That the proposed development reflects substantial compliance with conceptual approvals granted by the Planning Commission under Resolution No. 1970. CONDITIONS OF APPROVAL: 1-8. Architectural and Site Approval Standard Conditions to the extent that they do not conflict with the special conditions enumerated herein. In the event conflict does exist, the special conditions as enumerated herein shall apply. 9.
