SUMMARY MINUTES OF THE REGULAR MEETING OF THE ARCHITECTURAL AND
SITE APPROVAL COMMITTEE OF THE CITY OF CUPERTINO FOR JUNE 12, 1989.
MEETING HELD IN CONFERENCE ROOM A, CITY HALL, AT 10300 TORRE AVENUE,
CUPERTINO, CALIFORNIA
The meeting was called to order at 7:35 PM by Chairman _ Miller

CONSENT CALENDAR
ITEM 1) (FORMAL REVIEW) APPLICATION ASAC 51,850.1 - L.A.
ARCHITECTS (SECURITY PACIFIC BANK) Requesting approval to
install a walk-up instant teller machine at an existing bank located
on the northeast comer of De Anza Boulevard and Pacifica Avenue.
• Larry Jackson from L. A. Architects was present for this item, which
was removed from the consent calendar for discussion.
ISSUES:
- Appropriateness of adding a second ATM
DECISION:
on a 3-1 vote (Hoxsie dissenting), ASAC 51,850 was recommended for
approval per the findings and conditions contained within the model
resolution. This item will be considered by the City Council on June
19, 1989.
ITEM 2) APPLICATION ASAC 51.849.1 - JON D. CAR ON Requesting
approval of a Planned Development Sign Program for an office
building located on the southwest comer of Stevens Creek Boulevard
and Pasadena Avenue.
Jon Carson, applicant, was present for this item.
ISSUES:
• - Size of sign
Height of sign (blocks window)
Size of area where sign is proposed to be located (small)
Appropriateness of single tenant within multi -tenant building
having individual freestanding sign

DECISION:
On a 4-0 vote, ASAC 51, 849.1 was continued to the agenda of June 26,
1989. The applicant was directed to redesign the proposed
freestanding sign, reducing the height and size, and avoiding
blockage of the windows, or as an alternative, to propose a building
mounted sign (preferable option).;
ITEM 3) APPLICATION ASAC 51,851.1 CAL -NEON SIGN Requesting
approval of a Planned Development Sign Program for a multi -tenant
retail center to be located on the southeast corner of Homestead Road
and Blaney Avenue.
Craig Maynard of Cal -Neon Signs was present for this item.
ISSUES:
- Number of tenant signs proposed
- Location of building mounted signs
- Angle/visibility of freestanding sign
- Design of freestanding sign
- Acceptable colors for tenant I signs
DECISION:
On a 4-0 vote, ASAC 51,851.1,, was approved per the findings and •
conditions contained within the !model resolution, with conditions 10
and 12 modified as follows:
10. The location of the ground sign is subject to the approval of the
City Traffic Engineer, and 'shall be perpendicular to Homestead
Road for better visibility.
12. Tenants shall be limited to one building mounted sign. Signs
shall be mounted on the north elevation only,
condition 14 deleted, and condition 16 added to read as follows:
16. Single tenant signs may be mounted above the arches on the
north elevation. If there are to be two tenant signs in this area,
they should be located within the confines of the arches.
ITEM 4) APPLICATION ASAC 51,852.1 - E. S. SIGNS (TACO BELL)
Requesting approval of modifications to a Planned Development Sign
Program for a take-out restaurant located on the east side of De Anza
Boulevard, north of Bollinger Road.

• DECISION:
On a 3-1 vote (Hoxsie dissenting), ASAC 51,852.1 was approved per the
findings and conditions contained within the model resolution, with
the following conditions added:
10. This approval is for the building sign and monument sign only.
11. The freestanding sign shall be no higher than six feet.
12. The address of the restaurant shall be included on the
freestanding sign.
13. The location of the freestanding sign is subject to the approval
of the City Traffic Engineer.
ITEM 5) APPLICATION ASAC 51,853.1 - SPEEDY SI tN*A*RAMA SA
(THE FORUM) Requesting approval of a temporary project
announcement sign for a retirement community to be constructed
on Cristo Rey Drive, near St. Joseph's Seminary.

DECISION:

modified to read as follows:

sided.

the
roadway, and
shall be placed in a location acceptable to
the

ITEM 7) APPL.ICATION ASAC 51,855.1 ROBERT H LEE & ASSOCIATES
(BRITISH PETROLEUM) Requesting approval of modifications
to a Planned Development Sign, Program and building colors for a
service station located on the northwest comer of North De Anza
Boulevard and Homestead Road.
ISSUES:
- Number of freestanding signs proposed
- Location of corner monument sign/line-of-sight problems and
interference with existing landscape planter.
- Size of corner monument sign.
- Number of building and canopy mounted signs proposed

DECISION:
On a 3-1 vote (Hoxsie dissenting), ASAC 51,855.1 was approved per the
findings and conditions contained within the model resolution, with
the following conditions added:
10. The monument sign is not a part of this approval and should be
studied further. The sign is to be redesigned to better fit the site,
and is subject to ASAC approval.
11. The location of the monumint , sign is subject to approval of the
City Traffic Engineer.
12. The address of the station shall be include on the building or the
monument sign.

(BRITISH PETROLEUM) Requesting approval of modifications
to a Planned Development Sign Program and building colors for a
service station located on the north side of Homestead Road between

On a 4-0 vote, ASAC 51,856.1 was approved per the findings and
conditions contained within the model resolution, with the following
conditions added:

the City Traffic Engineer.

the monument sign.
INFORMAL REVIEW OF PLANNED DEVELOPMENT USE PERMIT
ITEM 9) APPLICATION ASAC 13-U-89 - SOBRATO DEVELOPMENT
_OMPANIES Request for approval of a use permit to demolish an
existing industrial complex, and replace with a four building, four
story office development with related site improvements. Site is
located at the southeast quadrant of De Anza Boulevard and I-280:
• Chairman Miller stated that he would be abstaining on this item.
John Sobrato, developer of the project, showed slides of building
elevations and site plans, while briefly describing the proposed
project.
Jorge De Quesada, project architect, and Mr. Sobrato answered
questions, and explained various aspects of the building(s) and
project design.
ASAC COMMENTS:
- Building design: cylindrical towers break up the mass and
provide architectural interest.
- Motorola building setback on Mariani Avenue may not be great
enough considering the structure will be four stories high.
- Reflectivity of exterior glass to be used on the complex could be a
problem for surrounding properties, and vehicles driving by.
- There is a lack of architectural interest on Motorola building,
particularly on the side which will front on Mariani Avenue
- The atriums are attractive, and are complementary to the
buildings.
Mr. Sobrato asked for the Committee's opinion on the cylindrical
towers. Betty Mann and Wayne Gong said that they like the idea, as
the cylinders create interest and offset the squareness of the
isstructures. Bob Hoxsie stated that the idea is good, but that towers
look like appendages, and should be changed to fit in better with the
buildings. All members agreed that something is needed to break up
the mass of the buildings.

CONSENSUS:
On a vote of 4-0, this item was! continued to the agenda of June 26,
1989 due to the lateness of the hour.
ITEM 11) Minutes of the regular meeting of May 22, 1989
DECISION:
On a 4-0 vote, minutes were approved a submitted.
,ADJOURNMENT
At 11:05 PM to the next regular meeting of ;the Architectural and Site Approval
Committee to be held June 24, 1989, at 7:30 'PM in Conference Room A of City
Hall, 10300 Torre Avenue.
