MEETING HELD IN CONFERENCE ROOM A, CITY HALL, AT 10300 TORRE AVENUE, CUPERTINO, CALIFORNIA The meeting was called to order at 7:35 PM by Chairman Miller ROLL CALL. PLAZA) Requesting an interpretation on a proposed color for a building mounted tenant sign in a multi - tenant retail center located on the north side of Stevens Creek Boulevard, between Portal Avenue and Perimeter Road. Walter McIntyre of Mid -way Sign Company was present for this item. ISSUES: - None CONSENSUS: - The light blue color is acceptable FORMAL REVIEW ITEM 2) APPLICATION ASAC 51 840 1 MARIE ALLENDER'S Requesting approval 1 of two entry awnings for a restaurant in a multi -tenant retail complex located on the southwest corner of Stevens Creek Boulevard and De Anza Boulevard. Diane Deutsch of Marie Callender's was present for this item. ISSUES: - Awning on north elevation is nonfunctional - Number of signs on the building DECISION: On a 5-0 vote, ASAC 51,840.1 was approved per the findings and conditions contained within the model resolution. ASAC Agenda - March 13, 1989 Page-2- P ITEM 3) APPLICATION ASAC 51.841.1 � - DESIGNERS COLLECTIVE (ARCO) Requesting approval of modifications to the north, east and west elevations and to a Planned Development Sign Program for a service station located on the southeast corner of Silverado Avenue and De Anza Boulevard. 1 Roger Sayre from the Designers Collective were present for this item. ISSUES: - Number of building mounted signs. - Size of tune-up service price sign - Appearance of metal canopy fascia DECISION: On a 4-1 vote (Hoxsie dissenting), ASAC 51,841.1 was approved per the findings and conditions contained within the model resolution, with condition 10 modified to read as follows: I 10. A maximum of three building mounted signs may be displayed simultaneously; two 14 sq. ft. informational signs and one 9 sq. ft. price sign. and the following conditions added: 13. The two foot metal fascia shall be eliminated from all elevations of the canopy. 14. The relocation of the air compressor and the new enclosure are not a part of this approval. ITEM 4) APPLICATION ASAC 51.842.1 'VEST VALLEY SHOPPING CENTER (HOMESTEAD S O U A R E 1 Requesting approval of a freestanding monument sign for a multi -tenant retail center located on the southeast corner of Homestead Road and Franco Court. J. D. Vanderlaan, representing the property owners, and Les Meu from George Meu & Associates, the project architect, were present for this item. ISSUES: Height of freestanding monument sign - Colors proposed for the ground sign and one tenant (T J Maxx) - Background color for tenant signs - Consistency among tenant banners DECISION: On a 5-0 vote, ASAC 51,842.1 was approved per the findings and • conditions contained within the model resolution, with condition 12 modified as follows: • 0 0 ASAC Agenda - March 13, 1989 Page - 3 - - 12. Provisions of the approved sign program are as follows: a) SIGN TYPE: Internally illuminated, channel letters for major tenants, cannister signs for Buildings B and C tenants; script or san-serif typography. b) MOUNTING LOCATION: Wall signs for. major tenants, cannister signs hung from the canopy structure for Buildings B and C tenants. c) SIZE LIMITATIONS: 18" letter height: length not to exceed 70% of the building frontage which the business occupies. In addition, sign length may not exceed 13 feet on the north elevation or 10 feet on the east elevation. d) COLOR Ivory background with no more than two copy colors for lettering. and the following conditions added: 13. The height of the freestanding monument sign shall not exceed 10 feet. 14. A color palette shall be submitted for approval prior to tenant occupancy of buildings B and C. 15. The approved colors for the freestanding sign are as follows: a) Rust background with white lettering for the top panel which identifies the center. b) White background with rust lettering for tenant panels. 16. The background color for the T J Maxx building mounted sign shall be ivory, with letter height as indicated on the approved sign exhibit (page 6 of 7, dated February 18, 1989). ITEM 5) APPLICATION ASAC 8-U-88 - CALI LAND Requesting approval of landscaping plans for phase one of an approved expansion for a multi -tenant retail complex located on the southwest corner of Stevens Creek Boulevard and Blaney Avenue. DECISION: Because an authorized representative was not present for the second consecutive meeting, the Committee dropped this item form the agenda. Staff informed the Committee that the City Council would be considering this topic at their meeting of March 20, 1989. Staff will report back on the Council's action at the next ASAC meeting (March 27, 1989). J ASAC Agenda - March 13, 1989 Page - 4 - OLD BUSINESS ITEM 7) PUBLIC -WORKS MINUTE ORDER -RESOLUTION Continuance of discussion held at meetings of January 23, February 13 and February 27, 1989. DECISION: On a 5-0 vote, Resolution 1454 (Minute Order) was approved. The Committee requested that staff send a copy of the draft Minute Order to the Parks and Recreation Department for review and approval of its form and content. If Parks and Recreation approves of the draft as written, it will then be forwarded to the Council for consideration. If there are comments or suggested changes, the matter will be discussed further by the Committee at their meeting of March 27, 1989. ITEM 8) BlLLBOARD ORDINANCE Discussion on contents of a proposed amendment to the Sign Ordinance to regulate billboards. CONSENSUS: This matter will be continued to the meeting of April 10, 1989 to allow • staff adequate time to preparie a draft amendment to the Sign Ordinance. The following comments were made: - No lighting allowed - No moving parts (including reader boards) allowed - Limit size as much as possible - Limit height as much as possible - No billboards along freeway frontage - Minimum lot frontage - Include screening criteria (landscaping, lattice to cover support structure, painting supports -to blend in with surroundings) APPROVAL OF MINUTES ITEM 9) Minutes of the regular meeting of February 27, 1989 Approved with a modification to 'item 2 - under CONSENSUS, add "Any visual problems that may arise should be adequately screened with lattice or landscaping."
