: Report of the Planning Director on the
establishment of Interim Zoning Standards for the R-1 (residential, single-family) and
R-H-S (residential, hillside, slope -density) zones.

COMMENTS:
1) Council adopted attached Urgency Ordinance on February 1, 1988; establishes
interim regulations to control the size, bulk and siting of residential structures.

2) Ordinance contains exception procedure which allows building permit applicants
to petition ASAC to deviate from the interim standards. Exception process
requires staff to notify adjoining property owners ten days prior to a hearing.
3) Staff has received inquiries about the exception process; first hearing could
occur at 02/22/88, but initial applications will most likely be heard on 03/14/88.
Applicant or adjoining owner can appeal ASAC decision to Council.
4) Section D.5 enables Committee to decide Exceptions based on degree of
compliance with general criteria appearing in Section D.1.
Adopt Minute Order establishing general design criteria to assist the Committee in
evaluating application for exception consistent with the objectives of the Interim
Ordinance.

COMMENTS:
1) Staff was directed at the 01/25/88 meeting to prepare a generic list of publicly
sponsored projects which would be attached to the minute order. See model
and Attachment "A" thereto.
2) Attachment "A" listing was derived from the "BA" (Public Building) and "T"
(Transportation) zones. The list emphasizes those projects in which the City has
direct ownership or tangible participation other than ownership, such as public
finance or franchising. Note that schools are excluded, since the City has no use
jurisdiction over these facilities.
3) Note Section 2 of model which specifically exempts parks and recreation projects
under jurisdiction of the P & R Commission.

4) Council denied the prior Minute Order (Resolution 1312) based on the following
judgements:
a) The proposed review process would be redundant with parks and recreation
oversight functions, the most likely source of future public projects
b) The city streetscape is in an advanced state of completion, and standards are
well established.
RECOMMENDATION:
